{"id":48303,"date":"2022-05-12T10:34:06","date_gmt":"2022-05-12T10:34:06","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=48303"},"modified":"2022-05-12T10:34:06","modified_gmt":"2022-05-12T10:34:06","slug":"asean-leaders-head-to-white-house-for-key-summit","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=48303","title":{"rendered":"ASEAN leaders head to White House for key summit"},"content":{"rendered":"<div>\n<p>Leaders from the Association of Southeast Asian Nations (ASEAN) will meet United States President Joe Biden at a White House summit on Thursday, as the US attempts to drive home its \u201c<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/04\/16\/statement-by-press-secretary-jen-psaki-on-u-s-asean-special-summit-2\/\" target=\"_blank\" rel=\"noopener\">enduring commitment<\/a>\u201d to the region.<\/p>\n<p>The summit marks the first time ASEAN leaders have been invited to the White House in 45 years. The last time all the countries\u2019 leaders visited the US was in 2016, when they met then-President Barack Obama at the Sunnylands ranch in California.<\/p>\n<p>Only eight of the group\u2019s 10 leaders are expected in Washington, DC, this time around.<\/p>\n<p>The Philippines is in the midst of a leadership transition after polls this week to choose a new president, while Senior General Min Aung Hlaing, who toppled Myanmar\u2019s elected leader Aung San Suu Kyi in a 2021 coup, has been barred from the event.<\/p>\n<p>A senior official in the US said there had been discussions over whether to have \u201can empty chair to reflect our dissatisfaction with what\u2019s taken place and our hope for a better path forward\u201d.<\/p>\n<figure aria-describedby=\"caption-attachment-1729030\" id=\"attachment_1729030\"><img decoding=\"async\" alt=\"Barack Obama waves to photographers during a 'family photo' with ASEAN leaders on the grass at Sunnylands with mountains behind\" data-recalc-dims=\"1\" loading=\"lazy\" src=\"http:\/\/www.aljazeera.com\/wp-content\/uploads\/2022\/05\/2016-02-16T120000Z_2102626744_GF10000311471_RTRMADP_3_USA-ASEAN.jpg?w=770&#038;resize=770%2C439\"><\/img><figcaption id=\"caption-attachment-1729030\">ASEAN leaders were last in the US in 2016, when then-President Barack Obama invited them to Sunnylands in Rancho Mirage, California [File: Kevin Lamarque\/Reuters]<\/figcaption><\/figure>\n<h2>What is happening over the two days?<\/h2>\n<p>Biden is rolling out the red carpet for the Southeast Asian leaders \u2013 including Cambodia\u2019s Prime Minister Hun Sen who has wiped out any domestic opposition to his rule and, in his role as the current chair of ASEAN, ruffled feathers by becoming the first foreign leader to visit Myanmar since the February 2021 coup.<\/p>\n<p>The first official engagement on May 12 will be a visit to the Capitol, where the ASEAN leaders will meet House Speaker Nancy Pelosi and have a working lunch with both Democrat and Republican members.<\/p>\n<p>After that, they will meet Secretary of Commerce Gina Raimondo and US Trade Representative Katherine Tai as well as senior business leaders to discuss deeper economic cooperation.<\/p>\n<p>In the evening, the leaders will join President Joe Biden for an \u201cintimate dinner\u201d at the White House.<\/p>\n<p>The event is \u201can opportunity to listen to the leaders about their aspirations for where they want to take ASEAN and how the United States can help,\u201d the senior official said. Each leader will also have \u201cquick, private time\u201d with Biden, he added.<\/p>\n<p>On May 13, Vice President Kamala Harris and Secretary of State Antony Blinken will host a working lunch with discussions to focus on maritime cooperation, pandemic recovery, and health security. Climate will also be on the agenda.<\/p>\n<p>\u201cPart of the ambition of this summit is to broaden and deepen not only the level of engagement in the US government but to broaden it across every element of our government,\u201d the spokesperson said.<\/p>\n<p>Later on the second day, the leaders will meet Biden for a second time.<\/p>\n<p>\u201cThe meeting is the message,\u201d the Reuters news agency quoted former Singapore diplomat Bilahari Kausikan as saying at the Stimson Center think tank on Monday.<\/p>\n<h2>What about Myanmar?<\/h2>\n<p>Myanmar has been a member of ASEAN since 1997, when it was admitted to the organisation during a previous military regime.<\/p>\n<p>The group, which operates under the principle of consensus and non-interference, appears to have taken a marginally tougher line towards the generals with the latest coup, which followed 10 years of political reform.<\/p>\n<p>Min Aung Hlaing attended a summit of the group in April 2021, at the end of which a so-called \u2018<a href=\"http:\/\/www.aljazeera.com\/news\/2021\/4\/24\/myanmar-coup-leader-in-jakarta-for-southeast-asian-summit\">five point consensus<\/a>\u2018 was agreed upon to chart a way out of the crisis triggered by the military\u2019s power grab.<\/p>\n<p>But the generals have made no effort to meet any of the commitments, which included \u201cconstructive dialogue\u201d with \u201call parties\u201d to end the turmoil and bring an \u201cimmediate\u201d end to the violence.<\/p>\n<p><span><iframe loading=\"lazy\" allowfullscreen=\"true\" height=\"434\" src=\"https:\/\/www.youtube.com\/embed\/QUh9mMQQP0Q?version=3&#038;rel=1&#038;showsearch=0&#038;showinfo=1&#038;iv_load_policy=1&#038;fs=1&#038;hl=en-US&#038;autohide=2&#038;wmode=transparent\" width=\"770\"><\/iframe><\/span><\/p>\n<p>Some 1,833 people have been killed since the coup and more than 13,500 arrested, according to the Assistance Association of Political Prisoners, which has been monitoring the situation.<\/p>\n<p>If anything, the violence seems to have increased since the agreement was signed with <a href=\"http:\/\/www.aljazeera.com\/news\/2021\/12\/30\/a-dark-christmas-in-myanmar\">mounting attacks on civilians<\/a>, entire villages razed and increased fighting with ethnic armed groups. Some UN experts have said the country is now in a <a href=\"http:\/\/www.aljazeera.com\/news\/2022\/2\/1\/world-accused-of-sitting-and-watching-as-myanmar-slides-to-war\">state of civil war<\/a>.<\/p>\n<p>\u201cI think some of those steps have stalled, and we\u2019re looking for an indication that ASEAN and, perhaps, the help from other countries supportive of ASEAN will take the lead in basically determining what are the appropriate next steps for the institution with respect to its demands and expectations inside the country,\u201d the US senior official said.<\/p>\n<h2>Splits within ASEAN<\/h2>\n<p>The Myanmar generals\u2019 failure to respond to the group\u2019s diplomatic initiatives has created splits within ASEAN.<\/p>\n<p>Some member states, such as Malaysia, are advocating informal engagement with the National Unity Government (NUG), the administration established by members of the elected government who were forced from office by the military, and other pro-democracy supporters.<\/p>\n<p>Others, including Cambodia\u2019s Hun Sen, appear content to limit contact with the generals. The first foreign leader to travel to Myanmar since the coup, he got the red carpet treatment. Critics said the visit lent the regime <a href=\"http:\/\/www.aljazeera.com\/news\/2022\/3\/30\/misreading-the-room-why-hun-sen-is-failing-on-myanmar\">unwarranted legitimacy<\/a>.<\/p>\n<p>The foreign ministers of ASEAN gathered for informal discussions on Thursday morning, ahead of the main summit.<\/p>\n<p>In a statement, Malaysia\u2019s foreign minister disclosed that he again said ASEAN should engage with the NUG, and not allow the military to \u201cbe dictating\u201d who is invited to meetings. He also expressed \u201cregret\u201d that they had not allowed Noeleen Heyzer, the UN\u2019s special envoy on Myanmar, into the country.<\/p>\n<figure aria-describedby=\"caption-attachment-1722459\" id=\"attachment_1722459\"><img decoding=\"async\" alt=\"protesters in ethnic costumes raising the three finger salute during a demonstration against the military coup in the area under the control of Karen National Union (KNU)\" data-recalc-dims=\"1\" loading=\"lazy\" src=\"http:\/\/www.aljazeera.com\/wp-content\/uploads\/2022\/05\/000_98K7K6.jpg?w=770&#038;resize=770%2C550\"><\/img><figcaption id=\"caption-attachment-1722459\">Violence has escalated in Myanmar with ASEAN efforts at diplomacy showing little headway and civilians organising into militias to fight alongside ethnic armed groups [File: KNU Dooplaya District via AFP]<\/figcaption><\/figure>\n<p>Last week, at talks in Phnom Penh, the group agreed it would allow the military to control the distribution of aid in Myanmar in a move that was condemned in an open letter signed by 765 civil society organisations from Myanmar, the region and beyond.<\/p>\n<p>\u201cWe are concerned that ASEAN, under the Cambodia Chairship, while opening its door to the military junta, has been continuously reluctant to engage with the NUG and other related parties in direct contradiction to the Five Point Consensus, which calls for inclusive dialogue,\u201d the letter said.<\/p>\n<p>\u201cThe decision [to channel humanitarian aid through the military] will only bring regress and risks ASEAN aiding and abetting the military\u2019s atrocities on the ground.\u201d<\/p>\n<h2>Indo-Pacific Strategy<\/h2>\n<p>Beyond the crisis in Myanmar, Biden has convened the summit at a time of intense rivalry in the Asia Pacific, with China an increasingly assertive presence from the Pacific to the South China Sea, where it lays claims to almost the entire area under its so-called <a href=\"http:\/\/www.aljazeera.com\/news\/2021\/7\/12\/south-china-sea-nine-dash-line-ruling\">nine-dash line<\/a>.<\/p>\n<p>Southeast Asian nations, some of which also have claims on the sea, have traditionally sought out the US as a bulwark against China while also trying to avoid being drawn into \u2018great power\u2019 politics or being forced to choose between them.<\/p>\n<p>\u201cU.S. support for ASEAN-based multilateralism empowers the bloc and strengthens its resilience, especially in the face of <a href=\"http:\/\/www.aljazeera.com\/news\/2012\/7\/13\/asean-talks-fail-over-south-china-sea-dispute\">Chinese efforts to divide it<\/a>, which it has repeatedly done to blunt ASEAN\u2019s ability to push back against Chinese encroachment in the South China Sea,\u201d Brian Harding, a senior expert on Southeast Asia at the United States Institute for Peace, wrote in a preview of the summit.<\/p>\n<p>The US, meanwhile, is keen to reassure ASEAN that it remains engaged despite developments elsewhere in the world. It released its <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2022\/02\/U.S.-Indo-Pacific-Strategy.pdf\" target=\"_blank\" rel=\"noopener\">Indo-Pacific Strategy<\/a> in February, which called for an \u201cempowered ASEAN\u201d alongside existing \u2013 and updated regional alliances such as the Quad.<\/p>\n<p>\u201cThere is a deep recognition that fundamental long-term challenges are playing out in the Indo-Pacific.\u00a0 And the United States is committed and determining to ensuring that our engagement in the region is broad, is broad-based, and is sustained,\u201d according to a senior administration official.<\/p>\n<h2>What about Russia\u2019s invasion of Ukraine?<\/h2>\n<p>The US has said it expects a \u201cbroad discussion\u201d of Ukraine and Russia during the summit.<\/p>\n<p>With the exception of Singapore, no Southeast Asian countries have joined Western-led sanctions on Moscow, and while most joined the UN General Assembly vote <a href=\"http:\/\/www.aljazeera.com\/news\/2022\/3\/3\/un-general-assembly-demands-russia-withdraw-troops-from-ukraine\">reprimanding Russia\u2019s actions<\/a> in the country, Vietnam and Laos voted against it.<\/p>\n<p>Southeast Asian nations could prove important in terms of future diplomacy given that Indonesia is this year\u2019s chair of the G20, which will hold its annual leaders\u2019 summit in Bali later this year, while Cambodia will host the East Asia Summit and Thailand, the Asia Pacific Economic Cooperation forum.<\/p>\n<p>Indonesia has already indicated it will not disinvite Russian President Vladimir Putin but, in what appears to be a <a href=\"http:\/\/www.aljazeera.com\/news\/2022\/4\/29\/ukraines-zelensky-russias-putin-invited-to-g20-summit\">compromise<\/a>, has extended an invitation to Ukrainian President Volodymyr Zelenskyy.<\/p>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Leaders from the Association of Southeast Asian Nations (ASEAN) will meet United States President Joe Biden at a White House summit on Thursday, as the US attempts to drive home its \u201cenduring commitment\u201d to the region.
