{"id":42262,"date":"2020-01-14T07:23:20","date_gmt":"2020-01-14T07:23:20","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=42262"},"modified":"2020-01-14T07:23:20","modified_gmt":"2020-01-14T07:23:20","slug":"no-breakthrough-in-moscow-talks-for-libya-ceasefire-deal","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=42262","title":{"rendered":"No breakthrough in Moscow talks for Libya ceasefire deal"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"127.25071633238\">\n<p class=\"speakable\"><span>Hours-long negotiations in Moscow aimed at agreeing on an unconditional and open-ended ceasefire in<a href=\"https:\/\/www.aljazeera.com\/topics\/country\/libya.html\"> Libya<\/a>\u00a0failed to achieve a breakthrough on Monday,\u00a0<\/span>but Russia expressed hope the North African country&#8217;s warring sides would soon conclude the deal to end the fighting.<\/p>\n<p class=\"speakable\">The head of the United Nations-recognised Government of National Accord (GNA),\u00a0Fayez al-Sarraj, signed the draft ceasefire agreement but\u00a0<span>his rival, renegade military commander\u00a0<\/span><a href=\"https:\/\/www.aljazeera.com\/topics\/people\/khalifa-haftar.html\">Khalifa Haftar<\/a>, asked for more time to make a decision.<\/p>\n<h4>More:<\/h4>\n<p class=\"speakable\">&#8220;They have a positive view of the document and asked for extra time until the next morning (Tuesday) to decide,&#8221; Russian Foreign Minister Sergey Lavrov said of Haftar and his delegation, adding that &#8220;good progress&#8221; was being made.<\/p>\n<p>&#8220;I hope they will make a positive decision,&#8221; Lavrov said.<\/p>\n<p>But on Tuesday, the eastern Libyan forces under Haftar&#8217;s command posted on their official Facebook page that they were &#8220;ready and determined&#8221; to achieve victory in their months-long campaign to seize the capital Tripoli from the GNA.<\/p>\n<p>It provided no additional details, but another website linked to the force said Haftar would not sign the proposal.\u00a0<\/p>\n<div class=\"article-embeded-block-image article-embedded-card fullwidth\" readability=\"32\">\n<div class=\"article-embeded-mediaCaption\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2020\/1\/13\/284009c040864278baa1f295a6a2b25b_18.jpg\" readability=\"9\">\n<div class=\"article-embeded-image\"><img decoding=\"async\" class=\"img-responsive article-embeded-media-img\" title=\"This handout picture released by the Russian Foreign Ministry on January 13, 2020 shows Russian Foreign Minister Sergei Lavrov welcoming Libya's military strongman Khalifa Haftar in Moscow. (Photo by \"><\/div>\n<p>Haftar&#8217;s forces have so far failed to capture the capital Tripoli, where the UN-recognised government is based [Russia foreign ministry via AFP]<span>\u00a0<\/span><\/p>\n<\/div>\n<\/div>\n<h2>Berlin summit<\/h2>\n<p>The indirect talks in Moscow were aimed at formalising a fragile ceasefire that started in Libya on Sunday.\u00a0<span>Haftar&#8217;s forces have so far failed to capture Tripoli after nine months of fierce fighting that has killed m<\/span><span>ore than 280 civilians and about 2,000 fighters, according to the UN.<\/span><\/p>\n<p>Libya has been racked by turmoil since longtime leader Muammar Gaddafi was toppled in a NATO-backed uprising in 2011.<\/p>\n<p>The oil-rich country has since been split between two rival administrations based in the country&#8217;s east and west in a conflict that has drawn increasing involvement from foreign powers.<\/p>\n<p>The defence ministrers of <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/turkey.html\">Turkey<\/a> and <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/russia.html\">Russia<\/a>, which back opposing sides in the conflict, acted as mediators in the Moscow negotiations, but the rival delegations did not apparently come face-to-face.<\/p>\n<p>&#8220;We have refused any meeting with Haftar,&#8221; Khaled al-Mechri, the head of High Council of State in Tripoli, was quoted as saying by Libya al-Ahrar television channel.<\/p>\n<p>Turkey was working to ensure the truce became permanent, President <a href=\"https:\/\/www.aljazeera.com\/topics\/people\/recep-tayyip-erdogan.html\">Recep Tayyip Erdogan<\/a>\u00a0said.<\/p>\n<p>Speaking alongside Italian Prime Minister Giuseppe Conte in Ankara, Erdogan said he would attend a summit in Germany&#8217;s capital, Berlin, on Sunday to discuss developments in Libya, along with Conte and Russian President Vladimir Putin.<\/p>\n<p>&#8220;I especially hope for the signing of a permanent ceasefire agreement sometime soon,&#8221; Erdogan told reporters.<\/p>\n<p>Meanwhile, Libyan academic  told Al Jazeera it was unclear if the temporary ceasefire would hold.\u00a0<\/p>\n<p>&#8220;The stickiest point is the condition of having Haftar&#8217;s forces withdraw from southern Tripoli. I do not see Haftar accepting this condition because that simply would mean defeat for him,&#8221; Feituri said.<\/p>\n<p>&#8220;The other difficult point\u00a0is the withdrawal of Haftar&#8217;s forces from Tarhuna, the main supply and control point for his forces. If he leaves this area, there will be infringement.
