(24:40)<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p>The conflict has intensified since 2015 when the Houthis advanced on the ousted government&#8217;s temporary base in the city of Aden, prompting Saudi Arabia and its allies to start a military campaign against the group.<\/p>\n<h2><span><strong>Operational agreements<\/strong>\u00a0<\/span><\/h2>\n<p>Griffiths said while the Stockholm agreement was taking some time to be implemented, both sides saw it as a gateway to opening up negotiations on a political solution, and the international community supported the deal.<\/p>\n<p>Last week a meeting between the warring sides, on the neutral ground of a UN ship in the Red Sea, brought a surprise breakthrough, with agreement on technical aspects of a ceasefire deal in the flashpoint port of Hodeidah.<\/p>\n<p>Griffiths said those talks had made more progress than he expected, reaching operational agreements on troop withdrawal plans under the Stockholm deal, which envisages a UN-backed team taking over management of the port as the two armies pull back.<\/p>\n<p>Several issues remain unresolved, including how to handle the port&#8217;s revenue and governance, and how to handle local security forces, Griffiths said.<\/p>\n<p>He said he also took heart from the movement of coalition forces out of Yemen.<\/p>\n<p>Last month, the United Arab Emirates (UAE) began scaling back its military presence, Western diplomatic sources told Reuters news agency.<\/p>\n<p>Griffiths said it was a deliberate push towards a commitment to peace.<\/p>\n<p>But the peace process was still vulnerable to a &#8220;detonation&#8221; such as attacks on Saudi infrastructure that could open up a regional conflict, he said, adding he was attempting to de-escalate things before they reached that point.<\/p>\n<p><span>Meanwhile, a senior Emirati official,\u00a0Anwar Gargash, said\u00a0the UAE and &#8220;the rest of the coalition <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/07\/uae-leaving-war-torn-yemen-drawdown-minister-190723114457594.html\">are not leaving Yemen<\/a>&#8220;, in an opinion piece\u00a0<a href=\"https:\/\/www.washingtonpost.com\/opinions\/2019\/07\/22\/were-proud-uaes-military-role-yemen-its-time-seek-political-solution\/?noredirect=on&#038;utm_term=.ff65aac41a21\" target=\"_blank\">published<\/a>\u00a0on Monday.<\/span><\/p>\n<h2><strong>Humanitarian disaster<\/strong><\/h2>\n<div data-embed-type=\"Brightcove\" data-embed-id=\"6056944865001\">\n<table class=\"in-article-item video\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td>\n<\/td>\n<\/tr>\n<tr readability=\"3\">\n<td readability=\"5\">\n<p>UAE to reduce troop presence in Yemen: Reports<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p>The Saudis fear the Houthis will give their regional rival, Iran, a strategic foothold in the Arabian Peninsula.<\/p>\n<p>The warring sides have fought to a stalemate, and several rounds of UN-sponsored talks, the last held in Sweden in December, have failed to implement any deal to end the war.<\/p>\n<p>After four years of fighting, the Houthis still control much of the country, including the capital, Sanaa.<\/p>\n<p>Since 2015, <a href=\"https:\/\/www.aljazeera.com\/news\/middleeast\/2019\/07\/civilians-pay-human-cost-yemen-war-rights-group-190716102512955.html\">tens of thousands<\/a> of people &#8211; mostly civilians &#8211; have been killed in the conflict.<\/p>\n<p>The fighting has triggered what the United Nations describes as the world&#8217;s worst humanitarian crisis, with 3.3 million people displaced and 24.1 million &#8211;
