{"id":40145,"date":"2019-07-17T19:23:07","date_gmt":"2019-07-17T19:23:07","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=40145"},"modified":"2019-07-17T19:23:07","modified_gmt":"2019-07-17T19:23:07","slug":"brazil-rio-governor-brands-rise-in-police-killings-as-normal","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=40145","title":{"rendered":"Brazil: Rio governor brands rise in police killings as &#8216;normal&#8217;"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"149.103967855\">\n<p class=\"speakable\">Amid a soaring number of police killings in <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/brazil.html\">Brazil<\/a>&#8216;s Rio de Janeiro state, its tough-talking governor has said it is &#8220;normal&#8221; for the rate to increase and will likely keep rising during his tenure.<\/p>\n<p class=\"speakable\">Governor Wilson Witzel said on Tuesday that the surge in police killings was a consequence of his policy of &#8220;confronting terrorists&#8221;, a term he uses for drug trafficking groups.<\/p>\n<p class=\"speakable\"><span>&#8220;We live in a situation of confrontation and the criminals are testing the limits of the police and the government,&#8221; Witzel told reporters during a meeting with foreign correspondents, adding it was &#8220;normal&#8221; that there were more deaths.<\/span><\/p>\n<p>Police in Rio <a href=\"http:\/\/www.ispvisualizacao.rj.gov.br\/\" target=\"_blank\">killed<\/a> 731 people in the first five months of this year &#8211; nearly five a day<span>\u00a0&#8211; marking <\/span>an almost 20 percent increase compared with the same period in 2018, according to\u00a0<span>Rio&#8217;s Public Security Institute figures.\u00a0<\/span><\/p>\n<p><span>Witzel, a former judge with a military past, shrugged off the increase, saying it was due to police &#8220;hitting hard&#8221; at criminals.<\/span><\/p>\n<p><span>&#8220;Nobody wants to kill bandits. We want to arrest them,&#8221; Witzel said. &#8220;But they need to know we are going to act with rigor. When we arrive, they either surrender, or die.&#8221;<\/span><\/p>\n<h2><strong>&#8216;Dig graves&#8217;<\/strong><\/h2>\n<p><span><span>Witzel,\u00a0who assumed Rio&#8217;s governorship at the beginning of January,\u00a0has previously pledged to\u00a0&#8220;slaughter&#8221;\u00a0criminals by using helicopter-borne snipers to target and kill anyone carrying a rifle,\u00a0even if they were not shooting their weapons,\u00a0and\u00a0<\/span><a href=\"https:\/\/oglobo.globo.com\/brasil\/witzel-fala-em-covas-navios-presidios-para-criminosos-em-encontro-com-agentes-da-seguranca-23182795\" target=\"_blank\">warned<\/a><span>\u00a0that Rio would\u00a0&#8220;dig graves&#8221;\u00a0for criminals under his watch.<\/span><\/span><\/p>\n<p><span><span>His rhetoric has prompted alarm among rights groups and NGOs, with\u00a0<\/span><\/span>Amnesty International <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2018\/07\/brazil-police-killings-of-black-youths-continue-25-years-after-the-candelaria-massacre\/\" target=\"_blank\">slamming<\/a> police violence in Rio &#8211; where a federally-sanctioned military intervention was rolled out for most of last year &#8211; as a continuation of bloodshed &#8220;stimulated by the state&#8217;s own policies&#8221; for decades.<\/p>\n<p><span><span>&#8220;The repercussions of this inhumane approach are felt to this day. Homicides by criminals have fallen by 24 percent so far this year.<\/p>\n<h2>&#8216;Local version&#8217; of Bolsonaro&#8217;s appeal<\/h2>\n<p>A former judge with a military past, Witzel was a relative unknown in Brazilian politics prior to his election win in October last year.<\/p>\n<p><span>But\u00a0<span>his tough-on-crime stance found favour with many voters concerned by insecurity and helped align him\u00a0<\/span><span>with the message trailed by Brazil&#8217;s far-right President Jair Bolsonaro.<\/span><\/span><\/p>\n<p>Bolsonaro, a former Rio congressman, campaigned on a largely law-and-order platform\u00a0that included easing restrictions on guns and giving police\u00a0police greater licence to kill suspected criminals.
