{"id":40008,"date":"2019-07-07T00:23:06","date_gmt":"2019-07-07T00:23:06","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=40008"},"modified":"2019-07-07T00:23:06","modified_gmt":"2019-07-07T00:23:06","slug":"qatar-hosts-intra-afghan-summit-for-peace-talks-with-taliban","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=40008","title":{"rendered":"Qatar hosts intra-Afghan summit for peace talks with Taliban"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"227.615700521\">\n<p class=\"speakable\"><strong>Doha, Qatar <\/strong>&#8211; Afghan politicians, civil society activists and journalists are set to meet\u00a0<a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/topics\/organisations\/taliban.html\">Taliban<\/a> representatives in <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/topics\/country\/qatar.html\">Qatar<\/a> for an\u00a0<span>intra-Afghan summit that seeks to find<\/span>\u00a0lasting peace in war-torn Afghanistan.<\/p>\n<p class=\"speakable\">Qatar and <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/germany.html\">Germany<\/a>\u00a0have sponsored the two-day summit which begins in Qatar&#8217;s capital Doha on Sunday and is expected to be attended by a delegation of about 50 high-profile Afghan citizens.\u00a0<\/p>\n<p class=\"speakable\"><span>&#8220;The meeting is aimed at further pushing the intra-Afghan negotiations for peace,&#8221; former Afghan envoy to\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/country\/pakistan.html\">Pakistan<\/a>,\u00a0<span class=\"DMUpdateName-name u-textTruncate\">Omar Zakhilwal, who is attending the summit, told Al Jazeera.<\/span> <\/span><\/p>\n<p><span><span class=\"DMUpdateName-name u-textTruncate\"><span>Zakhilwal said the summit &#8220;complements&#8221; the ongoing <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/topics\/country\/united-states.html\">United States<\/a>-Taliban talks, also being held in Doha.<\/span> <\/span> <\/span><\/p>\n<p>The Taliban, which has repeatedly refused to negotiate with the West-backed government of Afghan President Ashraf Ghani, agreed to join the summit on the condition that the attendees will do so in a personal capacity.<\/p>\n<p>&#8220;Taliban does not want to sit with the Afghan government because it thinks that peace talks with the government will affect the morale of its fighters in the battlefield,&#8221; political analyst\u00a0<span>Hashim Wahdatyar, who i<\/span><span>s a director at the Institute of Current World Affairs in Washtington, told Al Jazeera.<\/span><\/p>\n<p>&#8220;Since the Taliban come from a position of strength, the group thinks it controls both war and peace.&#8221;<\/p>\n<h2>Not the first such summit<\/h2>\n<p><span>An Afghan official attending the summit said issues such<\/span>\u00a0as women&#8217;s and minorities rights will be discussed at the summit. He did not provide the details of the agenda.<\/p>\n<p>&#8220;Afghanistan stands at a critical moment of opportunity for progress towards peace,&#8221;\u00a0<span>Germany&#8217;s special representative for Afghanistan and Pakistan,\u00a0<\/span>Markus Potzel, said in a statement after the announcement of the summit last week.<\/p>\n<p>&#8220;An essential component of any process leading to this objective will be a direct engagement between the Afghans,&#8221; he said.<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\" readability=\"4.74881516588\">\n<p dir=\"ltr\" lang=\"en\">Struggling for peace in <a href=\"https:\/\/twitter.com\/hashtag\/Afghanistan?src=hash&#038;ref_src=twsrc%5Etfw\">#Afghanistan<\/a> &#8211; Germany supports dialogue and confidence building as prerequisites for genuine peace negotiations. <a href=\"https:\/\/twitter.com\/hashtag\/intraAfghanDialogue?src=hash&#038;ref_src=twsrc%5Etfw\">#intraAfghanDialogue<\/a><\/p>\n<p>\u2014 GermanForeignOffice (@GermanyDiplo) <a href=\"https:\/\/twitter.com\/GermanyDiplo\/status\/1147426777272373249?ref_src=twsrc%5Etfw\">July 6, 2019<\/a>\n<\/p><\/blockquote>\n<p>In April, a similar meeting <span>between Afghan and Taliban representatives scheduled in Doha <\/span>collapsed after disagreement between both the sides over the number of Afghan delegates.<\/p>\n<div data-embed-type=\"Brightcove\" data-embed-id=\"6031879524001\">\n<table class=\"in-article-item video\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td>\n<\/td>\n<\/tr>\n<tr readability=\"3\">\n<td readability=\"5\">\n<p>US-Taliban talks: Who is Mullah Baradar?<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p>However, Moscow has hosted two intra-Afghan meetings so far. In February,\u00a0<span>senior Afghan politicians, including former President\u00a0<\/span><a href=\"https:\/\/www.aljazeera.com\/topics\/people\/hamid-karzai.html\">Hamid Karzai<\/a>, met\u00a0<span>a\u00a0<\/span>Taliban<span>\u00a0delegation in the Russian capital and discussed, among other issues, the adoption of a new constitution and an interim government.<\/span><\/p>\n<p><span>The two groups, bitter former foes, were also seen praying and dining together during the talks in Moscow.<\/span><\/p>\n<p>In May, a Taliban team, led by chief negotiator Mullah Baradar Akhund, met Afghan politicians, including those planning to challenge President\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/people\/ashraf-ghani.html\">Ashraf Ghani<\/a>\u00a0in September presidential elections, met again in Moscow.<\/p>\n<p>The Taliban, which\u00a0<span>effectively controls half of Afghanistan,\u00a0<\/span>said &#8220;decent progress&#8221; was made at the Moscow talks, but the negotiations were still short of a breakthrough.<\/p>\n<p>&#8220;The same conference took place in Moscow with a much higher level of participation, but did not produce any results,&#8221; political analyst\u00a0<span>Wahdatyar<span>\u00a0told Al Jazeera.<\/span> <\/span><\/p>\n<p>&#8220;However, the talks in Qatar will pave the way for a series of other intra-Afghan dialogues to be held in future,&#8221; he said.<\/p>\n<p>&#8220;Remember, it is not a project that produces results in a specific timeframe. It is a process and it will take time and efforts to find a solution to the war in Afghanistan.&#8221;<\/p>\n<p>Today, the Taliban is more powerful than at any time since it was toppled in 2001 following a US-led invasion and hunt\u00a0for al-Qaeda chief Osama bin Laden in the wake of the September 11, 2001 attacks.<\/p>\n<h2>US-Taliban talks paused<\/h2>\n<p>Meanwhile, the seventh round of US-Taliban peace talks in Doha, that began on June 29, have been paused for two days to allow the intra-Afghan summit to take place, a\u00a0<span>Taliban spokesman told Al Jazeera.<\/span><\/p>\n<p><span>&#8220;No talks will take place tomorrow and the day after,&#8221; Suhail Shaheen said on Saturday.\u00a0<\/span>&#8220;The talks between the US and the Taliban will restart on Tuesday.&#8221;\u00a0<\/p>\n<p>The US-Taliban peace talks are aimed at hammering out details of a framework agreement reached in January.\u00a0<span>The agreement includes a timeline for US troop withdrawal from Afghanistan, a ceasefire and a Taliban guarantee to not allow foreign groups to use the country as a staging ground for global attacks.<\/span><\/p>\n<p><span>US peace envoy Zalimay Khalilzad, who is leading the talks with the Taliban in Doha, told Al Jazeera that &#8220;substantive progress&#8221; has been made in the latest round of talks.\u00a0<\/span><\/p>\n<p>&#8220;We have made substantive progress on all four elements: assurances on counterterrorism, which is important for the US and the world; withdrawal of foreign troops which is important for the Taliban; intra-Afghan negotiations, including agreement on a roadmap for the political future of Afghanistan; and a complete, comprehensive and permanent ceasefire,&#8221; said Khalilzad.<\/p>\n<p>&#8220;For the first time, I can say we have had substantive progress on all the four elements.&#8221;<\/p>\n<h2>Attacks continue<\/h2>\n<p>Despite the ongoing efforts to end the 18-year Afghanistan war, a number of deadly attacks have taken place across the country recently.<\/p>\n<p>On Friday, the Islamic State of Iraq and the Levant (<a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/topics\/organisations\/isis-isil.html\">ISIL<\/a> or ISIS) claimed responsibility for an attack on a Shia mosque in Afghansitan&#8217;s Ghazni province that killed two people.\u00a0<\/p>\n<p>Also on Friday, at least 14 people were killed and dozens of others wounded when a market in Khwaja Sabz Posh district of Faryab province was hit by mortar fire.\u00a0<\/p>\n<p>Last week, the Taliban detonated a powerful car bomb during the morning rush hour traffic in capital Kabul, <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/news\/2019\/07\/explosion-hits-kabul-diplomatic-district-media-reports-190701043918371.html\">killing<\/a> at least 16 people and wounding 105 others, including 51 children and five women.<\/p>\n<p>The Taliban has been called out for causing civilian casualties by the <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/topics\/organisations\/un.html\">United Nations<\/a>, the NGOs working in Afghanistan as well as the Afghan government.<\/p>\n<p>&#8220;For lasting peace and stability, the Afghan security forces must be given more strength.
