{"id":38869,"date":"2019-04-05T11:23:39","date_gmt":"2019-04-05T11:23:39","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=38869"},"modified":"2019-04-05T11:23:39","modified_gmt":"2019-04-05T11:23:39","slug":"libya-high-alert-in-tripoli-after-renegade-leader-orders-advance","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=38869","title":{"rendered":"Libya: High alert in Tripoli after renegade leader orders advance"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"236.574519573\">\n<p class=\"speakable\">Libya&#8217;s internationally-backed government is deploying forces in and around the capital, Tripoli, after renegade General\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/people\/khalifa-haftar.html\">Khalifa Haftar<\/a> on Thursday ordered his eastern military forces to advance on the city, sparking fears of a major showdown with rival militias.<\/p>\n<p class=\"speakable\">The UN Security Council has called for an emergency meeting on Friday to discuss the escalation in Libya&#8217;s years-long power struggle, as a number of foreign powers urged restraint.<\/p>\n<p class=\"speakable\"><span>Earlier on Friday, the AFP news agency reported that some troops of Haftar&#8217;s <span>self-styled Libyan National Army (LNA)\u00a0<\/span>were pushed back from a security barrier by a militia in Zawiya, fewer than 30km from the capital.\u00a0 <\/span><\/p>\n<p>On Thursday, Haftar&#8217;s forces took over Gharyan, a town 100km south of Tripoli. In an audio recording posted on the LNA&#8217;s media office Facebook page, Haftar described his forces&#8217; move\u00a0as a &#8220;victorious march&#8221; to &#8220;shake the lands under the feet of the unjust bunch&#8221;.<\/p>\n<p>&#8220;We are coming Tripoli, we are coming,&#8221; he said.<\/p>\n<div data-embed-type=\"Brightcove\" data-embed-id=\"6022803812001\">\n<table class=\"in-article-item video Fullwidth\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td>\n<\/td>\n<\/tr>\n<tr readability=\"3\">\n<td readability=\"5\">\n<p>Libya: High alert in Tripoli after renegade leader orders advance (2:42)<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<h2>&#8216;Why use weapons?&#8217;<\/h2>\n<p><span>The oil-rich country, which has been in<\/span><span>\u00a0turmoil since the NATO-backed removal of its long-time ruler\u00a0<\/span><a href=\"https:\/\/www.aljazeera.com\/topics\/people\/muammar-gaddafi.html\">Muammar Gaddafi<\/a><span>\u00a0in 2011,\u00a0<\/span><span>has at least two rival administrations: the internationally-recognised government based in Tripoli, headed by\u00a0Prime Minister Fayez al-Sarraj;\u00a0and another in the eastern city of Tobruk, which is allied with Haftar.<\/span><\/p>\n<p><span>The rising tensions come as the United Nations is preparing to hold a conference later this month in the southwestern city of Ghadames to discuss a political solution to prepare for long-delayed elections and avoid a military showdown.<\/span><\/p>\n<p><span>Interior Minister Fathi Bashagha told Al Jazeera that Haftar is making his move at an unprecedented time of calm.<\/span><\/p>\n<p>&#8220;Why use weapons and force to terrorise the people of Libya, to kill them, and to force them to accept one thing only, which is to be ruled by a military dictator? What makes Mr Haftar a better candidate than other Libyans?&#8221; Bashagha said.<\/p>\n<p>&#8220;We will not be subdued by any use of force by any side or any person. And if anyone is willing to use force against us we&#8217;re ready for sacrifice but we will not give up on democracy which we&#8217;ve always wanted from the beginning.&#8221;<\/p>\n<p>In the audio recording, Haftar urged his forces to enter Tripoli peacefully and only raise their weapons &#8220;in the face of those who seek injustice and prefer confrontation and fighting&#8221;.<\/p>\n<p>He also told them not to open fire on any civilians or those who are unarmed.<\/p>\n<p>&#8220;Those who lay down their weapons are safe, and those who raise the white banner are safe,&#8221; he said.<\/p>\n<h2>UN peace efforts<\/h2>\n<p>The advance by Haftar&#8217;s forces prompted\u00a0<span>UN Secretary-General Antonio Guterres, who was in Tripoli on Thursday for talks with Sarraj,<\/span>\u00a0to voice his &#8220;deep concern&#8221;.<\/p>\n<p>&#8220;I want to make a very strong appeal, an appeal for all military movements to stop, an appeal for containment, calm and de-escalation, both military and political and verbal de-escalation,&#8221; Guterres told reporters.\u00a0He was due to meet Haftar in eastern Libya later on Friday.<\/p>\n<p>Analysts say Haftar&#8217;s previous strategy has been to expand his control through forging alliances and buying off opposition, and that his military move is motivated by the upcoming talks.<\/p>\n<p>&#8220;Haftar would like to force the hand of the UN and those attending in a way that does not exclude him, fearing that this conference may start a whole new path for Libya in the next few years and that he may not be included in that process,&#8221; said Hafed Al Ghwell, a fellow at the\u00a0Foreign Policy Institute of Johns Hopkins University.<\/p>\n<h2>Troops on the move<\/h2>\n<p>On Wednesday, the LNA&#8217;s media centre said on Facebook that several units had headed &#8220;to the western region to cleanse it of the remaining terrorist groups&#8221;. An accompanying video showed a column of dozens of armed vehicles moving along a road, but it was not immediately possible to identify their location or destination.<\/p>\n<p>In response, the Tripoli-based government,\u00a0<span>which relies on patches of armed groups with flexible loyalties,<\/span> declared a military alert.<\/p>\n<p>Serraj called the eastern advance an &#8220;escalation&#8221; and urged Haftar&#8217;s forces to &#8220;stop using the language of threats&#8221;.<\/p>\n<p>He said he had ordered pro-government forces to prepare to &#8220;face all threats &#8230; whether from terrorist groups, criminals, outlaws and all who threaten the security of every Libyan city&#8221;.<\/p>\n<p><span>In response to the LNA&#8217;s move, armed groups in Misrata city, which back the Tripoli-based government, said on Thursday they would block an advance on the capital.<\/span><\/p>\n<p>The Misrata-based forces &#8220;stand ready &#8230; to stop the cursed advance&#8221; of the LNA, they said in a statement, as cited by AFP.<\/p>\n<p>Libya&#8217;s highest religious authority, meanwhile, called on the public to take to the streets against Haftar&#8217;s campaign aimed at capturing the capital.<\/p>\n<p>&#8220;The Libyan people should resist and fight against Haftar&#8217;s forces in Tripoli in order not to see crimes against humanity committed in [the eastern cities of] Derna and Benghazi,&#8221; Grand Mufti Sadiq Al-Ghariani told Al Jazeera.<\/p>\n<p>&#8220;It is no longer a secret that the UN mission in the country cooperates with Haftar.&#8221;<\/p>\n<h2>&#8216;No military solution&#8217;<\/h2>\n<p>In a joint statement issued on Thursday, the <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/united-states.html\">United States<\/a>, <a href=\"France\">France<\/a>, Britain, <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/italy.html\">Italy<\/a> and the United Arab Emirates (<a href=\"https:\/\/www.aljazeera.com\/topics\/country\/united-arab-emirates.html\">UAE<\/a>) called for an &#8220;immediate de-escalation of tensions&#8221; in <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/libya.html\">Libya<\/a>.<\/p>\n<p>&#8220;Our governments oppose any military action in Libya and will hold accountable any Libyan faction that precipitates further civil conflict,&#8221; the statement said.<\/p>\n<p>&#8220;At this sensitive moment in Libya&#8217;s transition, military posturing and threats of unilateral action only risk propelling Libya back toward chaos,&#8221; it added. &#8220;We strongly believe that there is no military solution to the Libya conflict.&#8221;<\/p>\n<p>Al Jazeera&#8217;s diplomatic editor James Bays said it was notable that two of the countries that signed the statement &#8211; France and the UAE &#8211; have supported Haftar.<\/p>\n<p>&#8220;The word from diplomats is they are angry, they are somewhat surprised that Haftar made his move at a time when the UN secretary-general was visiting Libya. They are concerned about the situation and are highlighting the arrogance of this move at this time,&#8221; Bays said, reporting from a NATO summit in Washington, DC.\u00a0<\/p>\n<h2>Tense situation<\/h2>\n<p>Reporting from the capital, Al Jazeera&#8217;s Mahmoud Abdelwahed said on Thursday that &#8220;things are moving from bad to worse&#8221;.<\/p>\n<p>&#8220;It seems that the rival factions on the ground are not listening to the UN chief&#8217;s warnings,&#8221; he added, calling the situation in Tripoli &#8220;tense&#8221;.<\/p>\n<p>&#8220;People are afraid that if Haftar&#8217;s forces enter Tripoli, if they engage in military confrontations with local armed groups,\u00a0there could be another war,&#8221; said Abdelwahed.<\/p>\n<p>&#8220;We understand that local armed groups have vowed to face Haftar&#8217;s forces if they approach Tripoli.&#8221;<\/p>\n<p>Abdelwahed said it was possible that Haftar wants to reach Tripoli before the conference &#8220;so he could impose himself as a de facto security commander in the western area&#8221;.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Libya&#8217;s internationally-backed government is deploying forces in and around the capital, Tripoli, after renegade General\u00a0Khalifa Haftar on Thursday ordered his eastern military forces to advance on the city, sparking fears of a major showdown with rival militias.
