{"id":38578,"date":"2019-04-03T07:25:16","date_gmt":"2019-04-03T07:25:16","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=38578"},"modified":"2019-04-03T07:25:16","modified_gmt":"2019-04-03T07:25:16","slug":"hong-kong-launches-new-extradition-laws-despite-opposition","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=38578","title":{"rendered":"Hong Kong launches new extradition laws despite opposition"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"131.152625505\">\n<p class=\"speakable\"><a href=\"https:\/\/www.aljazeera.com\/topics\/country\/hong-kong.html\">Hong Kong<\/a>&#8216;s leaders have launched laws to change extradition rules to allow people to be sent to mainland <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/china.html\">China<\/a> for trial, standing fast against growing opposition to a move that many fear could further erode the city&#8217;s legal protections.<\/p>\n<p class=\"speakable\">According to the laws presented to the <span>Legislative\u00a0<\/span>Council on Wednesday, Chief Executive <span>Carrie Lam\u00a0<\/span>would have the right to order the extradition of wanted offenders to China, Macau and <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/taiwan.html\">Taiwan<\/a> as well as other countries not covered by Hong Kong&#8217;s existing extradition treaties.<\/p>\n<p class=\"speakable\"><span><span>The bill was introduced following a case last year when a local man\u00a0<\/span><span>allegedly killed his pregnant girlfriend while on holiday in Taiwan,\u00a0<\/span><span>but could not be extradited as Taipei and Hong Kong do not share an\u00a0<\/span><span>extradition agreement.<\/span> <\/span><\/p>\n<p>The bill, however, has become a diplomatic quagmire as Hong Kong and Beijing both consider Taiwan, a self-ruling island, to be part of greater China.<\/p>\n<p>Taiwanese officials have spoken out against the agreement, which some fear could be used to coerce it into acknowledging Beijing&#8217;s sovereignty, DPA news agency reported citing the South China Morning Post.<\/p>\n<blockquote class=\"twitter-tweet\" data-conversation=\"none\" data-lang=\"en\" readability=\"8.55513307985\">\n<p dir=\"ltr\" lang=\"en\">It&#8217;s clear the assurances given so far by Hong Kong government that political cases won&#8217;t be pursued are just not believed by reporters, lawyers and business community, who have remained critical of the proposed law<\/p>\n<p>\u2014 Jerome Taylor (@JeromeTaylor) <a href=\"https:\/\/twitter.com\/JeromeTaylor\/status\/1113295736425185280?ref_src=twsrc%5Etfw\">April 3, 2019<\/a>\n<\/p><\/blockquote>\n<p>Within Hong Kong, the law has raised concerns from the\u00a0business community and human rights groups.<\/p>\n<p>Former Democratic Party leader Emily Lau said that, even with the promised safeguards, ordinary people in Hong Kong would still find extradition to mainland China unacceptable.<\/p>\n<p>&#8220;Many Hong Kong people have no trust or confidence in the Chinese judicial system,&#8221; she told the government-funded radio station RTHK. Fair trials were not possible on the mainland, she said.<\/p>\n<p>Hong Kong&#8217;s Bar Association took issue with multiple aspects of the revised bill, maintaining that it did not support the bill despite revisions.\u00a0<\/p>\n<p>&#8220;This restriction against any surrender arrangements with the rest of [China], whether under a long-term formal arrangement or case-based arrangements, is not a &#8216;loophole,&#8217; as repeatedly, and in our view, misleadingly, asserted by the senior government officials on various occasions and now in the LegCo Brief,&#8221; a statement by the body read.<\/p>\n<p>Over the weekend, thousands took to the streets to protest the laws, joining an unusually broad chorus of concern from international business elites to rights&#8217; groups and even some pro-establishment figures.<\/p>\n<p>But Hong Kong&#8217;s Chief Executive Lam had said her government would make no further amendments before introducing the laws to the city&#8217;s parliament.\u00a0<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\" readability=\"8.02431610942\">\n<p dir=\"ltr\" lang=\"en\">Just now: Replying to lawmaker <a href=\"https:\/\/twitter.com\/ChuHoiDick?ref_src=twsrc%5Etfw\">@ChuHoiDick<\/a>, Chief Exec.
