{"id":37057,"date":"2019-03-24T05:22:46","date_gmt":"2019-03-24T05:22:46","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=37057"},"modified":"2019-03-24T05:22:46","modified_gmt":"2019-03-24T05:22:46","slug":"italy-joins-chinas-belt-and-road-initiative-3","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=37057","title":{"rendered":"Italy joins China&#8217;s Belt and Road Initiative"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"199.708498024\">\n<p class=\"x_MsoNormal\">Resisting pressure from Washington and Brussels, <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/italy.html\">Italy<\/a> on Saturday\u00a0became the first G7 country to join China&#8217;s controversial Belt and Road Initiative (<a href=\"https:\/\/www.aljazeera.com\/indepth\/opinion\/2017\/05\/china-silk-road-project-trap-opportunity-170514142652061.html\">BRI<\/a>).<\/p>\n<p class=\"x_MsoNormal\">Italy&#8217;s Prime Minister <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/06\/italy-giuseppe-conte-sworn-prime-minister-180602110208746.html\">Giuseppe Conte<\/a>, signed a memorandum of understanding (MoU) with\u00a0Chinese President <a href=\"https:\/\/www.aljazeera.com\/topics\/people\/xi-jinping.html\">Xi Jinping<\/a>\u00a0in\u00a0Rome,\u00a0endorsing the global infrastructure-building scheme.<\/p>\n<p class=\"x_MsoNormal\">Conte and Xi shook hands after 29\u00a0separate sections of the MoU were signed by members of both governments.<\/p>\n<p class=\"x_MsoNormal\">As with previous MoUs, Saturday&#8217;s accords were wide-ranging, covering cooperation in the banking sector, a partnership between a Chinese construction company and Italian ports and the export of fruit from the Mediterannean country to China.\u00a0<\/p>\n<p class=\"x_MsoNormal\">The agreements also hinted at collaboration between media outlets, as well as in the spheres of <a href=\"https:\/\/www.aljazeera.com\/topics\/categories\/science-and-technology.html\">science and technology<\/a>, and promised the return of hundreds of Chinese cultural objects currently in Italy.\u00a0<\/p>\n<p class=\"x_MsoNormal\"><span>The MoU is non-binding. But by opening the door to greater Sino-Italian cooperation, it threatens to deepen rifts between Rome and its traditional allies and within Italy&#8217;s fragmented coalition government.\u00a0<\/span><\/p>\n<p class=\"x_MsoNormal\"><span>Luigi di Maio, Italy&#8217;s minister for economic development and one of the country&#8217;s two deputy prime ministers, told reporters after the signing that Rome&#8217;s goal was to &#8220;rebalance an imbalance&#8221; in Sino-Italian trade.\u00a0<\/span><\/p>\n<p class=\"x_MsoNormal\"><span>&#8220;There is a lot of &#8216;Made in China&#8217; coming into Italy and too little &#8216;Made in Italy&#8217; that goes into China,&#8221; Di Maio said, adding that Italy now hopes for &#8220;a substantial and gradual increase of exports&#8221; to &#8220;balance out the trade imbalances&#8221;.\u00a0<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/23\/86103a3e4cb74aacacf3e7e6dae556a3_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/23\/86103a3e4cb74aacacf3e7e6dae556a3_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"3\">\n<td class=\"caption\">Di Maio (R) and Chinese Commerce Minister Zhong Shan (L) sign some of the 29 accords [Yara Nardi\/Reuters]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<h2 class=\"x_MsoNormal\">New Silk Road vs debt-trap diplomacy<\/h2>\n<p class=\"x_MsoNormal\">Announced in 2013 as an ambitious plan to build a &#8220;belt&#8221; of overland corridors and a &#8220;road&#8221; of maritime shipping lanes spanning Asia, the <a href=\"https:\/\/www.aljazeera.com\/topics\/regions\/middleeast.html\">Middle East<\/a>, Africa and <a href=\"https:\/\/www.aljazeera.com\/topics\/regions\/europe.html\">Europe<\/a>, the BRI has evolved to encompass other regions, as well as digital infrastructure and even cultural exchanges.<\/p>\n<p class=\"x_MsoNormal\"><span>Also known as &#8220;The New Silk Road&#8221;, it promises to strengthen China&#8217;s trade and investment links with the rest of the world and cement its position as a major global economic power.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span>BRI projects are financed by Chinese state-owned enterprises that offer participating countries inexpensive loans and credit. Analysts at Morgan Stanley predict China&#8217;s investments in BRI countries could reach $1.3 trillion by 2027.<\/span><\/p>\n<p class=\"x_MsoNormal\">The scheme has drawn fire from critics who accuse Beijing of engaging in so-called &#8220;<a href=\"https:\/\/www.aljazeera.com\/indepth\/opinion\/2017\/05\/china-silk-road-project-trap-opportunity-170514142652061.html\">debt-trap diplomacy<\/a>&#8221; and potentially masking military endeavours as commercial enterprises.<\/p>\n<p class=\"x_MsoNormal\">In 2017, <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/sri-lanka.html\">Sri Lanka<\/a> handed Beijing <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/01\/bank-china-offers-300m-loan-sri-lanka-190116064011066.html\">control of a strategic port<\/a> after it couldn&#8217;t pay off its Chinese creditors.<\/p>\n<p class=\"x_MsoNormal\"><span>The spectre of unsustainable debt burdens has since prompted some countries to delay, scale back and cancel BRI projects. <\/span><\/p>\n<h2 class=\"x_MsoNormal\">Bold statement to Brussels<\/h2>\n<p class=\"x_MsoNormal\"><span>Italy&#8217;s decision to defy the recent backlash and join the BRI comes at a time when the potential to boost Italian exports to China and pump money into crumbling Italian infrastructure is an especially alluring proposition. <\/span><\/p>\n<p class=\"x_MsoNormal\">Italy has an onerous public debt and it <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/11\/eu-battle-italy-budget-spark-crisis-181121135924437.html\">fell into recession<\/a> at the end of last year.\u00a0<\/p>\n<p class=\"x_MsoNormal\">&#8220;Italy needs investment and resources and China has those to provide,&#8221; said Erik Jones, professor of European studies and international political economy at Johns Hopkins University&#8217;s Bologna-based School of Advanced International Studies.<\/p>\n<p class=\"x_MsoNormal\">&#8220;Italy also needs to underpin and strengthen its business ties with <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/china.html\">China<\/a> [and] this agreement will help there,&#8221; he said.\u00a0<\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/21\/2f3ada3009bb4942bb5b9a5c44250820_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"2.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/21\/2f3ada3009bb4942bb5b9a5c44250820_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"5\">\n<td class=\"caption\">Under Giuseppe Conte, left, Italy&#8217;s relationship with the EU has become increasingly strained [File: Piroschka van de Wouw\/Reuters]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p class=\"x_MsoNormal\"><span>Italy is the thirteenth\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/regions\/europe.html\"><span>European Union<\/span> <\/a> country to sign a <span class=\"orth\">memorandum of understanding<\/span> with China. But it is the first G7 member to do so, throwing the cohesion of the G7 into question. <\/span><\/p>\n<p class=\"x_MsoNormal\">The landmark move is also a bold statement to Brussels, which engaged in an <a href=\"https:\/\/www.aljazeera.com\/programmes\/countingthecost\/2018\/11\/cost-italy-budget-battle-eu-181124081249371.html\">acrimonious budget battle<\/a> with Rome last year that forced Italy to pare back its spending plans.<\/p>\n<p class=\"x_MsoNormal\"><span>Brussels and Rome have also butted heads over immigration.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span>&#8220;Italy has issues where it is not happy with the EU and the EU is not happy with it, and the only way out of this conundrum is for [Italy] to expand their trade,&#8221; Einar Tangen, a political and economic affairs commentator, told Al Jazeera. <\/span><\/p>\n<p class=\"x_MsoNormal\"><span>&#8220;Being part of the Belt and Road Initiative would give them a little bit more independence and obviously offer more trade,&#8221; he said. <\/span><\/p>\n<p class=\"x_MsoNormal\"><span>Brussels has held a tougher position against the BRI since reports first surfaced of Italy&#8217;s plans to join the scheme.<\/span><\/p>\n<p class=\"x_MsoNormal\">The European Commission and the EU&#8217;s diplomatic arm released a paper last week that branded China a\u00a0&#8220;systemic rival&#8221; and threatened to tighten regulations on Chinese investment in <a href=\"https:\/\/www.aljazeera.com\/topics\/regions\/europe.html\">Europe<\/a>.<\/p>\n<p class=\"x_MsoNormal\">The paper also included a pledge that EU member states would push for a common approach to <a href=\"https:\/\/www.aljazeera.com\/programmes\/countingthecost\/2019\/02\/5g-economics-internet-danger-splitting-190209082650834.html\">5G security risks<\/a> in response to concerns raised by the US over Chinese tech giant\u00a0<a href=\"https:\/\/www.aljazeera.com\/programmes\/insidestory\/2019\/03\/huawei-controversial-190307181920819.html\"><span>Huawei<\/span><\/a>.<\/p>\n<h2 class=\"x_MsoNormal\">Uneasy alliances<\/h2>\n<p class=\"x_MsoNormal\"><span>Some analysts also see Italy&#8217;s embrace of the BRI as a symbolic gesture of independence ahead of the European Parliament elections this May.\u00a0<\/span><\/p>\n<p class=\"x_MsoNormal\"><span>&#8220;This agreement is something the government can hold up as an accomplishment,&#8221; said Jones. &#8220;That is particularly relevant for Prime Minister Giuseppe Conte, who tends to have to mediate between the coalition partners more than he is able to take credit for new initiatives.&#8221;<\/span><\/p>\n<p class=\"x_MsoNormal\">But joining the BRI could further exacerbate tensions between the two main parties in Italy&#8217;s coalition government.\u00a0<\/p>\n<p class=\"x_MsoNormal\">Conte&#8217;s anti-establishment Five Star Movement has championed stronger ties with China, while its main coalition partner, the Eurosceptic, far-right League, is seeking to maintain good relations with the US, which is embroiled in an ongoing\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/11\/trump-trade-war-china-181130130736067.html\">trade war<\/a>\u00a0with Beijing.<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\" readability=\"5.65022421525\">\n<p dir=\"ltr\" lang=\"en\">Italy is a major global economy and a great investment destination.
