{"id":36303,"date":"2019-03-19T21:22:14","date_gmt":"2019-03-19T21:22:14","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=36303"},"modified":"2019-03-19T21:22:14","modified_gmt":"2019-03-19T21:22:14","slug":"kazakhstans-leader-nursultan-nazarbayev-resigns","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=36303","title":{"rendered":"Kazakhstan&#8217;s leader Nursultan Nazarbayev resigns"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"173.471469041\">\n<p class=\"speakable\">Kazakhstan&#8217;s President <a href=\"https:\/\/www.aljazeera.com\/topics\/people\/nursultan-nazarbayev.html\">Nursultan Nazarbayev<\/a> has abruptly announced his resignation 29 years after taking office.\u00a0<\/p>\n<p class=\"speakable\"><span>In a televised address on Tuesday, the 78-year-old said he has made the &#8220;difficult&#8221; decision to terminate his authority as president, but did not give a specific reason for the shocking decision.<\/span><\/p>\n<p class=\"speakable\">&#8220;I have decided to end my duties as president,&#8221; Nazarbayev said before signing a decree terminating his powers effective March 30.\u00a0<\/p>\n<p>&#8220;This year I will have held the highest post for 30 years,&#8221; he said. &#8220;As the founder of the independent Kazakh state, I see my task now in facilitating the rise of a new generation of leaders who will continue the reforms that are under way in the country.&#8221;<\/p>\n<p><span>Nazarbayev, who was elected for a fifth five-year term in 2015,\u00a0<span>said the speaker of the Central Asian country&#8217;s legislative upper house, Kassym-Jomart Tokayev, will serve as the interim head of state until a new election is held.\u00a0<\/span> <\/span><\/p>\n<p>The announcement came less than a month after Nazarbayev fired his government, citing a lack of economic development despite the country&#8217;s vast energy resources.\u00a0<\/p>\n<p>That decision stemmed from rising dissatisfaction in <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/kazakhstan.html\">Kazakhstan<\/a>, where the commodity-dependent economy has struggled to recover from a 2014 plunge in <a href=\"https:\/\/www.aljazeera.com\/topics\/issues\/oil.html\">oil prices<\/a> and Western sanctions against <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/russia.html\">Russia<\/a>, a key trading partner.<\/p>\n<p>Nazarbayev subsequently named 53-year-old Askar Mamin as the new prime minister and announced a major spending plan on social programmes and state salaries.<\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/19\/992f54df22f745eb959370b6261d4e6d_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/19\/992f54df22f745eb959370b6261d4e6d_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"2\">\n<td class=\"caption\">Nazarbayev gave no reason for his resignation [<span>Kazakh Presidential Press Service via\u00a0<\/span>Reuters]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<h2>&#8216;Unexpected&#8217;<\/h2>\n<p>There were mixed reactions in the Kazakh capital, Astana, following Nazarbayev&#8217;s resignation.\u00a0<\/p>\n<p>&#8220;On the one hand, it&#8217;s a pity. On the other hand, it&#8217;s the right time. I think he should give young people a chance,&#8221; an elderly woman told Radio Free Europe.\u00a0<\/p>\n<p>&#8220;It&#8217;s a pity. If Nazarbayev leaves, something could happen. I&#8217;m afraid,&#8221; another woman said.\u00a0<\/p>\n<p>Others were not fearful for the future, with one man telling Radio Free Europe that &#8220;nothing will change&#8221;.<\/p>\n<p>&#8220;Nothing has changed before. Do you think anything will change? Everything will stay as it is,&#8221; he said.<\/p>\n<p>Valentina Matvienko, the speaker of the upper house of the Russian parliament and a close ally of the country&#8217;s President <a href=\"https:\/\/www.aljazeera.com\/topics\/people\/vladimir-putin.html\">Vladimir Putin<\/a>, said Nazarbayev&#8217;s resignation was unexpected and very serious, the RIA news agency reported.<\/p>\n<p>In his address, Nazarbayev &#8211; who was widely expected to seek another term in 2020 &#8211; said he will continue as leader of the ruling Nur Otan party and will remain in his lifelong position as chairman of the country&#8217;s security council.<\/p>\n<p>He will continue to enjoy significant policymaking powers following his resignation thanks to his constitutional status as &#8220;Leader of the Nation&#8221;.\u00a0<\/p>\n<p>Nazarbayev has led oil-rich\u00a0Kazakhstan\u00a0since 1989, when it was still part of the Soviet Union. He came to power as the country&#8217;s Communist Party chief and was then elected president in 1991 weeks before the Soviet collapse.<\/p>\n<p>Since then, he has extended his tenure by landslide victories in successive elections and plebiscites. In the 2015 election, he took nearly 98 percent of the vote.\u00a0<\/p>\n<p>Al Jazeera&#8217;s Robin Forestier-Walker, speaking from the Georgian capital,\u00a0Tbilisi, said Tuesday&#8217;s announcement was a &#8220;big surprise&#8221; and a particularly unusual move for a Central Asian leader.<\/p>\n<p>&#8220;People who lead these countries tend to like to cling on to power until the very last minute if they can, and usually it&#8217;s succumbing to mortality that brings them down &#8230; I think what [Nazarbayev] always wanted was an orderly transition of power,&#8221; Forestier-Walker said.<\/p>\n<p>&#8220;If he had died then, there might have been a power struggle and I think he always wanted to avoid that. So now, we&#8217;ll be looking to see how exactly he intends to hand over the reins.
