{"id":36171,"date":"2019-03-19T03:23:17","date_gmt":"2019-03-19T03:23:17","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=36171"},"modified":"2019-03-19T03:23:17","modified_gmt":"2019-03-19T03:23:17","slug":"no-talks-with-the-system-algerias-trade-unions-snub-new-pm-2","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=36171","title":{"rendered":"&#8216;No talks with the system&#8217;: Algeria&#8217;s trade unions snub new PM"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"162.034951456\">\n<p class=\"speakable\">More than a dozen of\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/country\/algeria.html\">Algeria<\/a>&#8216;s most influential trade unions have turned down an invitation by the newly appointed prime minister to hold talks aimed at forming a new government\u00a0and ending a crisis triggered by unprecedented protests against President <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/03\/abdelaziz-bouteflika-profile-algeria-ailing-leader-190304193802355.html\">Abdelaziz Bouteflika<\/a>&#8216;s 20-year rule.\u00a0\u00a0<\/p>\n<p class=\"speakable\">The discussions, which were set to begin on Monday, are part of the ruling National Liberation Front&#8217;s (FLN) efforts to form a new &#8220;technocratic government&#8221; that Bouteflika said would support a &#8220;national conference&#8221; to approve a new constitution and an election date.\u00a0<\/p>\n<p class=\"speakable\">The 82-year-old leader had bowed to demonstrators last week by reversing a decision to stand for a fifth term, but he postponed polls due in April until the implementation of political reforms.\u00a0<\/p>\n<p>But representatives of the 13 unions, which operate in sectors such as education and healthcare, refused to attend Monday&#8217;s meeting with\u00a0<span>Prime Minister Noureddine Bedoui, saying on Sunday that the talks were &#8220;in contradiction to our position and that of the Algerian people&#8221;.\u00a0<\/span><\/p>\n<p>&#8220;We consider that the conditions necessary for the success of such a dialogue have not yet been met,&#8221; said the National Union of Public Health Practitioners (SNPSP) in a <a href=\"https:\/\/www.elwatan.com\/edition\/actualite\/reunion-avec-bedoui-le-niet-des-syndicats-18-03-2019\" target=\"_blank\">statement<\/a>.\u00a0<\/p>\n<p>Despite the government&#8217;s effort to appease protesters, demonstrations <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/03\/fresh-anti-bouteflika-protests-algeria-allies-turn-190315115305675.html\">continued<\/a> for a fourth consecutive\u00a0<span>Friday as hundreds of thousands of people marched through Algeria&#8217;s capital calling for an end to the ailing leader&#8217;s rule.<\/span><\/p>\n<p>But defying the demands, Bouteflika on Monday insisted on his plan to step down only after the national conference approved a new charter.\u00a0<\/p>\n<p>In a letter read out on Ennahar television, Bouteflika said the forum, which would be held shortly, would take &#8220;decisive decisions&#8221;.<\/p>\n<h2>&#8216;No problem without a solution&#8217;\u00a0<\/h2>\n<p>His comments came hours after Lieutenant-General Ahmed Gaid Salah,<span>\u00a0the army&#8217;s chief of staff and the deputy defence minister,\u00a0<\/span>said the military would play a role in finding a solution to the ongoing crisis.\u00a0<\/p>\n<p>&#8220;The army will remain a fortified fortress for the country,&#8221; Salah said on state TV.<\/p>\n<p>&#8220;We should be responsible for finding solutions as soon as possible. There is no problem without [a] solution.&#8221;<\/p>\n<p>In a separate development, former Prime Minister Ahmed Ouyahia, who stepped down last week, called on the government to respect the Algerian people&#8217;s demands.\u00a0<\/p>\n<p>&#8220;As just as all the peaceful demands of our people are to be saluted, we must respond to them as soon as possible,&#8221; Ouyahia said in a statement to his Democratic National Rally (RND) party on Monday.\u00a0\u00a0<\/p>\n<p>Vowing to pursue Algeria&#8217;s best interests, the former prime minister called on all parties, including protesters and the government, to compromise in &#8220;order to [convince citizens] of the credibility of the transition process&#8221;.\u00a0<\/p>\n<p>Boualem Amoura,\u00a0secretary-general of the Union of Autonomous Workers in Education and Training (SATEF), <a href=\"https:\/\/www.tsa-algerie.com\/dialogue-pour-la-formation-du-gouvernement-premier-echec-pour-bedoui\/\" target=\"_blank\">told<\/a> TSA news website that his group would not hold &#8220;discussions with the system&#8221;.\u00a0<\/p>\n<p>&#8220;Last Tuesday, we [teachers] walked by the thousands in cities across the country to demand the departure of this system and today, it invites us to discuss,&#8221; Amoura was quoted as saying on Sunday.\u00a0<\/p>\n<p><span>&#8220;We will not hold discussions with the system &#8230; The people demand the departure of this system and we are with them.&#8221;<\/span><\/p>\n<p>The government&#8217;s attempt to reach out to civil society actors such as trade unions is one event among many that signalled a change in the country&#8217;s power dynamics, said Isabelle\u00a0<span>Werenfels,\u00a0<span>a\u00a0<\/span><span>research associate at the German Institute for International and Security Affairs.\u00a0<\/span>\u00a0<\/span><\/p>\n<p><span>&#8220;What is symbolically important is that in the past, they [trade unions] were not or were hardly received by the government,&#8221; said\u00a0<span>Werenfels.\u00a0<\/span><\/span>&#8220;Their strikes and their demands were seldom acknowledged &#8230; While now, they are being sought so something has changed in the &#8216;balance of power&#8217;.&#8221;\u00a0<\/p>\n<p>&#8220;I think there&#8217;s quite a lot of pressure on the movement because people from all sides are trying to coopt them, to get them to join the national conference,&#8221; said\u00a0Werenfels.<\/p>\n<p>&#8220;So far, we&#8217;ve seen a lot of resistance to that.&#8221;\u00a0<\/p>\n<p><span>The announcement that trade unions would not take part in Monday&#8217;s meeting comes on the back of several defections by members of the ruling FLN and the main workers&#8217; union, the General Union of Algerian Workers (UGTT), whose secretary-general,\u00a0Abdelmadjid Sidi Said, is a supporter of Bouteflika.\u00a0<\/span><\/p>\n<p><em><strong>Additional reporting by Ramy Allahoum.
