Evidence showed the question would result a significant undercount of non-citizens and Latinos, the judge said.<\/p>\n<p class=\"speakable\">Seeborg became the second judge to declare the move illegal, and the effect of his decision is limited. A federal judge in New York had previously blocked the administration from adding the question to the population count that occurs every 10 years, and the US Supreme Court last month <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/02\/top-court-decide-2020-census-citizenship-190215184636341.html\">agreed<\/a> to review that decision.<\/p>\n<p>An email to the US Department of Justice seeking comment on the ruling was not immediately returned.<\/p>\n<p>California and several cities in the state had sued over the citizenship question.\u00a0<\/p>\n<p>Opponents have <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/04\/opposition-grows-putting-citizenship-question-census-180408093329133.html\">accused<\/a> the administration of trying to engineer an undercount of the true population and diminish the electoral representation of Democratic-leaning communities in Congress, benefiting Trump&#8217;s fellow Republicans. Non-citizens comprise an estimated seven percent of people living in the\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/country\/united-states.html\">United States<\/a>.\u00a0<\/p>\n<p>State attorneys argued that Commerce Secretary Wilbur Ross failed to consider that the question would cost California a substantial amount of money and at least one congressional seat by reducing the percentage of immigrants who respond to the survey, leading to an undercount.<\/p>\n<p>Census numbers are used to determine states&#8217; distribution of congressional seats and billions of dollars in federal funding.<\/p>\n<p>The Justice Department had argued that census officials take steps such as making in-person follow-up visits to get an accurate count.<\/p>\n<p>Households that skip the citizenship question but otherwise fill out a substantial portion of the questionnaire will still be counted, Justice Department attorneys said in court documents.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The Trump administration&#8217;s decision to add a citizenship question to the 2020 US\u00a0census &#8220;threatens the very foundation of our democratic system&#8221;, a federal judge said Wednesday &#8211; the second ruling against the inclusion of the question.
