{"id":33638,"date":"2019-03-01T00:22:24","date_gmt":"2019-03-01T00:22:24","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=33638"},"modified":"2019-03-01T00:22:24","modified_gmt":"2019-03-01T00:22:24","slug":"us-russia-rival-bids-for-un-action-in-venezuela-blocked","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=33638","title":{"rendered":"US, Russia rival bids for UN action in Venezuela blocked"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"131.720491569\">\n<p class=\"speakable\">The <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/united-states.html\">United States<\/a> and <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/russia.html\">Russia<\/a> both failed on Thursday in rival bids to get the United Nations Security Council to take action on <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/venezuela.html\">Venezuela<\/a>, cementing a global split over how to deal with a political and humanitarian crisis in the South American country.<\/p>\n<p class=\"speakable\">Russia and the US have been at loggerheads over a US-led campaign for international recognition of Juan Guaido, the Venezuelan opposition leader and head of the country&#8217;s elected National Assembly, over President <a href=\"https:\/\/www.aljazeera.com\/topics\/people\/nicolas-maduro.html\">Nicholas Maduro<\/a>. Guaido last month declared himself the interim head of state.<\/p>\n<p class=\"speakable\">Russia and <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/china.html\">China<\/a> vetoed a US-drafted United Nations Security Council resolution calling for a free and fair presidential election in Venezuela and unhindered aid access.<\/p>\n<p>The US text garnered a minimum nine votes &#8211; forcing the double veto, while <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/south-africa.html\">South Africa<\/a> also voted no. Three countries abstained.\u00a0<\/p>\n<p>&#8220;By voting against this resolution some members of this council continue to shield Maduro and his cronies and prolong the suffering of the Venezuelan people. This man-made crisis has extended well beyond Venezuela&#8217;s borders and threatens to destabilize the region,&#8221; US special envoy for Venezuela Elliott Abrams told the council.<\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/2\/28\/e656135bf2014e8db9c9920272d9817c_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/2\/28\/e656135bf2014e8db9c9920272d9817c_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"3\">\n<td class=\"caption\">United States diplomat Elliott Abrams speaks during a meeting of the UN Security Council about Venezuela [Lucas Jackson\/Reuters]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<h2>Counter resolution<\/h2>\n<p>The council then voted on a rival Russian draft that aimed to express support for a political solution and back the Venezuelan government as the primary coordinator of international assistance efforts in the country.<\/p>\n<p>The Russian text failed after only four council members voted in favour of it. Four abstained and the rest were against.<\/p>\n<p>A council resolution needs nine votes in favour and no vetoes by Russia, China, <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/france.html\">France<\/a>, <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/united-kingdom.html\">Britain<\/a> or the US to pass.\u00a0<\/p>\n<p>&#8220;We are seriously concerned about the fact that today&#8217;s meeting may be exploited as a step for preparations of a real, not humanitarian, intervention &#8230; as a result of the alleged inability of the Security Council to resolve the situation in Venezuela,&#8221; Russian UN Ambassador Vassily Nebenzia said after the vote on the US draft resolution.<\/p>\n<p>US President <a href=\"https:\/\/www.aljazeera.com\/topics\/people\/donald-trump.html\">Donald Trump<\/a> has said all options are on the table in dealing with Venezuela, although Abrams has denied Russian accusations that Washington is preparing to intervene militarily.<\/p>\n<p>Ahead of the Security Council votes on Thursday, French UN Ambassador Francois Delattre, in support of the US-drafted resolution, said it &#8220;does not represent a legal basis for a use of force, nor an attempt to undermine the sovereignty of Venezuela&#8221;.<\/p>\n<h2>Backing Guaido<\/h2>\n<p>The US and dozens of other nations have recognised Guaido as Venezuela&#8217;s legitimate president, but Maduro still controls the military, state institutions and oil company Petroleos de Venezuela SA (PDVSA), which provides 90 percent of the country&#8217;s export revenue.<\/p>\n<p>&#8220;The Venezuelan affairs should be decided by the Venezuelan people,&#8221; China&#8217;s Deputy UN Ambassador Wu Haitao said.\u00a0<\/p>\n<p>The US targeted Venezuela&#8217;s government with new sanctions on Monday and called on allies to freeze the assets of state-owned PDVSA after deadly violence blocked humanitarian aid from reaching the country over the weekend.<\/p>\n<p>US Secretary of State Mike Pompeo said Washington is still working on plans to get humanitarian aid delivered to Venezuela.<\/p>\n<p>&#8220;If there are threats against peace, those threats come from abroad,&#8221; Venezuela&#8217;s UN Ambassador Samuel Moncada told the Security Council on Thursday.<\/p>\n<\/div>\n<div readability=\"32\">\n<p>\n            SOURCE:<br \/>\n            <span>Reuters news agency<\/span><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The United States and Russia both failed on Thursday in rival bids to get the United Nations Security Council to take action on Venezuela, cementing a global split over how to deal with a political and humanitarian crisis in the South American country.
