{"id":33498,"date":"2019-02-27T23:22:34","date_gmt":"2019-02-27T23:22:34","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=33498"},"modified":"2019-02-27T23:22:34","modified_gmt":"2019-02-27T23:22:34","slug":"iran-power-struggle-continues-as-zarif-keeps-top-diplomatic-post","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=33498","title":{"rendered":"Iran power struggle continues as Zarif keeps top diplomatic post"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"206.130926889\">\n<p class=\"speakable\">The recent\u00a0political crisis in <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/topics\/country\/iran.html\">Iran<\/a>, triggered by Foreign Minister Javad Zarif&#8217;s attempt to resign, reflects a long time rivalry between hardliners and moderate factions that is poisoning Iran\u2019s politics, according to Iran experts.<\/p>\n<p class=\"speakable\">Despite President <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/topics\/people\/hassan-rouhani.html\">Hassan Rouhani<\/a>&#8216;s rejection of<a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/news\/2019\/02\/iran-rouhani-rejects-top-diplomat-zarif-resignation-190226152426950.html\">\u00a0Zarif\u2019s resignation<\/a>, observers believe that the foreign minister&#8217;s unexpected move was the result of an<span>\u00a0intensifying internal power struggle\u00a0<\/span>in Iran that is far from over.<\/p>\n<p class=\"speakable\">&#8220;Zarif&#8217;s resignation has exposed the political faultline between competing political factions in the country,&#8221; said Luciano Zaccara, p<span>rofessor in Gulf Politics at the Qatar University Gulf Studies Center.<\/span>\u00a0<\/p>\n<p>The confrontation is between <span>moderate forces within the government, including Zarif, and hardliners who dominate\u00a0Iran&#8217;s Revolutionary Guard Corps (IRGC), a military force directly under the control of Supreme Leader Ayatollah Ali Khamenei.<\/span><\/p>\n<p><span><span>Zarif has been the top Iranian official working to improve relations between the Islamic Republic and Western countries. <\/span><\/span><\/p>\n<p>But hardliners took a fierce stance against the government\u2019s effort to salvage the 2015\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/05\/understanding-iran-deal-coming-180509072633096.html\"><strong>nuclear deal<\/strong><\/a>\u00a0signed with the West to curb Iran\u2019s nuclear activities in exchange for sanctions reliefs.<\/p>\n<p><span>After\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/country\/united-states.html\"><strong><span>US<\/span><\/strong><\/a>\u00a0President Donald Trump withdrew from the deal in May and imposed a second round of sanctions, Iran plum<\/span><span>meted<\/span><span> into a severe economic crisis.<\/span><\/p>\n<p>The currency went into freefall, losing around 70 percent of its value against the dollar.<\/p>\n<p>That and Europe&#8217;s failure to take tangible steps to deflect the economic pressure, fueled\u00a0the hardliners&#8217; criticism against\u00a0Zarif for the\u00a0concessions he gave\u00a0to the US and EU-bloc without securing benefits for Tehran.<\/p>\n<div data-embed-type=\"Brightcove\" data-embed-id=\"6007001945001\">\n<table class=\"in-article-item video\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td>\n<\/td>\n<\/tr>\n<tr readability=\"3\">\n<td readability=\"5\">\n<p>WATCH: Iran&#8217;s Foreign Minister Javad Zarif resigns (2:10)<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p><span>The political cracks within Iran&#8217;s political factions span Iran&#8217;s involvement in the war in Syria, its alleged role in assassinations on EU soil, to the fight for a more transparent financial system.\u00a0<\/span><\/p>\n<h2><span>Confrontation over Syria<\/span><\/h2>\n<p><span>When Khamenei met\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/country\/syria.html\"><strong><span>Syria<\/span><\/strong><\/a>\u2019s President\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/people\/bashar-al-assad.html\"><strong><span>Bashar Al Assad<\/span><\/strong><\/a>\u00a0on Monday alongside Qasem Soleimani, the head of the IRGC,\u00a0the foreign minister&#8217;s absence<\/span><span> was noteworthy.<\/span><\/p>\n<p><span>Iranian media reported that<\/span><span>\u00a0Zarif<\/span><span>\u2019s<\/span><span> exclusion from the Assad meetings pushed the minister to announce his resignation.<\/span><\/p>\n<p><span>&#8220;Zarif&#8217;s absence showed how insignificant the role of the foreign minister<\/span><span> is<\/span><span>\u00a0in defining Iran&#8217;s foreign policy in Syria, which is dominated by the revolutionary guards,&#8221; said Zaccara.\u00a0<\/span><\/p>\n<p><span>&#8220;With his resignation, even if not accepted, Zarif wanted to make the point that the foreign minister needs to be in charge of the country\u2019s foreign policy.&#8221;<\/span><\/p>\n<p><span>A further point of friction between moderates and hardliners over Syria, concerns if and how Iran should respond to the<a href=\"https:\/\/www.aljazeera.com\/news\/2019\/01\/syrian-air-defences-shoot-hostile-targets-state-media-190120234214009.html\"><strong><span>\u00a0Israeli attack on Iran&#8217;s military<\/span><\/strong><\/a>\u00a0installations on January 21, according to Brookings visiting fellow and Iran expert Ali Fatholla-Najed.<\/span><\/p>\n<p><span>&#8220;There are increasing considerations among some Iranian security circles that Iran should respond,&#8221; Fathollah said.<\/span><\/p>\n<p><span>&#8220;If this is the plan, it would strike a blow to what Zarif is trying to achieve given that any confrontation with Israel would jeopardize EU support for Iran<\/span><span>ian<\/span><span> relations.&#8221;<\/span><\/p>\n<h2><span>Iranian actions in EU<\/span><\/h2>\n<p><span>Iran&#8217;s internal power struggle<\/span><span>\u00a0streches beyond regional boundaries reaching European soil.<\/span><\/p>\n<p><span>France accused Iran of plotting a<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/10\/france-accuses-iran-plotting-foiled-paris-bomb-attack-181003060807824.html\"><strong><span>\u00a0foiled bomb attack<\/span><\/strong><\/a>\u00a0on June 30 against an exiled opposition group&#8217;<\/span>s rally while Rouhani was in Europe to salvage the nuclear accord.<\/p>\n<p>A few months later, the\u00a0<a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/topics\/country\/netherlands.html\">Netherlands<\/a>\u00a0condemned Iran for the <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/news\/2019\/01\/iran-responsible-killing-dissidents-netherlands-190108152401605.html\">assassinations<\/a> of\u00a0<span>two Dutch nationals of Iranian origin<\/span>.<\/p>\n<p><span>The accusations came just after EU announced its intention to set up a<a href=\"https:\/\/www.aljazeera.com\/news\/2019\/01\/eu-launches-mechanism-bypass-sanctions-iran-190128084529234.html\"><strong><span>\u00a0financial mechanism<\/span><\/strong><\/a>\u00a0to facilitate trade with Iran despite US sanctions.<\/span><\/p>\n<p><span>&#8220;Why is that precisely at the time Iran was fostering relations to salvage the nuclear deal<\/span><span>,<\/span><span> there were attempted assassinations from the Iranian side on European soil?&#8221; questions Fathollah-Nejad.<\/span><\/p>\n<p><span>While the IRGC has not been directly accused, Fatahollah-Nejad suggested that\u00a0<\/span>the Revolutionary Guard carried out the attacks in order to sabotage Zarif\u2019s engagement with EU to save the nuclear deal.<\/p>\n<h2>A battle within domestic policy<\/h2>\n<p>As part of Rouhani&#8217;s attempt to reduce Revolutionary Guard influence over the country\u2019s economy, the Iranian parliament passed a bill on Sunday requiring tax-exempt para-governmental organizations, including the IRGC, to pay taxes.<\/p>\n<p><span>While the bill has not received the Guardian Council&#8217;s approval, the Rouhani administration is trying to send a message that it wants more transparency<\/span><span> from<\/span><span> the IRGC, according to Zaccara.<\/span><\/p>\n<p><span>&#8220;Rouhani wants to reduce the Revolutionary Guard&#8217;s internal influence by making them more accountable. In this way he will also limit the IRGC\u2019 capacity to stick on the wheel of Iran&#8217;s international commitments,&#8221; Zaccara told Al Jazeera.<\/span><\/p>\n<p>The IRGC is believed to control a notable share of the Iranian economy either directly or indirectly through everything from dam construction to transportation.<\/p>\n<p><span id=\"docs-internal-guid-d2057036-7fff-61d5-953b-290a61ea5920\"><span>Accountability and transparency are also at the core of Rouhani\u2019s battle to <\/span><\/span><a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/news\/2019\/02\/zarif-sudden-offer-resign-rattles-iran-rouhani-reply-190226051915419.html\">adopt<\/a>\u00a0the Financial Action Task Force (FATF) bill which\u00a0<span>has been delayed multiple times<\/span><span>.<\/span><\/p>\n<p>The FATF is a set of regulations to combat money laundering and financing of militant organizations. The bill adoption\u00a0would make the country&#8217;s financial system more transparent and pave the way for Iran to establish international banking ties.<\/p>\n<p><span>&#8220;If such bill is implemented it would pose a threat to the political interests of the IRGC as it would make\u00a0<span>the whole financial system more transparent&#8221; said\u00a0<\/span><\/span>Fathollah-Nejad. &#8220;But if it\u2019s not implemented it would jeopardize European and Iran relations.&#8221;<\/p>\n<p><span>The foreign minister has implicitly accused<\/span><span> hardliners<\/span><span> of being engaged in money laundering activities he said were prevalent in Iran.<\/span><\/p>\n<h2><span>The future scenario<\/span><\/h2>\n<p>&#8220;I believe accepting your resignation would be against the benefit of the country, so I reject it,&#8221; Rouhani said in a letter to Zarif published in Iranian media on Wednesday.<\/p>\n<p><span>Soleimani also expressed<\/span><span> his<\/span><span> full support to Zarif calling the minister the main person in charge of Iranian foreign policy and said he was supported by the Supreme Leader.<\/span><\/p>\n<p><span>&#8220;The broad support for Zarif, including by Soleimani, suggests that this episode has empowered the Rouhani administration in general, and the foreign minister in particular,&#8221; said Mohammad Ali Shabani,\u00a0Iran Pulse Editor at Al-Monitor.<\/span><\/p>\n<p><span>&#8220;While factional infighting won&#8217;t end, it is likely that both Rouhani and Zarif will now be able to press their issues with more fortitude and strength.&#8221;<\/span><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The recent\u00a0political crisis in Iran, triggered by Foreign Minister Javad Zarif&#8217;s attempt to resign, reflects a long time rivalry between hardliners and moderate factions that is poisoning Iran\u2019s politics, according to Iran experts.
