Last month, it announced plans to make all public transport &#8212; trains, trams and buses &#8212; free from March 2020.<\/span><\/p>\n<p><span>The government hopes the move will alleviate heavy congestion and bring environmental benefits, according to Dany Frank, a spokesperson for the Ministry of Mobility and Public Works. <\/span><\/p>\n<p><span><\/p>\n<h3>Tiny country, big traffic<\/h3>\n<p><\/span><\/p>\n<div class=\"Paragraph__component\"><span>Landlocked Luxembourg is one of the richest countries in Europe, with the highest per capita GDP <a href=\"http:\/\/luxembourg.public.lu\/en\/actualites\/2018\/03\/07-pib\/index.html\" target=\"_blank\">in the European Union<\/a>.<\/span><\/div>\n<p><span>&#8220;Luxembourg is a very attractive place for jobs,&#8221; explains Geoffrey Caruso, a professor at the University of Luxembourg and the Luxembourg Institute of Socio-Economic Research specializing in land use and transportation.<\/span><\/p>\n<p><span>But its &#8220;booming economy&#8221; and high concentration of jobs have led to congestion issues, he says.<\/span><\/p>\n<div class=\"Paragraph__component\"><span>That year, drivers in Luxembourg City <a href=\"http:\/\/inrix.com\/scorecard\/\" target=\"_blank\">spent an average of 33 hours<\/a> in traffic jams. Each year, it generates around $46 million (\u20ac40 million) in ticket sales, according to the ministry.<\/span><\/p>\n<p><span>The government is putting up the cost of making it free, Frank says. &#8220;The country at this very moment is in really good shape.
