{"id":28516,"date":"2019-01-10T06:22:17","date_gmt":"2019-01-10T06:22:17","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=28516"},"modified":"2019-01-10T06:22:17","modified_gmt":"2019-01-10T06:22:17","slug":"japan-should-foster-more-humble-attitude-south-koreas-moon","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=28516","title":{"rendered":"Japan should foster &#8216;more humble&#8217; attitude: South Korea&#8217;s Moon"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"155.065458664\">\n<p class=\"speakable\">South Korea&#8217;s President <a href=\"https:\/\/www.aljazeera.com\/topics\/people\/moon-jae.html\">Moon Jae-in<\/a> has said <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/japan.html\">Japan<\/a> should take a &#8220;more humble&#8221; attitude towards the past, warning Tokyo not to undermine bilateral ties by &#8220;politicising&#8221; the issue of South Koreans forced to work by Japanese companies during World War II.<\/p>\n<p class=\"speakable\">Relations between the two countries have long been strained by disputes over history and territory, with the issues largely stemming from Japan&#8217;s brutal 1910-1945 colonial rule over the Korean Peninsula.<\/p>\n<p class=\"speakable\">&#8220;I think the Japanese government should take a more humble attitude &#8230; but the Japanese politicians are politicising the issue,&#8221; Moon said in a press conference on Thursday.<\/p>\n<p>Current arguments largely centre on the so-called &#8220;comfort women&#8221; pressed into sexual slavery for Japanese troops during World War II and labourers made to work for Japanese firms, with a territorial dispute also rumbling over islands controlled by Seoul.<\/p>\n<p>In October, <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/south-korea.html\">South Korea<\/a>&#8216;s top court ruled that Japanese steelmaker Nippon Steel &#038; Sumitomo Metal Corp should compensate four former labourers. Japan subsequently claimed that a South Korean warship had locked its radar on a Japanese patrol plane.<\/p>\n<p>On Wednesday, Tokyo demanded diplomatic consultations with Seoul after a South Korean court <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/01\/japan-korea-forced-labour-dispute-deepens-asset-freeze-190109025256620.html\">approved the seizure<\/a> of part of Nippon&#8217;s domestic assets, calling the move &#8220;extremely regrettable&#8221;.<\/p>\n<p>According to official Seoul data, as well as the comfort women, around 780,000 Koreans were conscripted into forced labour by Japan during its 35-year occupation.<\/p>\n<p>Japan maintains that all historical compensation issues between the two nations were settled under the 1965 treaty that re-established diplomatic relations between them.<\/p>\n<p>Under the treaty, a package of about $800m in grants and cheap loans was provided to the former colony in compensation.<\/p>\n<p>Tokyo argues the court decisions are a breach of the treaty and international law.<\/p>\n<p>Moon said many South Koreans felt the 1965 treaty did not solve all issues for the victims, adding such views were &#8220;not created by the government but by unfortunate history&#8221; and telling reporters: &#8220;We should respect the court ruling&#8221;.<\/p>\n<div data-embed-type=\"Brightcove\" data-embed-id=\"5820483561001\">\n<table class=\"in-article-item video Fullwidth\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td>\n<\/td>\n<\/tr>\n<tr readability=\"3\">\n<td readability=\"5\">\n<p>WITNESS | The Apology: Stories of Asia&#8217;s &#8216;Comfort Women&#8217;<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<h2>North Korea ties<\/h2>\n<p class=\"speakable\">Separately, Moon told reporters that a visit by Kim Jong-un to Seoul, as well as a second summit between the North Korean leader and US President Donald Trump, were &#8220;imminent&#8221;.<\/p>\n<p class=\"speakable\">At their first meeting in Singapore in June last year, Kim and Trump signed a vaguely worded document with the North Korean leader pledging to work towards the &#8220;denuclearisation of the Korean peninsula&#8221;. But progress has since been stalled, with both sides arguing over their agreement&#8217;s interpretation.<\/p>\n<p class=\"speakable\">Moon acknowledged the Singapore agreement was &#8220;somewhat vague&#8221;, and there was &#8220;scepticism&#8221; over Kim&#8217;s denuclearisation pledge.<\/p>\n<p class=\"speakable\">But Kim had assured him and other leaders that his view of denuclearisation was &#8220;no different in any way from what the international community demands&#8221;, Moon said, and Pyongyang would not link it to the presence of US forces in the South or nearby.<\/p>\n<p class=\"speakable\"><span>Pyongyang needed to take &#8220;bold, practical measures for denuclearisation&#8221; to ensure sanctions are lifted, Moon said, but added that &#8220;corresponding measures&#8221; were also needed from Washington, such as agreeing a &#8220;peace regime&#8221; and formally declaring an end to the 1950-1953 Korean War.<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/1\/10\/f32667d0dacd4de98e3e8a13a909d10b_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/1\/10\/f32667d0dacd4de98e3e8a13a909d10b_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"3\">\n<td class=\"caption\">Chinese President Xi Jinping holds a welcoming ceremony for North Korean leader Kim Jong-un in Beijing [Huang Jingwen\/Xinhua via Reuters]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p class=\"speakable\">Kim on Wednesday concluded a trip to China, North Korea&#8217;s key diplomatic ally, during which Chinese President Xi Jinping <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/01\/talks-kim-china-xi-backs-north-korea-summit-190109234255230.html\">expressed his support<\/a> over the possible summit with Trump.<\/p>\n<p>&#8220;I think Chairman Kim Jong-un&#8217;s visit to China will have a very positive effect on the success of the second US-North Korea summit,&#8221; Moon said in the news conference in Seoul.<\/p>\n<p>Kim and Moon met three times last year and have made a series of goodwill gestures as well as vowing to resume economic cooperation when possible.<\/p>\n<p>The two countries have also taken steps to reduce their conventional military threat, such as removing mines and firearms from the border village of Panmunjom, destroying some front-line guard posts and creating buffer zones along their land and sea boundaries and a no-fly zone above the border.<\/p>\n<p>In a <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/12\/kim-calls-korea-talks-moon-year-181230092017184.html\">letter to Moon<\/a> late last month, Kim &#8220;expressed a strong willingness&#8221; to visit Seoul in 2019, according to the South Korean president&#8217;s office.<\/p>\n<\/div>\n<div readability=\"32\">\n<p>\n            SOURCE:<br \/>\n            <span>Al Jazeera and news agencies<\/span><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>South Korea&#8217;s President Moon Jae-in has said Japan should take a &#8220;more humble&#8221; attitude towards the past, warning Tokyo not to undermine bilateral ties by &#8220;politicising&#8221; the issue of South Koreans forced to work by Japanese companies during World War II.
