Bolsonaro (@jairbolsonaro) <a href=\"https:\/\/twitter.com\/jairbolsonaro\/status\/1083038437278666755?ref_src=twsrc%5Etfw\">January 9, 2019<\/a>\n<\/p><\/blockquote>\n<p><span>Bolsonaro, a former army captain elected to Brazil&#8217;s top office in October, had threatened to abandon the <span>GCM prior to his inaugaration on January 1.<\/span><\/span><\/p>\n<h2>UN-endorsed agreement<\/h2>\n<p><span>The non-binding accord was endorsed by the UN General Assembly in December after 18 months of negotiations among member states.<\/span><\/p>\n<p><span>It comprises of\u00a0<a href=\"https:\/\/refugeesmigrants.un.org\/sites\/default\/files\/180713_agreed_outcome_global_compact_for_migration.pdf\">23 objectives<\/a> for managing migration in a coordinated, comprehensive way at local, national, regional and global levels.<\/span><\/p>\n<p><span>Brazil ratified the pact under Bolsonaro&#8217;s predecessor, Michel Temer. Bolsonaro will require Congress approval to ditch the accord.<\/span><\/p>\n<p><span>Brazilian news agency Agencia Brasil reported on Wednesday that the 63-year-old had communicated his decision to pull out of the deal to the country&#8217;s Ministry of Foreign Affairs.<\/span><\/p>\n<p>In response to questions about the reports, Brazil&#8217;s\u00a0Ministry of Foreign Affairs said the president had &#8220;confirmed it himself on his Twitter account&#8221;.<\/p>\n<p>The UN&#8217;s migration agency, the International Organization for Migration (IOM), declined to comment.<\/p>\n<h2>&#8216;Brazil first agenda&#8217;<\/h2>\n<p>Brazil is one of several Latin American countries currently receiving migrants fleeing neighbouring Venezuela, which is plagued by an economic collapse<span>\u00a0causing severe food and medicine shortages.<\/span><\/p>\n<p><span>More than 150,000\u00a0Venezuelans have entered Brazil since 2015 through its remote\u00a0<span>northern border state of Roraima, <\/span><a href=\"https:\/\/www.unhcr.org\/news\/stories\/2018\/11\/5beeeb664\/venezuelan-asylum-seekers-strengthen-brazils-workforce.html\" target=\"_blank\">according<\/a> to the IOM, o<\/span>ver 65,000 of whom have requested asylum to date.<\/p>\n<p>Thiago de Aragao, a director at the Brasilia-based political consultancy Arko Advice, told Al Jazeera a Brazilian withdrawal from the migration pact would allow Bolsonaro&#8217;s government to &#8220;claim they do not need to respond as expected towards certain issues on the border with Venezuela&#8221;.<\/p>\n<p>&#8220;This will be a narrative that will be sustained for a while &#8230; the intention of the government is to make it more difficult for Venezuelans to enter the country,&#8221; de Aragao said.<\/p>\n<p>Bolsonaro&#8217;s comments on Wednesday also symbolised the beginning of a &#8220;Brazil first&#8221; foreign policy agenda under the new president, he added.<\/p>\n<p>&#8220;This demonstrates a shift in Brazilian foreign policy because it has previously always been very directed towards multi-lateralism,&#8221; de Aragao said.<\/p>\n<p><span><span>Roberto Simon,\u00a0<span>senior director for policy at the New York-based\u00a0<span>Council of the Americas, added that\u00a0<span>Bolsonaro&#8217;s move to withdraw from the GCM was &#8220;unlikely to be his only casualty at the UN&#8221;.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p>&#8220;<span>His [Bolsonaro&#8217;s] decision is part of a much larger foreign policy overhaul, seeking to position Brazil alongside US President Donald Trump, Hungary, Poland, Italy and other countries engaged in the fight against so-called &#8216;globalism&#8217;,&#8221; Simon told Al Jazeera.<\/span><\/p>\n<p><span><span>Trump pulled the United States out of the GCM in December.<\/span><\/span><\/p>\n<p><span><span>Announcing Washington&#8217;s decision to withdraw, former US Ambassador to the UN Nikki Haley\u00a0<\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2017\/12\/withdraws-global-compact-migration-171203160804853.html\">said<\/a><span>\u00a0the migration accord was &#8220;not compatible with US sovereignty&#8221;.<\/span><\/span><\/p>\n<p>There were almost 260 million international migrants in 2017, up\u00a0nearly 50 percent from the corresponding figure in 2000, <a href=\"http:\/\/www.un.org\/en\/development\/desa\/population\/migration\/publications\/migrationreport\/docs\/MigrationReport2017_Highlights.pdf\" target=\"_blank\">according<\/a> to the UN.<\/p>\n<p>Accounting for 3.4 percent of the world&#8217;s people, the world&#8217;s migrant population is now increasing faster than the general global population.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Brazil&#8217;s new far-right President Jair Bolsonaro on Wednesday blasted the UN&#8217;s global migration pact, a deal he has promised to pull out of, saying decisions about who was able to come into his country need to be &#8220;sovereign&#8221;.
