{"id":24803,"date":"2018-12-08T20:22:54","date_gmt":"2018-12-08T20:22:54","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=24803"},"modified":"2018-12-08T20:22:54","modified_gmt":"2018-12-08T20:22:54","slug":"hungarian-workers-protest-over-slavery-law-students-join-in","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=24803","title":{"rendered":"Hungarian workers protest over &#8216;slavery law&#8217;, students join in"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"247.550975177\">\n<p class=\"speakable\"><strong>Budapest, Hungary<\/strong> &#8211; Thousands of Hungarians have taken to the streets to demonstrate against a proposed new labour law and for more academic freedom in the country.<\/p>\n<p class=\"speakable\">Inspired by the <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/news\/2018\/12\/france-braces-massive-yellow-vest-protests-181208055629215.html\">French protests<\/a>, trade union members wore\u00a0<a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/news\/2018\/12\/happening-france-yellow-vest-movement-explained-181204153014250.html\">yellow jackets<\/a> for their march to capital Budapest&#8217;s Kossuth Lajos Square, the site of the country&#8217;s parliament, on Saturday.<\/p>\n<p class=\"speakable\">Various trade unions in <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/topics\/country\/hungary.html\">Hungary<\/a> are protesting against a change to the labour law proposed by Prime Minister Viktor Orban&#8217;s ruling Fidesz party that critics have dubbed a &#8220;slavery law&#8221;.<\/p>\n<p>The draft bill, introduced earlier this week, seeks to allow employers to ask for up to 400 hours of overtime work a year. If passed, the law would add an extra eight working hours to a week or result in a six-day work week.<\/p>\n<p>The protesting workers were joined by students from several Budapest universities, including billionaire George Soros-funded Central European University (CEU), which was <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/news\/2018\/12\/george-soros-funded-university-forced-budapest-181203143206519.html\">recently forced out<\/a> of the country.<\/p>\n<p>The marchers chanted &#8220;We will not be slaves&#8221; and &#8220;Free university, free country&#8221; as the workers and students expressed their solidarity against the government&#8217;s moves.<\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/12\/8\/8c38cec0c7694be4ba8e00528eb79db7_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/12\/8\/8c38cec0c7694be4ba8e00528eb79db7_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"2\">\n<td class=\"caption\">Protesters raised slogans against PM Viktor Orban&#8217;s policies [Creede Newton\/Al Jazeera]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<h2>&#8216;Slavery law&#8217;<\/h2>\n<p>The proposed changes to overtime, first introduced at the end of November, raise the ceiling of annual overtime hours from 250 to 400.<\/p>\n<p>After the workers and the labour unions decried the proposal, the hours were made voluntary.<\/p>\n<p>Still, critics have highlighted a part of the proposal which bypasses negotiations with labour unions, allowing employers to directly make agreements with individuals.<\/p>\n<p>This, coupled with Hungary&#8217;s low wages, would pressure many workers into accepting much of the increased overtime and would leave &#8220;no time for recreation, no time for families, no time for simple relaxing&#8221;, Gabor Guzslovan, a member of the Hungarian Steel Workers trade union, told Al Jazeera.<\/p>\n<p>The minimum wage in Hungary is currently about $533 a month or $6,400 a year. The average wage, <a href=\"https:\/\/tradingeconomics.com\/hungary\/wage-growth\" target=\"_blank\">according<\/a> to Trading Economics, is $1,136 a month.<\/p>\n<p>Guzslovan said Hungarian workers &#8220;like to do overtime because of the higher wage&#8221;, but &#8220;this plan means they [might] not get overtime bonuses&#8221;.<\/p>\n<p>Critics have also called attention to the prospect that overtime would be counted over a three-year period, under the new proposal, up from the current one-year period.<\/p>\n<p>This increased period would allow employers greater flexibility in the way they organise a worker\u2019s hours.<\/p>\n<p>If a worker quits or loses their job before the three-year period, it is possible that they would not receive payments for the overtime hours they worked.<\/p>\n<p>A government spokesperson told Al Jazeera that the ruling Fidesz party &#8220;is supporting the fact that workers must always be given an opportunity to voluntarily perform work in the interests of higher earnings, but this always requires the consent of the employee&#8221;.<\/p>\n<p>The Hungarian parliament is expected to vote on the proposed overtime changes next week.<\/p>\n<h2>Labour for German car industry<\/h2>\n<p>Cheap labour has been a selling point for corporations operating in Hungary.<\/p>\n<p>Antonia Raday, a retired factory worker, said Hungarians were &#8220;tired of bearing the weight&#8221; of cheap labour that can&#8217;t be found in other <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/topics\/organisations\/european-union.html\">European Union<\/a> countries.<\/p>\n<p>&#8220;We work for <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/topics\/country\/germany.html\">German<\/a> automotive companies for low pay, and they sell their cars for the same price,&#8221; Raday said. &#8220;Either they should pay us more or lower their prices.&#8221;<\/p>\n<p>Critics have speculated that German automotive giants, a key part of the Hungarian economy, have lobbied Budapest to loosen overtime restrictions due to increasing labour shortages in the country.<\/p>\n<p>The German-Hungarian Chamber of Industry and Commerce, however, has denied that any German firms have sought the modifications.<\/p>\n<p>German luxury automotive companies such as Audi and Daimler, which produces Mercedes-Benz, moved their factories to Hungary in recent years.<\/p>\n<p>BMW also <a href=\"https:\/\/www.reuters.com\/article\/us-bmw-production-factory\/bmw-to-build-1-billion-euro-car-factory-in-hungary-idUSKBN1KL12X\" target=\"_blank\">announced<\/a> its plans to build a 1bn euro ($1.17bn) plant in the country in July.<\/p>\n<p>&#8220;The biggest question mark regarding [the BMW] investment will be the Hungarian labour market &#8230; it is already hard to find 1,000 employees,&#8221; Peter Virovaczs, an analyst at ING in Budapest, told Reuters news agency in July.<\/p>\n<h2>Cheap but scarce labour<\/h2>\n<p>While labour is cheap, it&#8217;s also scarce. Hungary&#8217;s official unemployment rate is 3.7 percent, a near-record low.<\/p>\n<p>Hungary has seen economic growth and double-digit wage increases in recent years, but its youth migrated to other countries in search of higher wages.<\/p>\n<p>The OECD estimated in June that around 600,000 Hungarians are working abroad. Hungary\u2019s population was 9.8 million in 2016, according to the World Bank.<\/p>\n<p>This flight has created a labour demand and increased stress on social safety net as the remaining population ages.<\/p>\n<p>The proposed overtime changes are seen as a way to mitigate labour shortages.<\/p>\n<p>Laszlo Kordas, chairman of the Hungarian Trade Union Confederation, told demonstrators that Hungarian workers &#8220;take the greatest burden on our backs, in return we get the lowest wage in Europe&#8221;.<\/p>\n<p>&#8220;Meanwhile, they took away the private pension&#8221;, Kordas said, referring to a 2010 Fidesz move to nationalise private pension funds.<\/p>\n<h2>Students join in solidarity<\/h2>\n<p>A number of younger protesters &#8211; students from CEU, Corvinus and Eotvos Lorant University &#8211; also felt the proposed overtime changes were part of the government&#8217;s &#8220;attacks&#8221; on civil liberties.<\/p>\n<p>CEU, known for championing liberal causes, confirmed its departure from Hungary on Monday following a campaign by Orban&#8217;s government against Soros.<\/p>\n<p>Orban&#8217;s Fidesz party has stated its desire to create an &#8220;illiberal&#8221; democracy and has made remarks viewed as racist, xenophobic and anti-Semitic.<\/p>\n<p>Observers said it was the first time an institution of higher education was forced to leave an EU country for political reasons.<\/p>\n<p>At the Saturday protest, students called on demonstrators to join their &#8220;struggle&#8221; for academic freedom and &#8220;the dream of a brighter, freer country&#8221;.<\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/12\/8\/0b9c498d47a948caa9178af4cfb9bd9a_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/12\/8\/0b9c498d47a948caa9178af4cfb9bd9a_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"2\">\n<td class=\"caption\">Workers decried the proposed law to increase overtime hours [Al Jazeera]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<h2>Rare clash<\/h2>\n<p>As demonstrators reached Kossuth Lajos Square, they found it closed due to the visit of a Polish politician.<\/p>\n<p>When the speeches ended, demonstrators tried to breach a police line to protest in front of the Hungarian parliament.<\/p>\n<p>Clashes ensued and Imre Komjathi, a politician from the centre-left Hungarian Socialist Party, was injured.<\/p>\n<p>Police eventually allowed hundreds of protesters to break through to the parliament.<\/p>\n<p>The violence was a rare occurrence in Budapest, which largely sees peaceful, well-organised demonstrations.<\/p>\n<p>Labour unions said their protests will continue as they announced plans to close roads across Hungary on Monday.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Budapest, Hungary &#8211; Thousands of Hungarians have taken to the streets to demonstrate against a proposed new labour law and for more academic freedom in the country.
