{"id":23645,"date":"2018-11-29T03:23:22","date_gmt":"2018-11-29T03:23:22","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=23645"},"modified":"2018-11-29T03:23:22","modified_gmt":"2018-11-29T03:23:22","slug":"days-after-concert-gazas-grand-piano-seized-by-merchant","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=23645","title":{"rendered":"Days after concert, Gaza\u2019s grand piano seized by merchant"},"content":{"rendered":"<div readability=\"103\">\n<p>\nGENEVA: UN war crimes investigators called on Syria on Wednesday to tell families what happened to their relatives who disappeared and provide the medical records and remains of those who died or were executed in custody.<\/p>\n<p>\nNo progress can be made toward a lasting peace to end the nearly eight-year-old war without justice, the International Commission of Inquiry on Syria said.<\/p>\n<p>\nAfter years of government silence, Syrian authorities this year released \u201cthousands or tens of thousands\u201d of names of detainees alleged to have died, mostly between 2011 and 2014, it said in a report released before delivery to the UN Security Council.<\/p>\n<p>\n<img loading=\"lazy\" decoding=\"async\" alt=\"\" height=\"181\" src=\"http:\/\/www.arabnews.com\/sites\/default\/files\/userimages\/17\/untitled-2_copy_39.png\" width=\"234\">\u201cMost custodial deaths are thought to have occurred in places of detention run by Syrian intelligence or military agencies. The Commission has not documented any instance, however, where bodies or personal belongings of the deceased were returned,\u201d it said.<\/p>\n<p>\nIn nearly every case, death certificates for prisoners that were provided to families recorded the cause of death as a \u201cheart attack\u201d or \u201cstroke,\u201d the independent panel led by Paulo Pinheiro said.<\/p>\n<p>\n\u201cSome individuals from the same geographic area share common death dates, possibly indicating group executions,\u201d it said.<\/p>\n<p>\nIn most cases, the place of death was stated as Tishreen military hospital or Mujtahid hospital, both near Damascus, but the place of detention was not named, it said.<\/p>\n<p>\n\u201cPro-government forces and primarily the Syrian state should reveal publicly the fates of those detained, disappeared and\/or missing without delay,\u201d the report said, noting this meant Syrian government forces, Russian forces and affiliated militia.<\/p>\n<p>\nFamilies had the right to know the truth about their loved one\u2019s deaths and be able to retrieve their remains, it said.<\/p>\n<p>\nIn a 2016 report, the panel found that the scale of deaths in prisons indicated that the government of President Bashar Assad was responsible for \u201cextermination as a crime against humanity.\u201d<\/p>\n<p>\nIn Syria, a family member must register a death within a month after receiving a death notification, the report said. Failure to do so results in a fine which grows after a year.<\/p>\n<p>\nBut given that there are millions of Syrian refugees abroad and internally displaced, many are not in a position to meet deadlines, it said.<\/p>\n<p>\nThe lack of an official death certificate may affect the housing, land and property rights of relatives, it said, noting that female-headed households may face further challenges to secure inheritance rights.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>GENEVA: UN war crimes investigators called on Syria on Wednesday to tell families what happened to their relatives who disappeared and provide the medical records and remains of those who died or were executed in custody.
