{"id":22256,"date":"2018-11-18T07:22:30","date_gmt":"2018-11-18T07:22:30","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=22256"},"modified":"2018-11-18T07:22:30","modified_gmt":"2018-11-18T07:22:30","slug":"former-madagascar-leaders-head-to-election-runoff","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=22256","title":{"rendered":"Former Madagascar leaders head to election runoff"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"140.242283052\">\n<p class=\"speakable\">Two former presidents of <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/madagascar.html\">Madagascar<\/a>, Andry Rajoelina and Marc Ravalomanana, have topped polls in the country&#8217;s latest election, results have shown, and are set to compete in a runoff next month.<\/p>\n<p class=\"speakable\"><a href=\"https:\/\/www.aljazeera.com\/news\/2018\/11\/rajoelina-ravalomanana-neck-neck-madagascar-polls-181108085320356.html\">Neither won the 50 percent<\/a> of votes required for a first-round victory, with Rajoelina at 39.19 percent and Ravalomanana at 35.29 percent, according to final results from the country&#8217;s CENI election commission released on Saturday.<\/p>\n<p class=\"speakable\"><span>The runoff was scheduled for December 19.<\/span><\/p>\n<p><a href=\"https:\/\/www.aljazeera.com\/news\/2018\/11\/president-alleges-fraud-madagascar-election-181108145345463.html\">Hery Rajaonarimampianina<\/a>, who was running to hold onto power, secured only 8.84 percent of the vote, the commission said, before adding that the turnout at last week&#8217;s election was 54.3 percent.<\/p>\n<p><span>All three candidates, of a total 36, have alleged fraud and malpractice by election authorities, and the result will be subject to fierce legal appeals.<\/span><\/p>\n<p>Regional and international observers <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/11\/madagascar-election-observers-report-minor-anomalies-181109162852486.html\">reported &#8220;very minor&#8221; anomalies<\/a> during the voting process.<\/p>\n<p><span>&#8220;We have adopted three rules of conduct: transparency, impartiality and independence,&#8221; CENI President Hery Rakotomanana said as the final results were announced on the Indian Ocean island.<\/span><\/p>\n<p><span>&#8220;We have not accepted any orders from anyone in this election &#8230; no favours have been given to anyone.&#8221;<\/span><\/p>\n<p><span>Both leading candidates hope to claim a first-round victory through the courts.<\/span><\/p>\n<p><span>Ravalomanana&#8217;s campaign welcomed the final results, but Hanitra Razafimanantso, an official from his TIM party, said it &#8220;would make use of the right of appeal to the Constitutional Court in view of election irregularities&#8221;.<\/span><\/p>\n<p><span>Rajoelina&#8217;s campaign team was not present when the results were announced, and has already filed an application to the Constitutional Court over alleged fraud in the vote counting.<\/span><\/p>\n<p><span>The court will proclaim the official results after reviewing candidates&#8217; complaints.<\/span><\/p>\n<p><span>Madagascar is one of the world&#8217;s poorest countries, according to World Bank data, with almost four in five people living in grinding poverty.<\/span><\/p>\n<p><span>But the frontrunners spent huge sums during the first round on flashy campaign rallies, helicopters and giveaways such as free T-shirts for supporters.<\/span>\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0<\/p>\n<h2>Past political violence \u00a0 \u00a0 \u00a0 \u00a0\u00a0<\/h2>\n<p>A <a href=\"https:\/\/www.aljazeera.com\/topics\/organisations\/european-union.html\">European Union<\/a> observer mission said Monday that it had &#8220;noted candidates committed breaches&#8221; ahead of the November 7 poll.<\/p>\n<p><span>Both Ravalomanana and Rajoelina were banned from running in the last election in 2013 under international pressure to avoid a repeat of the deadly political violence that engulfed the island in 2009.<\/span><\/p>\n<p><span>Ravalomanana, 68, and Rajoelina, 44, are bitter rivals.
