{"id":21089,"date":"2018-11-04T20:23:19","date_gmt":"2018-11-04T20:23:19","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=21089"},"modified":"2018-11-04T20:23:19","modified_gmt":"2018-11-04T20:23:19","slug":"sri-lankan-president-orders-parliament-to-reconvene-november-14-2","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=21089","title":{"rendered":"Sri Lankan president orders Parliament to reconvene November 14"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"211.694573395\">\n<p class=\"speakable\"><strong>Colombo, Sri Lanka &#8211; <\/strong> <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/sri-lanka.html\">Sri Lanka<\/a>&#8216;s President Maithripala Sirisena has ordered parliament to reconvene in 10 days, drawing sharp criticism from the party of the country&#8217;s sacked prime minister which decried it as &#8220;too late&#8221;.<\/p>\n<p class=\"speakable\">The announcement on Sunday came amid <span>mounting pressure to let legislators hold a vote in order to resolve a protracted political crisis over two rival prime ministers.<\/span><\/p>\n<p class=\"speakable\">Sirisena had suspended parliamentary proceedings until November 16 after abruptly firing Prime Minister Ranil Wickremesinghe last week and replacing him with Mahinda Rajapaksa, a controversial former president.<\/p>\n<p>The parliament will now meet on November 14 at 10am local time (04:30 GMT), according to an official gazette notification.<\/p>\n<p>Mangala Samaraweera, a member of Wickremesinghe&#8217;s United National Party (UNP), condemned Sirisena&#8217;s decision to recall parliament two days prior to the initial suspension order, saying it was &#8220;an eyewash to appease the ever increasing&#8221; international and local pressure.<\/p>\n<div data-embed-type=\"Brightcove\" data-embed-id=\"5857454978001\">\n<table class=\"in-article-item video\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td>\n<\/td>\n<\/tr>\n<tr readability=\"3\">\n<td readability=\"5\">\n<p>Sri Lanka&#8217;s new PM faces bribery accusations<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p>The United Nations and many Western countries had urged Sirisena to summon the House immediately, after Wickremesinghe called his October 26 sacking &#8220;unconstitutional&#8221; and refused to step down.<\/p>\n<p>The deposed leader has demanded a vote to prove his majority. But in recent days, a steady stream of defections has eroded his narrow majority in the 225-member House.<\/p>\n<p>At least eight legislators from the UNP and a member of an opposition party have now crossed over to the Sirisena and Rajapaksa-led\u00a0United People&#8217;s Freedom Alliance (UPFA),\u00a0which had the backing of 96 legislators prior to the crisis.<\/p>\n<p>Nearly all politicians who left the UNP took up ministerial posts in the new cabinet.<\/p>\n<h2>&#8216;Too late&#8217;<\/h2>\n<p>The stream of defections, as well as the delayed summoning of parliament, has worried <span>Wickremesinghe&#8217;s supporters and some<\/span>\u00a0observers that resuming sessions and holding a vote would only legitimise the former president&#8217;s return to power.<\/p>\n<p>Gayantha Karunatilleke, a UNP member, said the date for parliament recall was &#8220;too late&#8221;.<\/p>\n<p>&#8220;What&#8217;s the point convening parliament two days before November 16? We want the president to reconvene parliament immediately,&#8221; he said, urging Speaker Karu Jayasuriya to defy the president and summon parliament &#8220;in the next few days&#8221;.\u00a0<\/p>\n<p>Dharisha Bastians, a former editor at the Colombo-based Sunday Observer magazine, said Sirisena was &#8220;mocking parliament&#8221; by recalling the House just two days before the date set in the initial notice.<\/p>\n<p>The move would only bring &#8220;12 more days of bargaining and defections&#8221;, she said in a Twitter post, and would allow the UPFA to obtain &#8220;post facto legitimacy after an illegal power grab&#8221;.<\/p>\n<p><span>Sirisena insists Rajapaksa&#8217;s appointment was in line with the constitution.<\/span><\/p>\n<p>Alan Keenan, researcher at International Crisis Group, called for international action, saying the US, India and other concerned governments must &#8220;make it clear now that Rajapaksa&#8217;s ratification by parliament in the current context will not be enough to make his premiership legitimate&#8221;.<\/p>\n<p>On Friday, the UNP submitted a no-confidence motion against Rajapaksa after the UPFA said it would not hold a vote to test the former president&#8217;s support even when the legislature reconvened.<\/p>\n<p>The UNP said the petition has the backing of 118 parliamentarians &#8211; five more than the majority of 113 required to vote out a prime minister.<\/p>\n<p>But Dayasiri Jayasekara, a UPFA legislator and minister in Rajapaksa&#8217;s cabinet, said the alliance is &#8220;confident&#8221; that it &#8220;can get the majority in parliament&#8221;.<\/p>\n<p>The coalition is scheduled to hold a mass rally on Monday. It hopes to mobilise more than a 100,000 people in front of the parliament house in the capital, Colombo.<\/p>\n<p>&#8220;Everyone is super confident and tomorrow you will see how confident the party is when a crowd at least five times larger than the UNP rally in Colombo,&#8221; said Jayasekara, referring to the crowd of tens of thousands of people who attended a UNP rally last week.<\/p>\n<h2>&#8216;Attack on democracy&#8217;<\/h2>\n<p>Meanwhile, hundreds of people rallied in Colombo earlier on Sunday, calling Sirisena&#8217;s actions &#8220;an attack on democracy&#8221; and protesting against allegations that legislators were being offered millions of dollars to switch support amid the intensified horse-trading between political parties.<\/p>\n<p>Activists gathered under an overcast sky in central Colombo, carrying placards that read, &#8220;Do not trade off democracy&#8221; and &#8220;Don&#8217;t sell my vote&#8221;.<\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/11\/4\/54d60756704d474d9e330656e45eb380_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/11\/4\/54d60756704d474d9e330656e45eb380_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"3\">\n<td class=\"caption\">\n<span>Hundreds of people demonstrated in Colombo on Sunday over\u00a0Sirisena&#8217;s actions\u00a0<\/span>[Lakruwan Wanniarachchi\/AFP]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p>A group of women from the country&#8217;s ethnic Tamil minority, who accuse Rajapaksa of grave human rights abuses against members of their community during the final phase of a decades-long civil war in 2009, chanted: &#8220;We are scared to speak. We are scared to protest \u2026 You have taken our rights! Don&#8217;t kill democracy!&#8221;<\/p>\n<p>The Tamil National Alliance, a coalition of parties representing the Tamils, vowed on Sunday that its 15 members would back the no-confidence motion against Rajapaksa. \u00a0<\/p>\n<p>&#8220;Our democracy is being stolen in broad daylight,&#8221; activist Shreen Saroor said. &#8220;The president has betrayed the people and members of parliament must not take money and cross over, because it is our vote they are trading now.&#8221;<\/p>\n<p>The UPFA has denied the allegations of bribery.<\/p>\n<h2>More defections<\/h2>\n<p>Earlier on Sunday, Athuraliye Rathana Thero and Ashoka Priyantha were the latest UNP members to defect to the alliance. The cross-overs have caused concern in the UNP, according to a senior official who spoke on the condition of anonymity.\u00a0<\/p>\n<p>The senior UNP member said Rajapaksa&#8217;s &#8220;advantage grows as more time goes by&#8221; and &#8220;that is why we want to convene parliament as soon as possible&#8221;.<\/p>\n<p>&#8220;But we are still okay,&#8221; he said, vowing to lobby for parliament to be recalled immediately.<\/p>\n<p>Also on Sunday, the UNP said the new government has removed all medicine and medical equipment from the prime minister&#8217;s official residence at Temple Trees, where Wickremesinghe has bunkered down since his ouster.<\/p>\n<p>Staff at the residence, including cooks and cleaners, have been ordered not to turn up for work and Sirisena has reduced Wickremsinghe&#8217;s expansive security detail to just 10 bodyguards, according to the UNP.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Colombo, Sri Lanka &#8211; Sri Lanka&#8217;s President Maithripala Sirisena has ordered parliament to reconvene in 10 days, drawing sharp criticism from the party of the country&#8217;s sacked prime minister which decried it as &#8220;too late&#8221;.
