Who&#8217;s to blame?"},"content":{"rendered":"<div id=\"body-170301071804049\" readability=\"175.220509383\">\n<p>A proposal to create one of the world&#8217;s largest marine reserves in\u00a0a vast area of pristine\u00a0<span>Antarctic waters has been rejected, prompting concern among conservation groups about the ecosystem&#8217;s future.<\/span><\/p>\n<p>After two weeks of deliberations, Russia, China and Norway on Friday blocked the plan for a\u00a01.8m square kilometres maritime protection zone in the Weddell Sea at\u00a0a summit of the 25-member Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) in Hobart, Australia.<\/p>\n<p>The proposed reserve, roughly five times the size of Germany, would have made the area in question a no-go zone for fishing and other commercial activities.<\/p>\n<p>Antarctica&#8217;s waters and landmass are\u00a0home to penguins, seals, whales and huge numbers of krill, a staple food for many species, among other animals.<\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/11\/3\/c5ce5f89a3404dcfa644f4dc235bdbb7_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody>\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/11\/3\/c5ce5f89a3404dcfa644f4dc235bdbb7_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p>&#8220;This was an historic opportunity to create the largest protected area on Earth in the Antarctic: safeguarding wildlife, tackling climate change and improving the health of our global oceans,&#8221;\u00a0Frida Bengtsson, of Greenpeace&#8217;s Protect the Antarctic campaign, <a href=\"https:\/\/www.greenpeace.org\/usa\/news\/greenpeace-slams-antarctic-ocean-commission-for-failing-its-mandate-to-protect-antarctic-waters\/\" target=\"_blank\">said<\/a> in a statement.<\/p>\n<p><span><span>&#8220;Twenty-two delegations came here to negotiate in good faith but, instead, serious scientific proposals for urgent marine protection were derailed by interventions which barely engaged with the science,&#8221; she added.<\/span> <\/span><\/p>\n<p><span><span>Bengtsson accused Russia and China of using &#8220;<span>wrecking amendments and filibustering&#8221; to reduce the time available for &#8220;<span>real discussion about protecting Antarctic waters&#8221;.<\/span> <\/span> <\/span> <\/span><\/p>\n<p>CCAMLR, which is comprised of the European Union and 24 states, is the global body responsible for the protection of\u00a0Antarctic waters.\u00a0<\/p>\n<p>As well as the Weddell Sea plan,\u00a0proposals to establish two other marine protection zones in East Antarctica and the Western Antarctic Peninsula were also dashed at the body&#8217;s annual summit. Together, the three areas cover\u00a0close to three million square kilometres.<\/p>\n<p><span><span>According to the United Nations, m<\/span>arine protected areas (MPAs)\u00a0 <\/span> <a href=\"https:\/\/www.protectedplanet.net\/marine\" target=\"_blank\">cover<\/a><span>\u00a0<\/span><span>less than eight percent of the world&#8217;s oceans<span>, which in turn make up<\/span>\u00a0more than 70 percent of the Earth&#8217;s surface. <\/span><\/p>\n<p>A report <a href=\"https:\/\/www.ccamlr.org\/en\/news\/2018\/meeting-antarctic-experts-comes-close\" target=\"_blank\">published<\/a> on the CCAMLR website on Friday said all three of the <span>Antarctic\u00a0<\/span>proposals were the subject of &#8220;much discussion&#8221; among members, who will now &#8220;<span>continue to work &#8230; on proposals for these MPAs before they are again considered at next year&#8217;s meeting&#8221;.<\/span><\/p>\n<h2><span>Possible reversal<\/span><\/h2>\n<p>Al Jazeera&#8217;s Andrew Thomas, reporting from Hobart, said the lack of\u00a0<span>consensus<\/span> at this year&#8217;s summit was caused by disagreements over the science behind the supposed need for new MPAs.<\/p>\n<p>Citing previous decisions taken by the\u00a0<span>CCAMLR, Thomas said there was &#8220;hope&#8221; that Russia and China would reverse their opposition to the proposed Antarctic<strong>\u00a0<\/strong>sanctuaries in the near future.<\/span><\/p>\n<p><span><span>&#8220;In the past, those two countries have come around to proposals that in previous years they had opposed, but only after those proposals had been signed off by the presidents of those countries,&#8221; he added.<\/span> <\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/11\/3\/3bb80ef3215a4b2898a54e535440833d_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"2\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/11\/3\/3bb80ef3215a4b2898a54e535440833d_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"4\">\n<td class=\"caption\">Antarctica&#8217;s waters and landmass are\u00a0home to penguins, seals and whales [File: Pauline Askin\/Reuters]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p>In 2016, CCAMLR members unanimously\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2016\/10\/massive-marine-park-declared-antarctic-ocean-161028042230054.html\">approved<\/a>\u00a0the creation of a\u00a01.55msq km\u00a0marine protection\u00a0in the Antarctic Ocean&#8217;s\u00a0Ross Sea.<\/p>\n<p>The establishment of the sanctuary, which had previously been opposed by Russia and China, outlawed commercial fishing in the area&#8217;s waters for 35 years.<\/p>\n<h2>&#8216;Race against time&#8217;<\/h2>\n<p>Following this year&#8217;s failed proposals, the World Wildlife\u00a0<span>Fund (WWF) lambasted\u00a0<span>CCAMLR member states for demonstrating a &#8220;lack of\u00a0<span class=\"normaltextrun\"><span lang=\"EN-GB\">commitment towards conservation&#8221; of the\u00a0Antarctic.<\/span> <\/span> <\/span> <\/span><\/p>\n<p><span class=\"normaltextrun\"><span lang=\"EN-GB\">&#8220;<span class=\"normaltextrun\"><span lang=\"EN-GB\">Antarctica and its iconic wildlife are showing signs of stress. The creation of a network of marine protected areas is crucial to help safeguard Antarctic wildlife for years to come and help increase?the?resilience of marine ecosystems to climate change,&#8221;\u00a0<span class=\"normaltextrun\"><span lang=\"EN-GB\">Chris Johnson, senior manager of WWF&#8217;s Antarctic programme, <a href=\"http:\/\/wwf.panda.org\/wwf_news\/press_releases\/?337692\/CCAMLR-fails-to-deliver-increased-protection-for-fragile-Antarctic-ecosystems\" target=\"_blank\">said<\/a> in a statement.<\/span> <\/span> <\/span> <\/span> <\/span> <\/span><\/p>\n<p><span class=\"normaltextrun\"><span lang=\"EN-GB\">&#8220;We&#8217;re in a race against time to protect these waters before it&#8217;s too late,&#8221; he added.<\/span> <\/span><\/p>\n<p><a href=\"https:\/\/www.aljazeera.com\/news\/2018\/10\/earth-wild-animal-population-plummets-60-percent-44-years-181030030643035.html\">According<\/a> to the WWF, human activity has wiped out 60 percent of mammals, birds, fish,\u00a0amphibians and reptiles since 1970.<\/p>\n<p><span class=\"normaltextrun\"><span lang=\"EN-GB\"><span>The figure, published in WWF&#8217;s 2018 Living Planet <a href=\"https:\/\/www.worldwildlife.org\/pages\/living-planet-report-2018?utm_source=twitter.com&#038;medium=social&#038;utm_campaign=species&#038;utm_content=lpr\" target=\"_blank\">report<\/a>, is\u00a0<\/span> <\/span> <\/span> based on an ongoing survey of almost 17,000 populations of more than 4,000 different species spread across the globe.<\/p>\n<p>&#8220;We are the first generation that has a clear picture of the value of nature and the grave situation we are facing.
