{"id":20869,"date":"2018-11-02T22:23:03","date_gmt":"2018-11-02T22:23:03","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=20869"},"modified":"2018-11-02T22:23:03","modified_gmt":"2018-11-02T22:23:03","slug":"un-chief-demands-yemen-peace-warns-of-humanitarian-precipice","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=20869","title":{"rendered":"UN chief demands Yemen peace, warns of humanitarian &#8216;precipice&#8217;"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"164.022004305\">\n<p class=\"speakable\"><a href=\"https:\/\/www.aljazeera.com\/topics\/organisations\/un.html\">UN<\/a> chief\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/people\/antonio-guterres.html\">Antonio\u00a0Guterres<\/a> has demanded an &#8220;immediate&#8221; halt to fighting in <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/yemen.html\">Yemen<\/a>, as he warned that the country stands on a &#8220;precipice&#8221; and\u00a0<span>could face the world&#8217;s &#8220;worst famine&#8221; for decades if violence continues unabated.<\/span><\/p>\n<p class=\"speakable\">Addressing reporters at the world body&#8217;s headquarters in New York on Friday, the secretary-general said the warring parties\u00a0must seize on the &#8220;opportunity for peace&#8221; presented by UN-brokered talks\u00a0<span>scheduled to be held in Sweden\u00a0<\/span>later this month.<\/p>\n<p class=\"speakable\">&#8220;First, violence must stop everywhere &#8211; with an immediate halt around critical infrastructure and densely populated areas,&#8221; Guterres said, echoing a similar <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/10\/defence-chief-demands-yemen-ceasefire-peace-talks-30-days-181031000853428.html\">ceasefire call<\/a> issued by the United States earlier this week.<\/p>\n<p><span>&#8220;<\/span>We must do all we can now to end human suffering and avoid the worst humanitarian crisis in the world from getting even worse,&#8221; he added.<\/p>\n<p>The conflict in Yemen, the Arab world&#8217;s poorest country and home to an estimated 28 million people, began with the 2014 takeover of the capital, Sanaa, by Houthi rebels, who toppled the internationally recognised government of President\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/middleeast\/2012\/02\/2012219133034774204.html\">Abd-Rabbu Mansour Hadi<\/a>.<\/p>\n<p><span>Concerned by the rise of the Houthis, believed to be backed by Iran, a<\/span>\u00a0US-backed Saudi-<a href=\"https:\/\/www.aljazeera.com\/topics\/country\/united-arab-emirates.html\">UAE<\/a>\u00a0military coalition\u00a0launched an intervention in 2015 in the form of a massive air campaign aimed at reinstalling Hadi&#8217;s government.\u00a0<\/p>\n<p><span>According to the UN, at least 10,000 people have been killed since the coalition entered the conflict. The death toll has not been updated in years, however, and is likely to be far higher. T<\/span><span>he Armed Conflict Location and Event Data Project (ACLED), an independent watchdog, recently said around 56,000 Yemenis had been killed in the violence.<\/span><\/p>\n<p><span><span>In his comments to the media, Guterres also called for an increase in foreign aid and for &#8220;f<\/span><span lang=\"EN-GB\">ood, fuel and other essentials&#8221; to be allowed to enter Yemen &#8220;without restrictions&#8221; in order to alleviate the suffering endured by the 22 million Yemenis\u00a0<a href=\"https:\/\/news.un.org\/en\/story\/2018\/11\/1024782\" target=\"_blank\">deemed<\/a>\u00a0by the UN to be in need of humanitarian assistance.<\/span><\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/19\/db14c97e6b71479ab936b417801688a7_6.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody>\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/19\/db14c97e6b71479ab936b417801688a7_6.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr>\n<td class=\"caption\">\u00a0<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p>On Thursday, Yemen&#8217;s internationally recognised government said it was ready to re-start peace talks with the Houthis after recent efforts to meet ended in failure.<\/p>\n<p>Discussions between the warring factions were planned for September in the Swiss city of Geneva but <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/yemen-geneva-talks-fall-government-delegation-leaves-180908082941894.html\">fell apart<\/a> after Houthi representatives refused to attend, saying the UN had failed to meet the group&#8217;s pre-summit <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/houthis-attend-geneva-talks-demands-met-180907093710133.html\">demands<\/a>.<\/p>\n<p><span>Following the collapse of the talks,\u00a0<\/span>which would have been the first of their kind in nearly two years, the\u00a0<span>coalition announced it was relaunching an assault on <span>Houthi-held<\/span>\u00a0Hodeidah, a strategically important\u00a0Red Sea port city.<\/span><\/p>\n<h2>Possible war crimes<\/h2>\n<p>On Friday, <span>AFP news agency reported that a fierce<\/span>\u00a0battle between forces loyal to Hadi and Houthi fighters near <span>Hodeidah resulted in the death of at least 34 rebels and six\u00a0<span>pro-government troops.<\/span><\/span>\u00a0<\/p>\n<p>The clashes came hours after the Saudi-UAE alliance said it had bombed Sanaa International Airport and an adjoining airbase.<\/p>\n<p>Earlier this week, the\u00a0<span>coalition\u00a0<\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2018\/10\/saudi-led-coalition-sends-thousands-troops-hodeidah-181030133934738.html\">sent<\/a> more than 10,000 new troops towards Hodeidah ahead of a\u00a0<span>new offensive aimed at securing &#8220;areas liberated&#8221; from the Houthis,\u00a0<\/span>according to Yemeni government officials.<\/p>\n<p><span>Hodeidah\u00a0<\/span>is the only port held by the Houthis and serves as the entry point for the bulk of Yemen&#8217;s commercial imports and aid supplies.<\/p>\n<p><span>The coalition has imposed a blockade on the port, however, allegedly as part of efforts to prevent the Houthis from using it as a landing point for weapons supplied by Iran.<\/span><\/p>\n<p><span><span>Both Tehran and the rebels deny the port is being used to smuggle arms from Iran into Yemen.<\/span> <\/span><\/p>\n<p>A UN report\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/08\/accuses-saudi-uae-alliance-war-crimes-yemen-180828064317307.html\">published<\/a>\u00a0in August said the blockade, part of wider coalition-enforced restrictions on access to Yemen&#8217;s other ports and the country&#8217;s airspace,\u00a0<span>may have violated international humanitarian law.<\/span><\/p>\n<p><span>The report<span>\u00a0was critical of all parties to the conflict, however, and concluded\u00a0<\/span><\/span>there were &#8220;reasonable grounds&#8221; to believe &#8220;a substantial number of violations of international humanitarian law&#8221; had been committed by pro-government forces, the coalition and the Houthis.<\/p>\n<p>Possible violations included\u00a0<span>deadly air raids, rampant sexual violence and the recruitment of child soldiers, it said.<\/span><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>UN chief\u00a0Antonio\u00a0Guterres has demanded an &#8220;immediate&#8221; halt to fighting in Yemen, as he warned that the country stands on a &#8220;precipice&#8221; and\u00a0could face the world&#8217;s &#8220;worst famine&#8221; for decades if violence continues unabated.
