{"id":20149,"date":"2018-10-28T16:23:11","date_gmt":"2018-10-28T16:23:11","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=20149"},"modified":"2018-10-28T16:23:11","modified_gmt":"2018-10-28T16:23:11","slug":"one-dead-in-sri-lanka-shooting-as-political-crisis-escalates","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=20149","title":{"rendered":"One dead in Sri Lanka shooting as political crisis escalates"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"185.604576399\">\n<p class=\"speakable\">One person has been killed and two others wounded in <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/sri-lanka.html\">Sri Lanka<\/a>&#8216;s capital, Colombo, when the bodyguard of a cabinet minister under ousted Prime Minister Ranil Wickremesinghe opened fire at a crowd of protesters.\u00a0<\/p>\n<p class=\"speakable\"><span>The shooting on Sunday came amid a constitutional crisis triggered by President Maithripala Sirisena&#8217;s sacking of the prime minister and his cabinet.<\/span><\/p>\n<p class=\"speakable\">Ruwan Gunasekara, a police spokesperson, told reporters that a bodyguard for Arjuna Ranatunga, Wickremesinghe&#8217;s petroleum minister, fired live rounds at a crowd of people loyal to Sirisena when they attempted to prevent the dismissed minister from entering his office at the state-run Ceylon Petroleum Corporation.<\/p>\n<p>A 34-year-old man was killed in the incident, according to the police.<\/p>\n<p>The guard who opened fire was arrested and a probe was now under way, the police said.\u00a0<\/p>\n<p>The shooting was the first incident of serious violence since Sirisena&#8217;s Friday decision to <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/10\/sri-lanka-president-sacks-prime-minister-appoints-rajapaksa-181026174208405.html\">replace<\/a> Wickremesinghe with Mahinda Rajapaksa, a former president accused of human rights abuses and corruption.\u00a0<\/p>\n<div data-embed-type=\"Brightcove\" data-embed-id=\"5854403608001\">\n<table class=\"in-article-item video\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td>\n<\/td>\n<\/tr>\n<tr readability=\"3\">\n<td readability=\"5\">\n<p>WATCH: Sacked Sri Lanka PM given &#8216;deadline&#8217; to vacate residence (2:23)<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p>Wickeremesinghe, 69, insists his sacking was unconstitutional and has called for an emergency parliament sitting to prove he still commanded a majority in parliament.<\/p>\n<p>But Sirisena has <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/10\/sacked-sri-lanka-pm-deadline-vacate-residence-181027194801529.html\">suspended<\/a> parliament until November 16 in an apparent bid to shore up support for Rajapaksa&#8217;s appointment.<\/p>\n<p><span>Speaker Karu Jayasuriya recognised Wickremesinghe as the lawful prime minister earlier on Sunday, and asked the president to back the sacked leader&#8217;s request to retain the &#8220;rights and privileges&#8221; of his office until another candidate could prove a majority in parliament.\u00a0<\/span><\/p>\n<p><span>&#8220;I consider the said request to be a democratic and fair request,&#8221; the parliament speaker said in a letter to Sirisena.\u00a0<\/span><\/p>\n<p><span>Jayasuriya, a member of Wickeremesinghe&#8217;s United National Party (UNP), also urged Sirisena to reconsider his decision to suspend parliament, saying the decision has\u00a0&#8220;serious and undesirable consequences&#8221; for Sri Lanka.\u00a0<\/span><\/p>\n<p><span><a href=\"http:\/\/www.parliament.lk\/en\/members-of-parliament\/party-comp\" target=\"_blank\">According to the website<\/a><span>\u00a0of Sri Lanka&#8217;s parliament, Wickremesinghe&#8217;s UNP has 106 seats in the 225-member House, while Sirisena&#8217;s UPFA has 95.<\/span><\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/10\/28\/25f3181b2ba140c19c825b52b2689303_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/10\/28\/25f3181b2ba140c19c825b52b2689303_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"3\">\n<td class=\"caption\">Supporters of the sacked PM gathered outside his official residence in Colombo [Dinuka Liyanawatte\/Reuters]\u00a0<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<h2>Constitutional crisis<\/h2>\n<p>Wickremesinghe has meanwhile resisted <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/10\/sacked-sri-lanka-pm-deadline-vacate-residence-181027194801529.html\">moves to evict him from his official residence<\/a>, defiantly summoning allies for a crisis meeting as hundreds of his supporters, including Buddhist monks, amassed outside the colonial-era residence in Colombo on Sunday.\u00a0<\/p>\n<p><span>His opponents said they will ask the police to seek a court order to evict the sacked prime minister, threatening to escalate the standoff as neighbours and Western nations asked all sides to exercise restraint and respect the constitution.\u00a0<\/span><\/p>\n<p><span>Sirisena has reportedly withdrawn Wickremesinghe&#8217;s security detail and official cars.\u00a0<\/span><\/p>\n<p><span>The pair joined forces ahead of a 2015 presidential election to defeat Rajapaksa, who ended Sri Lanka&#8217;s decades long civil war against Tamil separatists. <\/span><\/p>\n<p><span>But relations between Sirisena and Wickremesinghe have soured amid disagreements over economic policy and administration of the government.<\/span><\/p>\n<h2>&#8216;Past abusive practices&#8217;<\/h2>\n<p><span>Elsewhere in the country, Rajapaksa, the newly-appointed prime minister, travelled to a highly venerated temple in the central district of Kandy to seek blessings from monks ahead of naming a new cabinet.<\/span><\/p>\n<p><span>Human Rights Watch said Rajapaksa&#8217;s return to power has raised fears about a recurrence of &#8220;past abusive practices&#8221;.\u00a0<\/span><\/p>\n<p><span>Meenakshi Ganguly, the <span>New York-based rights\u00a0<\/span>group&#8217;s South Asia director, noted Sirisena came to power promising good governance and accountability for alleged atrocities committed at the close of the country&#8217;s bloody civil war in 2009.\u00a0<\/span><\/p>\n<p><span>&#8220;Sirisena made that promise to the victims of the war, to the Tamil people. And now in this surprise move, he has brought back the very person he ran against,&#8221; she told Al Jazeera.\u00a0<br \/><\/span><\/p>\n<p><span>&#8220;This is very concerning for victims of human rights violations, especially those who have come out and spoken out against Rajapaksa&#8217;s government.
