{"id":18282,"date":"2018-10-13T08:23:57","date_gmt":"2018-10-13T08:23:57","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=18282"},"modified":"2018-10-13T08:23:57","modified_gmt":"2018-10-13T08:23:57","slug":"one-big-reason-north-korea-is-not-too-eager-to-denuclearise","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=18282","title":{"rendered":"One big reason North Korea is not too eager to denuclearise"},"content":{"rendered":"<div id=\"body-201172416000000001\" readability=\"170.082758621\">\n<p><span lang=\"EN-NZ\">One of the most significant foreign policy challenges the international community is currently facing is the denuclearisation of <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/north-korea.html\">North Korea<\/a>. <\/span><\/p>\n<p><span lang=\"EN-NZ\">The good news is that North Korean leader <a href=\"https:\/\/www.aljazeera.com\/news\/asia-pacific\/2010\/09\/2010927205950221159.html\">Kim Jong Un<\/a> committed &#8220;to work toward complete denuclearisation of the Korean Peninsula&#8221; in June this year, following his\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/06\/trump-kim-sign-agreement-historic-summit-180612055349622.html\">historic summit<\/a>\u00a0with US President Donald Trump in Singapore. <\/span><\/p>\n<p><span lang=\"EN-NZ\">Since then, as an act of good faith, President <a href=\"https:\/\/www.aljazeera.com\/news\/2016\/11\/profile-president-donald-trump-161109050153947.html\">Trump<\/a> halted the US-South Korea joint military exercises that North Korea views as provocative. In return, North Korea stopped testing its nuclear bombs and the missile systems that deliver them and even <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/north-korea-kim-agrees-dismantle-key-missile-test-sites-180919045606155.html\">dismantled<\/a> a key missile test site. <\/span><\/p>\n<p><span lang=\"EN-NZ\">However, none of this will be enough in the long term. For the world to be genuinely safe from the North Korean nuclear threat, and for President Trump to not look like a fool, Pyongyang should take concrete steps to eliminate all its nuclear weapons and capabilities. It should start rolling back its nuclear programmes according to a timetable and allow independent verification of the steps it will be taking. <\/span><\/p>\n<p><span lang=\"EN-NZ\">This is not an easy task to accomplish. Twice before, in <\/span><span lang=\"EN-NZ\"><a href=\"https:\/\/www.nti.org\/media\/pdfs\/aptagframe.pdf\" target=\"_blank\">1994<\/a><\/span><span lang=\"EN-NZ\"> and <\/span><span lang=\"EN-NZ\"><a href=\"https:\/\/2001-2009.state.gov\/r\/pa\/prs\/ps\/2007\/february\/80479.htm\" target=\"_blank\">2007<\/a>, <\/span><span lang=\"EN-NZ\">agreements aiming to denuclearise North Korea were signed but failed to hold. Although, today, there seems to be a new momentum towards denuclearisation, there is one major challenge which is likely to prevent it: The experiences of other countries.\u00a0<\/span><\/p>\n<p><span lang=\"EN-NZ\">In <\/span><span lang=\"EN-NZ\">1994<\/span><span lang=\"EN-NZ\">, <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/ukraine.html\">Ukraine<\/a> gave up the nuclear weapons and capacity that it had inherited from the Soviet Union. In <\/span><span lang=\"EN-NZ\">2003<\/span><span lang=\"EN-NZ\">, <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/libya.html\">Libya<\/a> scrapped its programme to build weapons of mass destruction, even though it was only years<\/span><span lang=\"EN-NZ\">\u00a0away from completing a working nuclear weapon. In <\/span><span lang=\"EN-NZ\">2015<\/span><span lang=\"EN-NZ\">, <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/iran.html\">Iran<\/a> agreed to halt its nuclear programmes, even though it was perhaps within a <\/span><span lang=\"EN-NZ\">year<\/span><span lang=\"EN-NZ\"> of reaching its goal of making a nuclear weapon.<\/span><\/p>\n<p><span lang=\"EN-NZ\">In each case, denuclearisation was accomplished through a similar path. First, concerned parties reached an agreement on what needed to be achieved. Second, they agreed on a timetable. Third, a reputable and independent global body, namely the <\/span><span lang=\"EN-NZ\"><a href=\"https:\/\/www.iaea.org\/topics\/additional-protocol\">International Atomic Energy Agency<\/a><\/span><span lang=\"EN-NZ\">\u00a0took on the responsibility of overseeing the process and verifying that the country in question is indeed keeping up with the agreed disarmament programme.<\/span><\/p>\n<p><span lang=\"EN-NZ\">In every scenario, promises of compensation were made to the country that agreed to give up its nuclear capabilities in the form of either the lifting of national and international sanctions or the provision of benefits, such as in trade, technology, finance, energy and diplomacy. A complete normalisation of relations was promised on the condition of complete denuclearisation, and rewards were given after the completion of each step in the schedule. <\/span><\/p>\n<p><span lang=\"EN-NZ\">On the surface, it seems this tried and tested blueprint can also work in North Korea. However, there is one undeniable fact that is making it hard for President Trump to use this straightforward strategy when dealing with Pyongyang:\u00a0<\/span>Kim Jong Un can clearly see that none of the aforementioned countries became any safer or more prosperous for giving up their nuclear weapons or potential. Moreover, parties to these agreements failed to uphold their promises.<\/p>\n<p><span lang=\"EN-NZ\">In the case of Ukraine, Russia broke its 1994 pledge to <\/span><span lang=\"EN-NZ\">&#8220;<\/span><span lang=\"EN-NZ\">refrain from the threat or use of force against the territorial integrity or political independence of Ukraine&#8221;<\/span><span lang=\"EN-NZ\"> two decades later and <\/span><span lang=\"EN-NZ\">annexed <a href=\"https:\/\/www.aljazeera.com\/topics\/subjects\/crimea.html\">Crimea<\/a><\/span><span lang=\"EN-NZ\">. It also played an active role in the Ukrainian civil war. <\/span><\/p>\n<p><span lang=\"EN-NZ\">In the case of Libya, less than a decade after <span>relinquishing his weapons of mass destruction<\/span>, <a href=\"https:\/\/www.aljazeera.com\/indepth\/2011\/02\/201122117565923629.html\">Muammar Gaddafi<\/a> was violently toppled, with the support of the very same Western forces that applauded the Libyan leader for the decision and appeared &#8211; albeit briefly &#8211; to be his allies. <\/span><\/p>\n<p><span lang=\"EN-NZ\">Finally, in the case of Iran, the promise that all parties would implement the <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/05\/understanding-iran-deal-coming-180509072633096.html\">Joint Comprehensive Plan of Action<\/a> (JCPOA) in &#8220;<\/span><span lang=\"EN-NZ\">good faith and in a constructive atmosphere, based on mutual respect, and to refrain from any action inconsistent with the letter, spirit and intent<\/span><span lang=\"EN-NZ\">&#8221; was abandoned by the US as soon as there was a new president in the White House. Soon after he took office, despite <a href=\"https:\/\/www.aljazeera.com\/news\/2017\/08\/iran-compliance-2015-nuclear-deal-iaea-report-170831161509190.html\">Iran being in <\/a><\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2017\/08\/iran-compliance-2015-nuclear-deal-iaea-report-170831161509190.html\"><span lang=\"EN-NZ\">compliance<\/span><\/a><span lang=\"EN-NZ\"> with the agreement, President <\/span><span lang=\"EN-NZ\"><a href=\"https:\/\/www.aljazeera.com\/news\/2018\/05\/donald-trump-declares-withdrawal-iran-nuclear-deal-180508141155625.html\">Trump quit JCPOA<\/a><\/span><span lang=\"EN-NZ\">, leaving the Iranian economy in tatters.<\/span><\/p>\n<p><span lang=\"EN-NZ\">What all of this means is that to achieve &#8220;complete denuclearisation of the Korean Peninsula&#8221;, President Trump will have to convince Chairman Kim Jong Un of three things:<\/span><\/p>\n<p><span lang=\"EN-NZ\">First, that any agreement they reach will do more to secure the territorial integrity of North Korea than the 1994 Budapest Memorandum on Security Assurances did to protect the territorial integrity of Ukraine. <\/span><\/p>\n<p><span lang=\"EN-NZ\">Second, that their new relationship will not be a charade &#8211; like the one between his predecessors and Libya&#8217;s Gaddafi &#8211; and that Washington will not wait for opportunities to topple Kim&#8217;s regime even after North Korea completes denuclearisation. <\/span><\/p>\n<p><span lang=\"EN-NZ\">Third, that the US will hold its side of the deal, even after the end of Trump&#8217;s tenure &#8211; in other words, a guarantee that future US presidents will not do to North Korea what Trump did to Iran.
