{"id":15814,"date":"2018-09-21T02:23:07","date_gmt":"2018-09-21T02:23:07","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=15814"},"modified":"2018-09-21T02:23:07","modified_gmt":"2018-09-21T02:23:07","slug":"this-is-my-land-cambodian-villagers-slam-chinese-mega-project","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=15814","title":{"rendered":"&#8216;This is my land&#8217;: Cambodian villagers slam Chinese mega-project"},"content":{"rendered":"<div id=\"body-140415133408172\" readability=\"280.038534548\">\n<p class=\"p1\"><span><strong>Koh\u00a0Kong, Cambodia &#8211;<\/strong>\u00a0<\/span>&#8220;I&#8217;m Cambodian, I&#8217;m not illegal here,&#8221; said Se Say\u00a0Hieng, one of the last remaining villagers who refuses to leave land that now belongs to China&#8217;s Union Development Group.<\/p>\n<p class=\"p1\"><span class=\"s1\">Construction on a port and resort city in\u00a0Koh\u00a0Kong,\u00a0southwest Cambodia, began in 2008, and while it appears to have stalled,\u00a0villagers claim that\u00a0authorities have continued threatening and harassing them as they refuse to leave the\u00a0leased\u00a0land.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">UDG\u00a0was granted a 99 year lease on 20 percent of Cambodia&#8217;s coastline, deep within one of the country&#8217;s largest protected areas, for a pittance &#8211; less than $100 per hectare each year. A royal decree was needed to make it available for development.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The area leased\u00a0is more than three times the size of the legal limit\u00a0for land concessions, villagers and rights groups have said.<\/span><\/p>\n<blockquote class=\"article-quotebox\" readability=\"31\"><p>Even if a project involves kicking people off their traditional lands, or destroying the world&#8217;s most important ecosystems, I don&#8217;t think it would give Chinese financiers or corporations much pause at all.<\/p>\n<p class=\"blockquote-writer\">Bill Laurance, professor focused on conservation<\/p>\n<\/blockquote>\n<p class=\"p1\"><span class=\"s1\">The project has raised alarm over the implications it has for Cambodia&#8217;s sovereignty, environmental damage and human rights.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The United Nations reported in 2012 that thousands of villagers had already been evicted. Local civil rights group\u00a0Licadho\u00a0said some homes were burned and forcibly dismantled.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&#8220;Since the Chinese came here in 2008, there are always problems,&#8221; Say\u00a0Hieng\u00a0explains.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Cambodia&#8217;s close relationship with <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/china.html\">China<\/a> has coincided with a crackdown on political and human rights.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The tilt towards authoritarianism has alienated western donors, but Prime Minister Hun\u00a0Sen\u00a0has been happy to replace them with China&#8217;s coffers. The arrangement has raised concerns that Beijing is taking advantage of <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/cambodia.html\">Cambodia<\/a>.<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/4\/15da0c78b9e547b5af5e6276349c66b5_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"2.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/4\/15da0c78b9e547b5af5e6276349c66b5_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"5\">\n<td class=\"caption\">A pagoda founded by Prak Thon, a resident who has passed away, is boarded up and empty [Andrew Nachemson\/Al Jazeera]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p class=\"p1\">Say\u00a0Hieng\u00a0and her husband live in one of four houses still standing along the southern coast of\u00a0Botum\u00a0Sakor\u00a0National Park.\u00a0<\/p>\n<p class=\"p1\"><span class=\"s1\">They lost their farmland to\u00a0UDG years ago, but still run a motorbike repair shop out of their home.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">When asked why she has chosen to fight the Cambodian government and a multi-billion dollar Chinese company, Say\u00a0Hieng\u00a0responds\u00a0modestly.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&#8220;We lived here for so long, 24 years,&#8221; she said.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&#8220;I&#8217;m here to show that this place still belongs to me and the company can&#8217;t just force people to leave without the owner&#8217;s permission.&#8221;<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Thousands of other families, however, took compensation and moved out.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Say\u00a0Hieng\u00a0said she and the other remaining villagers &#8211; just four families are left &#8211; are threatened regularly.\u00a0<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/4\/185ebde4fdcf46f4be59fbafc2091229_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"2.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/4\/185ebde4fdcf46f4be59fbafc2091229_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"5\">\n<td class=\"caption\">The unfinished port, part of the Chinese redevelopment, stretches out into the Gulf of Thailand\u00a0<span>[Andrew Nachemson\/Al Jazeera]<\/span>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p class=\"p1\"><span class=\"s1\">On May 22, the court called her in and said authorities would tear her house down within two weeks.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&#8220;Before I was scared I couldn&#8217;t sleep, but it&#8217;s been so long it&#8217;s become a normal thing,&#8221;\u00a0she\u00a0said.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&#8220;The court is just like that,&#8221; her husband added.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">When negotiations began,\u00a0Hieng\u00a0said the company refused\u00a0to compensate families for more than five hectares of land and\u00a0only acknowledged one home per family.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Nhen\u00a0Moeun&#8217;s\u00a0late husband,\u00a0Prak\u00a0Thon, was one of the first to move to the area, Pouy Japon, in 1980.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">He built his family home and helped construct the town&#8217;s pagoda.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Thon&#8217;s grave lies beside his home, despite the fact his wife was ordered repeatedly not to bury him there.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The pagoda remains standing,\u00a0but is\u00a0boarded\u00a0up &#8211; the monks were forced to leave.<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/4\/831e34cb02844dfb83b75efe323b363a_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/4\/831e34cb02844dfb83b75efe323b363a_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"3\">\n<td class=\"caption\">UDG relocation homes for villagers were built on unviable farming land and are already falling into disrepair\u00a0<span>[Andrew Nachemson\/Al Jazeera]<\/span>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p class=\"p1\"><span class=\"s1\">Some families who agreed to relocation deals said they have buyers&#8217; remorse.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The compensation, they claim, was offered with threats and coercion.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&#8220;My husband never negotiated. He was 100 percent staying here until he died. I&#8217;m not afraid,&#8221; said\u00a0Moeun\u00a0who believes it&#8217;s her duty to continue her husband&#8217;s legacy\u00a0of resistance.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Around 184 families in\u00a0Moeun\u00a0and Say\u00a0Hieng&#8217;s\u00a0village protest against the company on a daily basis, demanding their land back.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The villagers who accepted compensation have set up camp on the road to their old village.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">While they occasionally rally in the capital Phnom Pen, the families man the shelter almost constantly.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Their makeshift centre is complete with hammocks and coolers full of drinks, as women play cards.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Across the road is a sign: &#8220;We the 184 families ask the government to please do what was promised.&#8221;<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Inside the camp, villagers tell stories of how the company and government cheated them. They claim they were promised five hectares of land in the relocation site, but only received two and a half.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">They also complain the land they have been given on hilly, forested terrain is unusable for farming.<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/4\/aa221966247d4428bc3ecdf7a565a826_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/4\/aa221966247d4428bc3ecdf7a565a826_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"3\">\n<td class=\"caption\">Workers tend to the garden outside the non-functioning casino at the resort\u00a0<span>[Andrew Nachemson\/Al Jazeera]<\/span>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p class=\"p1\">A visit to the relocation site confirms that the area is unsuitable for farming, and many of the homes are already falling apart.<\/p>\n<p class=\"p1\">Rayo\u00a0Nguyen, an environmental activist with Mother Nature Cambodia, said the last time he visited the area, he camped out in a tent.<\/p>\n<p class=\"p1\"><span class=\"s1\">When security guards confronted him, he told them he was a tourist who had missed the last boat to the nearby islands.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&#8220;They told me they were afraid the Chinese would be angry. I said, &#8216;I am Cambodian, this is my land&#8217;.&#8221;\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Plans for a deep-water port, airport,\u00a0and\u00a0fully functioning mini-city resort are reportedly still in the works, but\u00a0a recent visit by Al Jazeera revealed construction\u00a0is not under way.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">A large pier stretches out into the ocean, ending abruptly in open water. There are no boats docked or workers on site.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">On the way to the resort is a giant lake, created by damming a small river. Laurance\u00a0also said Chinese companies have\u00a0built and abandoned\u00a0mega-projects before.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&#8220;In Australia, for example, a big Chinese developer suddenly dropped an [$5.8bn] project to build a giant casino and hotel complex in Cairns, completely stranding local businesses, government, and people that had invested enormous energy to promote and support this project,&#8221; he\u00a0explained.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">A proposed Chinese-built port in Darwin has apparently also stalled.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Bates Gill,\u00a0a professor of Asia-Pacific security studies at Macquarie University in Sydney, said some of the &#8220;structural realities&#8221; of Chinese investment seem to result in a higher tolerance for risk.<br \/>Gill said Chinese developers tolerate this risk because they are not as interested in economics as they are in political influence.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&#8220;Infrastructure and building projects are really about political\u00a0favours\u00a0and patronage &#8211; including the possibilities of bribery and influence-buying,&#8221; he said.<\/span><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Koh\u00a0Kong, Cambodia &#8211;\u00a0&#8220;I&#8217;m Cambodian, I&#8217;m not illegal here,&#8221; said Se Say\u00a0Hieng, one of the last remaining villagers who refuses to leave land that now belongs to China&#8217;s Union Development Group.
