{"id":15688,"date":"2018-09-20T01:23:20","date_gmt":"2018-09-20T01:23:20","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=15688"},"modified":"2018-09-20T01:23:20","modified_gmt":"2018-09-20T01:23:20","slug":"russian-official-calls-for-election-re-run-over-vote-fraud","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=15688","title":{"rendered":"Russian official calls for election re-run over vote fraud"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"138.712165308\">\n<p class=\"speakable\">Russia&#8217;s top election official recommended the result of a gubernatorial election in the country&#8217;s far eastern Primorsky region to be annulled alleging it was rigged.<\/p>\n<p class=\"speakable\">Ella Pamfilova, head of the Central Election Commission, said on Wednesday a raft of irregularities had been identified, including ballot-stuffing and vote-buying.<\/p>\n<p class=\"speakable\">A final decision will be made on Thursday by the regional election commission, and a new vote could be held within three months if it follows Pamfilova&#8217;s recommendations.<\/p>\n<p>The run-off election took place on Sunday between Kremlin-backed United <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/russia.html\">Russia<\/a> candidate Andrei Tarasenko and his Communist challenger Andrei Ishchenko.<\/p>\n<p>On Sunday night, Tarasenko was trailing Ishchenko by more than two percentage points with just under 99 percent of votes counted.<\/p>\n<p>However, on Monday the local election commission said Tarasenko had won by just over one percentage point, with results showing he received almost every one of the final 20,000 votes counted.<\/p>\n<p><span>&#8220;It&#8217;s clear that we have to carry out a full investigation and those guilty must be punished,&#8221; <span>Pamfilova told\u00a0<span>Rossiya-1&#8217;s 60 Minutes show on Wednesday, noting <span>24,500 votes from 13 polling stations were missing in Vladivostok&#8217;s Sovetsky district<\/span>.<\/span><\/span><\/span><\/p>\n<p>One day before the election, Russian\u00a0\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/people\/vladimir-putin.html\">President Vladimir Putin<\/a>\u00a0visited Tarasenko and, according to a Kremlin transcript, told him &#8220;everything will be okay&#8221;.<\/p>\n<p>Following the result, supporters of the Communist Party <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/russia-communist-party-workers-protest-rigged-elections-180917182807881.html\">protested en masse in Vladivostok<\/a>and Ishchenko said he would go on a hunger strike until the result was annulled.<\/p>\n<div data-embed-type=\"Brightcove\" data-embed-id=\"5804106135001\">\n<table class=\"in-article-item video\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td>\n<\/td>\n<\/tr>\n<tr readability=\"3\">\n<td readability=\"5\">\n<p>Protests across Russia over pension reforms<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p>Dmitry Peskov, spokesman for the Kremlin, said the government supported Pamfilova&#8217;s call for a re-run, adding the &#8220;priority of clean and fair elections&#8221; was more important to Putin than his preference for a candidate.<\/p>\n<h2>Waning popularity<\/h2>\n<p>The Tarasenko election and three other reversals to select regional governors this month are the worst showing for Kremlin-backed candidates since 2012.<\/p>\n<p>Communists this month also beat United Russia candidates in elections for the regional parliaments of Khakasia, Irkutsk and Ulyanovsk.<\/p>\n<p>Although Putin&#8217;s United Russia party is still in control of the vast majority of the country, the problems show growing discontent over living standards and plans to delay the official retirement age.<\/p>\n<p>Putin&#8217;s approval rating has\u00a0<a href=\"http:\/\/www.levada.ru\/en\/ratings\/\" target=\"_blank\">fallen about 10 percentage points<\/a>\u00a0since the proposed reforms were announced in June, according to the Levada Center, an independent Moscow-based polling organisation, although it still stands at 70 percent.<\/p>\n<p>Pension reforms by Putin led to a\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/07\/thousands-protest-russia-proposed-retirement-age-rise-180728150903940.html\">series of demonstrations<\/a>\u00a0against the government&#8217;s proposal to gradually raise the retirement age from 60 to 65 for men and from 55 to 63 for women &#8211; changes that would also affect the age at which Russians can receive state pensions.<\/p>\n<p>Following the public outcry, Putin took personal responsibility for the first time in a televised address on Wednesday, describing it as a financial necessity and asking Russians for their understanding.<\/p>\n<p>Almost three million people have signed an online petition against the proposed changes, which have been described by Moskovski Komsomolets, a Moscow newspaper, as &#8220;the most dangerous and risky reform&#8221; of Putin&#8217;s rule.<\/p>\n<p><span>In March, Putin won a\u00a0<\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2018\/03\/russia-elections-vladimir-putin-poised-6-year-term-180318183948085.html\">landslide re-election victory<\/a><span>\u00a0extending his rule for another six years.
