<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/erdogan-putin-agree-de-militarised-zone-syria-idlib-180917142241897.html\">agreement<\/a> signed by Ankara and Moscow to create a demilitarised zone that put on hold a threatened offensive on Idlib, even as they expressed concerns over whether the deal will last.<\/p>\n<p class=\"speakable\">Residents of the province and its suburbs, home to nearly three million people &#8211; half of whom are internally displaced &#8211; have also questioned the willingness of Syrian President <a href=\"https:\/\/www.aljazeera.com\/topics\/people\/bashar-al-assad.html\">Bashar al-Assad<\/a>&#8216;s government to abide by the agreement, described by observers as a diplomatic breakthrough.<\/p>\n<div data-embed-type=\"Brightcove\" data-embed-id=\"5836173696001\">\n<table class=\"in-article-item video\" border=\"0\">\n<tbody readability=\"1.5\">\n<tr>\n<td>\n<\/td>\n<\/tr>\n<tr readability=\"4.5\">\n<td readability=\"6\">\n<p>Idlib assault on hold as Russia, Turkey agree on buffer zone<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p>The 15-20km-wide zone, expected to be implemented by October 15, would allow the &#8220;withdrawal of all radical fighters&#8221; from Idlib, Russian President Vladimir Putin said at a press conference with his Turkish counterpart.<\/p>\n<p>This includes Hay&#8217;et Tahrir al-Sham (HTS), which is dominated by a rebel faction previously known as al-Nusra Front before renouncing its ties to <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/03\/al-qaeda-syria-180301152110387.html\">al-Qaeda<\/a>.<\/p>\n<p>Dr Habib Kshouf said people in his village of Kherbet Eljoz were genuinely scared of a full-scale government-led assault prior to the agreement.<\/p>\n<p>&#8220;The Sochi agreement gave people a glimpse of hope, that they would be spared an aerial and ground assault by government forces and Russia &#8211; at least for the time being,&#8221; the 55-year-old told Al Jazeera from Jisr al- Shughour district, which recently came under bombardment.<\/p>\n<p>At least 1.5 million of Idlib&#8217;s population fled the advance of the Syrian government in other provinces and now reside in makeshift camps that <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/looming-battle-idlib-180908142026400.html\">lack basic services<\/a> such as clean drinking water, and access to uninterrupted electricity.<\/p>\n<p>&#8220;This [agreement] would ensure the return of electricity, water, and other basic services to people here,&#8221; Kshouf said.<\/p>\n<h2>&#8216;Win-win&#8217; for all sides<\/h2>\n<p>The deal, welcomed by UN envoy for Syria Staffan de Mistura on Tuesday, also requires opposition fighters to give up heavy weaponry.<\/p>\n<p>According to Marwan Kabalan, director of the Arab Center for Research and Policy Studies, the agreement is a &#8220;win-win situation for almost everybody&#8221;.<\/p>\n<p>&#8220;For Putin, this is the best he can achieve at this point of time,&#8221; Kabalan told Al Jazeera.<\/p>\n<p>For the Syrian government and Russia, opposition fighters will be moved towards the north to secure a highway that leads to the Hmeimin airbase &#8211; operated by Russia &#8211; from any attacks.<\/p>\n<p>It will also allow the reopening of the M5 highway that links the capital Damascus to Aleppo, and eventually to the trade route to Turkey and Europe.<\/p>\n<p>Kabalan said the agreement &#8220;should be perceived as a victory&#8221; by opposition fighters.<\/p>\n<p>&#8220;The agreement did not ask for the opposition&#8217;s complete disarmament,&#8221; he noted. &#8220;And they will be staying in Idlib &#8211; they were not asked to relocate like they were in Deraa and Eastern Ghouta.&#8221;<\/p>\n<p>Yet residents are concerned about whether the agreement will hold.<\/p>\n<p>The government has been accused of &#8220;indiscriminate attacks&#8221; targeting civilian infrastructure in Idlib by NGOs and aid organisations &#8211; including Islamic Relief Worldwide &#8211; despite Idlib&#8217;s inclusion in the so-called &#8220;<a href=\"https:\/\/www.aljazeera.com\/news\/2017\/05\/syria-de-escalation-zones-explained-170506050208636.html\">de-escalation zones<\/a>&#8221; aimed at shoring up ceasefires.<\/p>\n<p>Since the beginning of September, dozens of people have been killed and wounded in air raids and attacks by the Syrian government and allied Russian fighter jets, according to <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/thousands-rally-looming-offensive-northwest-syria-180914162627442.html\">activists<\/a> on the ground.<\/p>\n<p>&#8220;We&#8217;ve seen the regime use all sorts of excuses in the past when it bombed civilians in Idlib,&#8221; Yahya Daoud, a 23-year-old originally from southern Damascus, told Al Jazeera.<\/p>\n<p>&#8220;So the fear of a government assault is always intact,&#8221; he said from a refugee camp in northern Idlib.<\/p>\n<p>The Syrian government had recently announced plans to launch a major military offensive on the province, long controlled by various armed opposition groups, after managing to claw back swaths of rebel-held territory across the country.<\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/6\/894820d2572f40b7a0f0febe1572ebcd_6.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody>\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/6\/894820d2572f40b7a0f0febe1572ebcd_6.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr>\n<td class=\"caption\">\u00a0<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p>The most recent offensives launched to reclaim Eastern Ghouta and Deraa killed hundreds of civilians, despite their inclusion in the de-escalation deal agreed upon by Turkey, and Assad&#8217;s allies Russia and Iran at a meeting in Kazakhstan&#8217;s capital, Astana, last year.<\/p>\n<p>Both <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/russia.html\">Russia<\/a> and <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/turkey.html\">Turkey<\/a> are considered guarantors of the most recent agreement to establish a demilitarised zone, though the two countries back different sides in the conflict.<\/p>\n<p>While Russia and Iran back Assad, Turkey has been a constant supporter of the moderate opposition throughout the Syrian <a href=\"https:\/\/www.aljazeera.com\/news\/2016\/05\/syria-civil-war-explained-160505084119966.html\">conflict<\/a>, now in its eighth year.<\/p>\n<p>&#8220;As civilians, our trust is in Turkey [to maintain the latest agreement],&#8221; Daoud said from the Atma refugee camp.<\/p>\n<p>Turkey has been trying to avoid an assault on Idlib by utilising pledges made via the Astana diplomatic track to maintain a lasting ceasefire. Its troops have been based in Idlib&#8217;s border areas since May, as well as in Syria&#8217;s Afrin and Al Bab following military operations against Kurdish fighters in Syria&#8217;s north.<\/p>\n<p>For the past few months, Turkey, which borders Idlib, has been attempting to <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/08\/unfold-syria-idlib-bloodbath-180818152943556.html\">align<\/a> rebel groups in the province with its command. Key factions in the province announced last month the formation of a new coalition with some 60,000 fighters.<\/p>\n<p>But now Turkey must work &#8220;harder&#8221; at dissolving HTS, Kabalan said.<\/p>\n<p>&#8220;This issue [of radical groups] will always remain as a ticking bomb within this agreement because Russia and the regime will always be using their presence as pretext to apply more pressure on Turkey,&#8221; he said.<\/p>\n<h2>How long will the agreement hold?<\/h2>\n<p>The Turkish-aligned coalition of moderate fighters excludes <span>Hay&#8217;et Tahrir al-Sham<\/span>, which controls about 60 percent of the province, and two other smaller &#8220;radical&#8221; groups, Kabalan explained.<\/p>\n<p>It is unclear how these fighters will react to the deal&#8217;s conditions of disarming and moving further north, which has raised new fears among Idlib&#8217;s residents who say certain factions may be unwilling to relinquish control of the new zone and give up their arms.<\/p>\n<p>&#8220;We&#8217;re still confused. We&#8217;re not sure how this agreement is going to play out,&#8221; Hikmat al-Alis, 25, told Al Jazeera from the town of Ariha.<\/p>\n<p>&#8220;With HTS asked to remain outside of the new zone, will this mean the start of a new battle?&#8221;<\/p>\n<p>Fears of <span>Hay&#8217;et Tahrir al-Sham\u00a0<\/span>launching attacks from border areas have also had civilians consider the consequences of rebel infighting.<\/p>\n<p>According to Kabalan, Turkey is attempting to persuade &#8220;radical groups&#8221; to comply with the agreement, threatening any pushback may result in a military operation.<\/p>\n<p>If these groups do not comply, a Turkish-Russian understanding may leave HTS, formerly al-Nusra Front, facing the consequence of a coalition attack.<\/p>\n<p>&#8220;That would mean the moderate opposition aligned to Turkey would force al-Nusra to comply with the terms of the agreement,&#8221; Kabalan said, warning another &#8220;bloodbath&#8221; could ensue.<\/p>\n<div data-embed-type=\"Brightcove\" data-embed-id=\"5835191220001\">\n<table class=\"in-article-item video\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td>\n<\/td>\n<\/tr>\n<tr readability=\"3\">\n<td readability=\"5\">\n<p>Thousands rally against looming offensive on northwest Syria<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p>The agreement may also falter if there is a shift in power.<\/p>\n<p>The United States&#8217; military presence in Syria&#8217;s northeast, where it backs Kurdish fighters, may pose a threat to government forces.<\/p>\n<p>&#8220;The Russians believe the US would attack the regime if a big number of civilian casualties arise,&#8221; Kabalan said.<\/p>\n<p>Fears of a potential chemical attack are particularly high, which has lead Idlib&#8217;s residents creating <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/fearing-chemical-attacks-idlib-father-gas-masks-cups-180918075010751.html\">gas masks<\/a> from cups.<\/p>\n<p>&#8220;We fear the use of chemical weapons the most, which could break the [new] fragile agreement,&#8221; Rayyan Abdulrahman, 28, told Al Jazeera from Idlib city.<\/p>\n<p>The US has warned the Syrian government against the use of chemical weapons and threatened another military response.<\/p>\n<p>In April, Washington and its allies <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/04\/allies-strike-syria-chemical-weapons-sites-180414011901735.html\">responded<\/a> to the Syrian government&#8217;s alleged use of chemical weapons against rebels in the town of Douma with a barrage of missile strikes.<\/p>\n<p>But Russia has repeatedly rejected these claims, and recently said rebels are preparing to <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/08\/russia-accuses-syrian-rebels-planing-idlib-chemical-attack-180828153755100.html\">stage<\/a> a chemical attack in Idlib to provoke a response from the West.<\/p>\n<p>At this stage of the war, it is in Russia&#8217;s interest to maintain the Astana process in an attempt to push a political solution in line with its goals.<\/p>\n<p>&#8220;As long as Russia needs Turkey in Syria, they will try to honour this agreement,&#8221; Kabalan said.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Civilians in Syria&#8217;s last rebel-held bastion have cautiously\u00a0welcomed a &#8220;fragile&#8221; agreement signed by Ankara and Moscow to create a demilitarised zone that put on hold a threatened offensive on Idlib, even as they expressed concerns over whether the deal will last.
