Earlier this year, it bought C-Sky, a Chinese chip design firm. <\/p>\n<p> Alibaba Executive Chairman Jack Ma has been vocal about addressing China&#8217;s heavy reliance on foreign-made chips. <\/p>\n<p> &#8220;The market for chips is controlled by America &#8230; and suddenly if they stop selling, what that means, you understand,&#8221; Ma <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-04-25\/jack-ma-says-nations-need-own-tech-to-sidestep-u-s-control\" target=\"_blank\">told university students<\/a> in Tokyo in April. &#8220;That&#8217;s why China, Japan and any country \u2014 you need core technologies.&#8221;<strong><i> <\/i><\/strong> <\/p>\n<p> Ma&#8217;s remarks came shortly after the US Commerce Department <a href=\"http:\/\/money.cnn.com\/2018\/07\/13\/technology\/zte-ban-lifted\/index.html\">blocked American companies from selling parts<\/a> to <span>ZTE<\/span> <span>(<span class=\"inlink_chart\"><a href=\"https:\/\/money.cnn.com\/quote\/quote.html?symb=ZTCOF&#038;source=story_quote_link\" class=\"inlink\">ZTCOF<\/a><\/span>)<\/span>, a Chinese tech company that relied on US suppliers, including chipmakers, to manufacture smartphones and telecommunications equipment. <\/p>\n<p> The ban \u2014 since lifted with strict conditions \u2014<strong> <\/strong> <a href=\"http:\/\/money.cnn.com\/2018\/06\/12\/investing\/zte-stock-trading-us-ban\/index.html\">brought ZTE to its knees<\/a> and highlighted the risks of China&#8217;s dependence on foreign-made technology. <\/p>\n<div class=\"cnnplayer\" id=\"cnnplayer1\">\n<div class=\"cnnVidplayer\">\n<div class=\"summaryImg\" id=\"vid1\" href=\"http:\/\/rss.cnn.com\/video\/technology\/2018\/09\/10\/daniel-zhang-alibaba.cnnmoney\">\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i2.cdn.turner.com\/money\/dam\/assets\/180910123318-alibaba-ceo-daniel-zhang-1024x576.jpg\" width=\"780\" height=\"439\" alt=\"Daniel Zhang: Alibaba's next chairman\" border=\"0\">\n<\/div>\n<\/div>\n<\/div>\n<p> &#8220;The ZTE incident was a wake-up call&#8221; for Chinese leaders, Minxin Pei, professor of government at Claremont McKenna College in California, said at a conference in Hong Kong this month. <\/p>\n<p> But China&#8217;s homegrown chipmakers, which benefit from government support, <a href=\"https:\/\/money.cnn.com\/2018\/06\/08\/technology\/china-computer-chips-foreign-reliance\/index.html\">are struggling to catch up<\/a> with more established foreign rivals. <\/p>\n<p> Alibaba provided few details on its new chip business and didn&#8217;t respond to requests for more information. <\/p>\n<p> The company&#8217;s name, Pingtouge Semiconductor Company, references a Chinese nickname for the honey badger. <\/p>\n<p> Zhang said at a conference Wednesday that he hoped the new company would be inspired by the animal&#8217;s spirited nature. <\/p>\n<p> &#8220;It&#8217;s afraid of nothing.
