{"id":15438,"date":"2018-09-18T00:23:24","date_gmt":"2018-09-18T00:23:24","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=15438"},"modified":"2018-09-18T00:23:24","modified_gmt":"2018-09-18T00:23:24","slug":"us-russia-spat-over-north-korea-sanctions-at-un-security-council","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=15438","title":{"rendered":"US-Russia spat over North Korea sanctions at UN security council"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"163.331748188\">\n<p class=\"speakable\">Nikki Haley, the US<span>\u00a0ambassador to the\u00a0<\/span><a href=\"https:\/\/www.aljazeera.com\/topics\/organisations\/un.html\">United Nations<\/a>, has accused <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/russia.html\">Russia<\/a> of &#8220;cheating&#8221; international sanctions placed on North Korea in a bid to choke Pyongyang&#8217;s\u00a0<span>nuclear and ballistic missile programmes.<\/span><\/p>\n<p class=\"speakable\"><span>During a fractious\u00a0<\/span><span>Security Council meeting on Monday, Haley said Moscow had tried to conceal &#8220;systematic&#8221; violations of the 15-member body&#8217;s penalties on\u00a0<span>Pyongyang and pressure UN experts into altering a report on the implementation of the sanctions.<\/span><\/span><\/p>\n<p class=\"speakable\">&#8220;Russia must cease its violations of\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/country\/north-korea.html\">North Korea<\/a> sanctions. It must end its concerted effort to cover up evidence of sanctions violations,&#8221; Haley said <span>at the UN headquarters in New York<\/span>.<\/p>\n<p>Breaches included Russian assistance in ship-to-ship transfers of banned items, mainly oil but increasingly coal and other goods, she added.<\/p>\n<p>A report compiled by an independent panel reviewing whether UN sanctions on Pyongyang had been implemented was submitted to the Security Council&#8217;s sanctions committee in August.\u00a0Russia objected to the publication of the report at the time, but did not specify which parts it took issue with. <\/p>\n<p>Haley said an amended version was submitted last week that removed evidence of Russian actors violating sanctions. She added that the US blocked the publication of the &#8220;tainted&#8221; report and demanded the release of the initial version.<\/p>\n<p>But\u00a0<span>Vassily Nebenzia,\u00a0Russia&#8217;s UN ambassador, said Moscow insisted on having the report amended as it had become<\/span><span>\u00a0&#8220;hostage to the vision of Washington&#8221; and\u00a0<\/span>did not take into account Russia&#8217;s views.<\/p>\n<p>&#8220;Unsurprisingly, therefore, we insisted on having our position reflected in the document,&#8221; he said, adding that the report determined that a specific ship-to-ship transfer of fuel by a Russian ship cited by Haley was not a violation.<\/p>\n<p><span>Al Jazeera&#8217;s James Bays, reporting from the UN headquarters, said\u00a0<\/span>the spat marked a rare departure from the Security Council&#8217;s seemingly united response to North Korea in recent years.<\/p>\n<p>&#8220;We have seen a lot of division on many issues between the US and Russia in the Security Council, [but] North Korea had been one rare part of the agenda where there was unity. It seems there is no longer unity,&#8221; Bays said.<\/p>\n<p>The Security Council has voted unanimously to ratchet up penalties on Pyongyang several times since 2006, with the most recent bout of sanctions <a href=\"https:\/\/www.aljazeera.com\/news\/2017\/12\/imposes-sanctions-north-korea-171222185050269.html\">rolled out<\/a>\u00a0last December.<\/p>\n<p><span>The measures included a ban on nearly 90 percent of refined petroleum exports to North Korea and\u00a0<span>an order to its nationals working abroad to return to the country within 24 months.<\/span><\/span><\/p>\n<h2>Denuclearisation efforts<\/h2>\n<p>Monday&#8217;s meeting, called for by the US, came on the eve of a high-stakes<span>\u00a0<\/span><span>inter-Korean summit in the Pyongyang.<\/span><\/p>\n<p><span><span>South Korean President\u00a0<\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2018\/05\/president-moon-jae-year-south-korea-president-180509091012256.html\">Moon Jae-in<\/a>\u00a0will travel to the North Korean capital on Tuesday for talks with the North&#8217;s leader,\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/people\/kim-jong.html\">Kim Jong-un<\/a>, in what what will be their third meeting this year.<\/span><\/p>\n<p>Tensions between the two countries have cooled in recent times, prompting hopes of peace on the<a href=\"https:\/\/www.aljazeera.com\/news\/asia-pacific\/2007\/10\/20086151706665476.html\">\u00a0<\/a><a href=\"https:\/\/www.aljazeera.com\/news\/asia-pacific\/2007\/10\/20086151706665476.html\">Korean Peninsula<\/a>, which has been\u00a0<span>divided since the 1950-53\u00a0<\/span><span>Korean War<\/span><span>.\u00a0The two Koreas are technically still at war because their conflict ended with an armistice and not a peace treaty.\u00a0<\/span><\/p>\n<p><span><span>The US, which backed the South during the conflict, has stationed combat troops on the peninsula since the war ended and established a so-called\u00a0<span>nuclear deterrence umbrella in the region.<\/span><\/span><\/span><\/p>\n<p><span><span><span><span>More than 24,000 US troops are stationed in South Korea,\u00a0<\/span><a href=\"http:\/\/www.pewresearch.org\/fact-tank\/2017\/08\/22\/u-s-active-duty-military-presence-overseas-is-at-its-smallest-in-decades\/\" target=\"_blank\">according<\/a><span>\u00a0to Department of Defense figures from 2016.<\/span><\/span><\/span><\/span><\/p>\n<p>In June, US President Donald Trump <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/06\/trump-kim-singapore-summit-latest-updates-180611044520584.html\">met<\/a> Kim at a landmark summit in Singapore, at which the North Korean leader pledged to &#8220;work towards complete denuclearisation&#8221; of the peninsula in a bid to &#8220;build a lasting and stable peace&#8221;.<\/p>\n<p>Talks between Washington and Pyongyang have stalled in recent weeks, however, with Trump accusing North Korea of making\u00a0<span>insufficient progress on the terms of the agreement.<\/span><\/p>\n<p>In August, Trump requested\u00a0<span>Secretary of State Mike Pompeo cancel a diplomatic visit to Pyongyang over the issue.<\/span><\/p>\n<p><span>The US president&#8217;s comments came just days after the\u00a0<\/span>UN&#8217;s nuclear watchdog <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/08\/iaea-indication-halt-north-korea-nuclear-programme-180821141308209.html\">said<\/a>\u00a0in a report there was no indication North Korea had ceased its nuclear activities.<\/p>\n<p><span>&#8220;The continuation and further development of the DPRK&#8217;s nuclear programme and related statements by the DPRK are a cause for grave concern,&#8221;\u00a0<span>International Atomic Energy Agency<\/span><\/span><span>\u00a0chief\u00a0<\/span><span>Yukiya Amano said in the report, referring to North Korea&#8217;s official name &#8211; the Democratic People&#8217;s Republic of Korea.<\/span><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Nikki Haley, the US\u00a0ambassador to the\u00a0United Nations, has accused Russia of &#8220;cheating&#8221; international sanctions placed on North Korea in a bid to choke Pyongyang&#8217;s\u00a0nuclear and ballistic missile programmes.
