I don&#8217;t see it changing any time soon unless other states change their position. Europe and the international community must change its position.<\/p>\n<p class=\"p1\">&#8220;It is morally obliged to, and I would argue, legally obliged to,&#8221; said Carl Buckley, a barrister and Chambers Director at Guernica 37 International Justice Chambers.<\/p>\n<p class=\"p1\">&#8220;Saudi Arabia is emboldened to continue to act as it sees fit, because silence is seen as tacit approval,&#8221; Buckley said at the event, which was hosted by\u00a0Diwan\u00a0London and titled The Arab Gulf States in Transition: The Present Predicament and Future Prospects.<\/p>\n<p class=\"p1\">&#8220;Change won&#8217;t come unless the US backs it&#8221;, added Buckley.<\/p>\n<blockquote class=\"article-quotebox\"><p>The GCC has been ruptured permanently.<\/p>\n<p class=\"blockquote-writer\">Bill Law, journalist<\/p>\n<\/blockquote>\n<p class=\"p1\">Fifteen months after the advent of the latest Gulf crisis, the GCC has been unable to resolve the dispute, which has grown\u00a0increasingly\u00a0bitter\u00a0as it has unfolded.<\/p>\n<p class=\"p1\"><span class=\"s1\">The diplomatic crisis began in June 2017, when Saudi Arabia, the United Arab Emirates, Bahrain and Egypt\u00a0<\/span>severed diplomatic relations with Qatar.<\/p>\n<p class=\"p1\"><span class=\"s1\">The coalition claimed that Qatar&#8217;s alleged support for terrorism was the main reason for the blockade, contending Doha had violated a 2014 agreement with members of the Gulf Cooperation Council (GCC).\u00a0<\/span><\/p>\n<p class=\"p1\">Qatar denies all allegations raised by the quartet.<\/p>\n<p class=\"p1\">Bill Law, a journalist\u00a0who has reported from the Middle East for the BBC, reflected on the way the current crisis has changed the dynamics of the Gulf.<\/p>\n<p class=\"p1\"><span class=\"s1\">&#8220;The GCC has been ruptured permanently.&#8221;<\/span><\/p>\n<p class=\"p1\">Law suggested that the current Gulf crisis has benefitted Iran, which he described as &#8220;the real winner&#8221; in the situation.<\/p>\n<p class=\"p1\">Saudi Arabia and other countries involved in the blockade of Qatar have strongly criticised Qatar&#8217;s relationship with the Islamic Republic.\u00a0<\/p>\n<p class=\"p1\"><span class=\"s1\">Reducing diplomatic relations with\u00a0Iran\u00a0was a key coalition demand\u00a0at the beginning of the crisis, as well as ceasing military coordination with Turkey and closing Al Jazeera.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">On August 24, 2017, Qatar announced that they would restore full diplomatic relations with Iran.<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/6\/5\/11b097ba5f92410884402d5d5e162925_6.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody>\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/6\/5\/11b097ba5f92410884402d5d5e162925_6.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr>\n<td class=\"caption\">\u00a0<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p class=\"p1\">At the London conference, analysts warned that should the crisis continue, negative ramifications may be difficult to reverse.<\/p>\n<p class=\"p1\">&#8220;There is a fragmentation of the concept of the Gulf,&#8221; said Madawi\u00a0Al-Rasheed, a visiting professor at the LSE Middle East Centre.<\/p>\n<p class=\"p1\">&#8220;I can&#8217;t see that any repair can be done, not even a shared enemy would bring them together.&#8221;<\/p>\n<p class=\"p1\">Law suggested that a lack of perspective from Gulf leaders was a major factor in the continuation of the crisis.\u00a0<\/p>\n<p class=\"p1\">Calling for a more measured approach, he said: &#8220;Sane and sensible heads should get together and solve this pointless dispute.<\/p>\n<p class=\"p1\">&#8220;It seems that those are in short supply, and so this crisis will go on and on and on.&#8221;<\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/8\/27\/8d85432d1681428fab379dbd7202c3fc_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/8\/27\/8d85432d1681428fab379dbd7202c3fc_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"3\">\n<td class=\"caption\">Analysts criticised the influence of Mohammed bin Salman on the GCC crisis [File: Evan Vucci\/The Associated Press]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p class=\"p1\"><span class=\"s1\">Analysts agreed that the internal dynamics of Saudi Arabia, particularly the influence of Mohammad bin Salman, has been a major driver of the Gulf crisis.<\/span><\/p>\n<p class=\"p1\">Al-Rasheed said, using a popular acronym for the crown prince: &#8220;MBS is ruling without a legitimacy narrative. Why should we believe in MBS?&#8221;<\/p>\n<p class=\"p1\"><span class=\"s1\">The 33-year-old Saudi political leader has recently been beleaguered by a string of setbacks to his economic\u00a0<\/span>development plans.<\/p>\n<p class=\"p1\">In August, his plans to list Saudi company Aramco on the stock market and raise around $100bn by selling off 5 percent collapsed.<\/p>\n<p class=\"p1\">There has been increasing speculation that the kingdom\u00a0may face economic instability in the near future.\u00a0<\/p>\n<p class=\"p1\">Al-Rasheed\u00a0said:\u00a0&#8220;Saudi Arabia will be in debt. In the near future it is expected Saudi Arabia won&#8217;t be able to export 10 to 12 barrels of oil a day because most of it will be consumed within Saudi Arabia.&#8221;<\/p>\n<p class=\"p1\">Conference delegates compared the economic uncertainty in the kingdom with Qatar&#8217;s relative stability.<\/p>\n<p class=\"p1\">&#8220;Qataris have seen off the blockade, the economy is buzzing.
