{"id":14979,"date":"2018-09-13T22:25:42","date_gmt":"2018-09-13T22:25:42","guid":{"rendered":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=14979"},"modified":"2018-09-13T22:25:42","modified_gmt":"2018-09-13T22:25:42","slug":"hungarys-ceu-under-pressure-despite-eu-move-on-article-7","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=14979","title":{"rendered":"Hungary&#8217;s CEU under pressure despite EU move on Article 7"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"130.211009174\">\n<p class=\"speakable\">Even as the European Parliament <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/explained-eu-parliament-targets-hungary-breach-values-180913110420230.html\">moves to punish<\/a> Hungary for its violation of EU\u2019s core values, a defiant Hungarian government has said its stand on George Soros-funded Central European University (CEU) has not changed.<\/p>\n<p class=\"speakable\">When asked in a television show on Wednesday evening how <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/topics\/country\/hungary.html\">Hungary<\/a> would respond to concerns raised by the Members of European Parliament over CEU, Foreign Minister Peter Szijjarto said the university still &#8220;expects privileges&#8221;, which would be hard for the country\u2019s legislators &#8220;to accept&#8221;.<\/p>\n<p class=\"speakable\">&#8220;The agreement of CEU with another US university does not mean that there is a school there,&#8221; Szijjarto said, referring to a controversial amendment made in the education law last year, which required the university to also offer courses in the United States.<\/p>\n<p>Responding to the minister\u2019s remarks, the CEU issued a statement on Thursday reiterating that it has &#8220;always conformed to the Hungarian laws, and currently fulfils the requirements of the Hungarian legislation on higher education&#8221; passed in March 2017.<\/p>\n<p>The university\u2019s statement added that a delegation of Hungarian officials, led by former Secretary for Education Laszlo Palkovics, &#8220;visited CEU&#8217;s New York facilities in April 2018&#8221;.<\/p>\n<p>When asked for comment by Al Jazeera, a Hungarian government representative cited Palkovics\u2019 interview from June in which he had said they are &#8220;currently examining whether actual training is being performed by the CEU in the United States with the involvement of education experts&#8221;.<\/p>\n<p>CEU, founded 25 years ago by Hungarian-American billionaire Soros known for his support of <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/punishing-tax-stops-refugees-studying-hungarian-universities-180902213913584.html\">refugees<\/a> and the Roma minority, is originally accredited in the New York State.<\/p>\n<p>Following the passage of the law, which many in Hungary saw as part of the government\u2019s wider <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/indepth\/opinion\/2017\/04\/hungary-shut-university-170405104057150.html\">crackdown on dissent<\/a>, the Budapest-based university began holding classes in the US in partnership with New York\u2019s Bard College earlier this year.<\/p>\n<h2>EU takes note<\/h2>\n<p>On Wednesday, the European Parliament <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/eu-lawmakers-disciplinary-action-hungary-180912112849564.html\">voted<\/a>\u00a0to initiate Article 7 procedures against Hungary with 448 votes in favour and 197 against.<\/p>\n<p>It was the first time the EU legislature had triggered disciplinary action against a member state, which could strip the Hungarian government, led by Prime Minister Viktor Orban, of its EU voting rights.<\/p>\n<p>The punitive move was motivated in part by perceived violations of democratic principles committed by the ruling Fidesz party, known for its far-right, anti-immigration policies.<\/p>\n<p>Among the concerns raised at the European Parliament was the Hungarian government\u2019s actions against CEU.<\/p>\n<p>Dutch MEP Judith Sargentini, who spearheaded the vote to enact Article 7 procedures, decried the CEU&#8217;s &#8220;legal limbo&#8221; in a report (<a href=\"http:\/\/www.europarl.europa.eu\/resources\/library\/media\/20180411RES01553\/20180411RES01553.pdf\" target=\"_blank\">PDF<\/a>) that detailed alleged violations of the EU&#8217;s democratic principles.<\/p>\n<p>While Article 7 procedures may deny Hungary its EU voting rights, it is now unlikely to happen with <a class=\"InternalLink\" href=\"https:\/\/www.aljazeera.com\/topics\/country\/poland.html\">Poland<\/a> saying it will not support such moves.<\/p>\n<p>&#8220;We will veto the decision if it comes to sanctions,&#8221;
