{"id":14885,"date":"2018-09-13T01:23:38","date_gmt":"2018-09-13T01:23:38","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=14885"},"modified":"2018-09-13T01:23:38","modified_gmt":"2018-09-13T01:23:38","slug":"public-assembly-banned-in-zimbabwe-capital-amid-cholera-outbreak","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=14885","title":{"rendered":"Public assembly banned in Zimbabwe capital amid cholera outbreak"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"150.548054011\">\n<p class=\"speakable\">Authorities in <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/zimbabwe.html\">Zimbabwe&#8217;s<\/a> capital, Harare, banned public gatherings as part of efforts to contain a cholera outbreak that has killed 21 people over the past week.\u00a0<\/p>\n<p class=\"speakable\">In a statement issued on Wednesday, Zimbabwe Republic Police spokeswoman Charity Charamba asked residents to &#8220;take heed&#8221; of the ruling, which came after health officials identified more than 3,000 suspected cases of the waterborne disease.<\/p>\n<p class=\"speakable\">&#8220;The government has declared the cholera outbreak in Harare a state of emergency, meaning that it is also a threat to human security,&#8221; Charamba said.<\/p>\n<p>Outbreaks of cholera occur regularly in Zimbabwe because of\u00a0<span>dilapidated<\/span><span>\u00a0water and sanitation facilities.\u00a0Informal housing areas without running water have mushroomed and basic infrastructure has collapsed after years of neglect.<\/span><\/p>\n<p><span>Examination of water samples from some wells and boreholes in Harare, home to swathes of slum-like housing, tested positive for contamination with the disease.<\/span><\/p>\n<p>On Tuesday, Health Minister Obadiah Moyo\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/zimbabwe-cholera-outbreak-state-emergency-declared-180911191340403.html\">declared<\/a>\u00a0a state of emergency in the city. &#8220;The number of cases are growing by the day,&#8221; he said, adding the outbreak was caused by &#8220;blocked sewers&#8221;.<\/p>\n<h2>Preventable disease<\/h2>\n<p>Cholera, which can kill within hours if untreated, is caused\u00a0by the consumption of food or water contaminated\u00a0with the bacterium\u00a0Vibrio cholerae.<\/p>\n<p><a href=\"http:\/\/www.who.int\/news-room\/fact-sheets\/detail\/cholera\" target=\"_blank\">According<\/a> to the World Health Organization, it is &#8220;easily treatable&#8221; and even preventable if there is &#8220;universal access to safe drinking water and adequate sanitation&#8221;.<\/p>\n<p>More than 4,000 people were <a href=\"http:\/\/www.who.int\/csr\/don\/2009_06_09\/en\/\" target=\"_blank\">killed<\/a> by the disease during an outbreak in Zimbabwe a decade ago.<\/p>\n<p><a href=\"https:\/\/www.aljazeera.com\/news\/2018\/08\/zimbabwe-emmerson-mnangagwa-sworn-president-180826100106919.html\">Newly installed<\/a> President <a href=\"https:\/\/www.aljazeera.com\/topics\/people\/emmerson-mnangagwa.html\">Emmerson\u00a0Mnangagwa<\/a>, who has pledged to revive Zimbabwe&#8217;s ailing economy and improve public services,\u00a0said officials were working to &#8220;contain and overcome&#8221; the most recent outbreak.<\/p>\n<p>&#8220;<span>I urge all residents of affected areas to exercise extra care with their hygiene &#038; follow the instructions of the authorities,&#8221;\u00a0<span>Mnangagwa said\u00a0<span>in a Twitter post on Wednesday.<\/span> <\/span> <\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\" readability=\"6.62611275964\">\n<p dir=\"ltr\" lang=\"en\">I urge all residents of affected areas to exercise extra care with their hygiene &#038; follow the instructions of the authorities as we seek to contain &#038; overcome this outbreak. We are working tirelessly to control the situation and hope to communicate progress in due course (2\/2)<\/p>\n<p>\u2014 President of Zimbabwe (@edmnangagwa) <a href=\"https:\/\/twitter.com\/edmnangagwa\/status\/1039888397832257536?ref_src=twsrc%5Etfw\">September 12, 2018<\/a>\n<\/p><\/blockquote>\n<h2>&#8216;No lessons learned&#8217;<\/h2>\n<p>Under former leader <a href=\"https:\/\/www.aljazeera.com\/topics\/people\/robert-mugabe.html\">Robert Mugabe<\/a>,\u00a0who was in power from Zimbabwe&#8217;s independence in 1980 until being <a href=\"https:\/\/www.aljazeera.com\/news\/2017\/11\/happening-zimbabwe-171115054133319.html\">removed<\/a> from office by the military late last year, corruption and economic <span>mismanagement<\/span>\u00a0were endemic.<\/p>\n<p>The\u00a0United Nations Human Development Index\u00a0&#8211; which measures health, education and economic performance &#8211; <a href=\"http:\/\/hdr.undp.org\/en\/composite\/HDI\" target=\"_blank\">ranks<\/a> Zimbabwe 154 out of 188 countries.<\/p>\n<p>Amnesty International <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2018\/09\/zimbabwe-cholera-outbreak-highlights-failure-to-invest-in-infrastructure-and-health-system\/\" target=\"_blank\">said<\/a> the country&#8217;s most recent outbreak of cholera was a consequence of its &#8220;failure to invest in and manage both its basic water and sanitation infrastructure and its healthcare system&#8221;.<\/p>\n<p>&#8220;It is appalling that in 2018 people are still dying of such a preventable disease,&#8221; Jessia Pwiti, Amnesty&#8217;s executive director for Zimbabwe, said in a statement on Wednesday.<\/p>\n<p>&#8220;<span>No lessons were learned from the 2008 epidemic and the outbreak and deaths we&#8217;re seeing now is symptomatic of a still broken-down sanitation infrastructure and poor sewer management, worsened by a shortage of drugs and medical supplies,&#8221; she added.<\/span><\/p>\n<p>Last month, 47 African countries <a href=\"https:\/\/afro.who.int\/news\/african-health-ministers-commit-ending-cholera-outbreaks-2030\" target=\"_blank\">committed<\/a> to end cholera outbreaks by 2030 at a WHO Regional Committee for Africa summit in Senegal&#8217;s capital, Dakar.<\/p>\n<p>&#8220;<span>Cholera is a symbol of inequity. I<\/span>t&#8217;s an ancient disease, which has been eliminated in many parts of the world.
