{"id":14665,"date":"2018-09-11T06:30:17","date_gmt":"2018-09-11T06:30:17","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=14665"},"modified":"2018-09-11T06:30:17","modified_gmt":"2018-09-11T06:30:17","slug":"eritrea-consolidates-horn-of-africa-peace-deal","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=14665","title":{"rendered":"Eritrea consolidates Horn of Africa peace deal"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"150.144098109\">\n<p class=\"speakable\"><a href=\"https:\/\/www.aljazeera.com\/topics\/country\/eritrea.html\">Eritrea<\/a> and <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/djibouti.html\">Djibouti<\/a> signed a new peace agreement o<span>n September 6,<\/span>\u00a0effectively ending a decade-long conflict between the two countries.<\/p>\n<p class=\"speakable\"><span>The peace initiative came sooner than many had thought &#8211; signaling a new dawn in relations among nations in the conflict-prone Horn of Africa.<\/span><\/p>\n<p class=\"speakable\"><span>Omar Mahmood, a researcher with the Institute for Security Studies (ISS), said the restoration of ties is a welcome development.<\/span><\/p>\n<p><span>&#8220;Resolving the border concerns paves the way for not just\u00a0the\u00a0resumption of Eritrea&#8217;s relationship with Djibouti, but its wider integration into the Horn of Africa, as this was one of the\u00a0key lingering disputes preventing that,&#8221; Omar said.\u00a0<\/span><\/p>\n<p><span>&#8220;It is a bit unclear in terms of what the economic dividends for both may be. Eritrea has started to pursue a similar strategy to Djibouti in which it is capitalising on its strategic coastline by hosting foreign military bases and developing its port infrastructure,&#8221; he added.<\/span><\/p>\n<p><span>The resumption of harmonious relations between Eritrea and Djibouti comes months after Ethiopia ended the 20-year war with Eritrea.<\/span><\/p>\n<p><span>Martin Plaut, a senior research fellow at the Institute of Commonwealth Studies, is calling for sustained agreements.<\/span><\/p>\n<p><span>&#8220;After so many years there must be a residue of distrust. Shaking hands is one thing, laying a firm foundation for ending confrontation is another,&#8221; Plaut said.<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2017\/6\/16\/419a65a0b46f4fcea09ad04e612b434c_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2017\/6\/16\/419a65a0b46f4fcea09ad04e612b434c_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"2\">\n<td class=\"caption\">The border dispute between both countries led to the killing of some Djiboutian troops [Al Jazeera]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<h2><span>Rapprochement<\/span><\/h2>\n<p><span>Eritrea and Djibouti have been at odds over a border dispute since June 2008 that led to military clashes that killed a dozen Djiboutian troops.<\/span><\/p>\n<p><span>The <span>Dumeira Mountain and Dumeira Island &#8211; border lines along the Red Sea &#8211; had separated both countries as they battled for territorial control.<\/span><\/span><\/p>\n<p><span>Repeated clashes over the disputed territory raised fears the conflict could engulf the entire Horn of Africa region.<\/span><\/p>\n<p><span>Eritrea, one of the world&#8217;s most closed-off nations, accused Djibouti of launching unprovoked attacks.<\/span><\/p>\n<p><span>Asmara also accused Ethiopia of supporting Djibouti in the dispute.<\/span><\/p>\n<p>It was hit with a <a href=\"https:\/\/www.aljazeera.com\/topics\/organisations\/un.html\">UN<\/a> arms embargo in 2009 for allegedly providing assistance to fighters in Somalia and for failing to pull troops out of disputed territory with Djibouti.<\/p>\n<p><span>The region was mired in a bitter conflict, making their borders unsafe.<\/span><\/p>\n<p><span>&#8220;If this &#8211; and the Eritrea-Ethiopia border resolution &#8211; are built on and the underlying problems eliminated then the people of the Horn of Africa will be much closer to peace,&#8221; Plaut said.<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/7\/16\/053a356fedc74ab7b2b5298938cd09b8_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/7\/16\/053a356fedc74ab7b2b5298938cd09b8_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"2\">\n<td class=\"caption\">Ethiopia and Eritrea signed a peace deal in July to end 20 years of conflict [File: Anadolu]\u00a0<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<h2><span>New dawn<\/span><\/h2>\n<p><a href=\"https:\/\/www.aljazeera.com\/topics\/country\/ethiopia.html\">Ethiopia<\/a>\u00a0reopened its embassy in Eritrea last week after a 20-year hiatus in a further sign of<span class=\"apple-converted-space\">\u00a0<\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2018\/07\/eritrea-ethiopia-peace-nations-restore-links-180715083644956.html\">improving relations<\/a>\u00a0between the neighbours<span class=\"apple-converted-space\"><span>\u00a0<\/span><span>who signed a peace accord earlier this year.<\/span><\/span><\/p>\n<p><span>In July,<span class=\"apple-converted-space\">\u00a0<\/span><\/span><span><a href=\"https:\/\/www.aljazeera.com\/news\/2018\/07\/ethiopia-eritrea-agree-normalise-ties-reopen-embassies-180708193947747.html\"><span>Eritrea reopened its embassy<\/span><\/a><span class=\"apple-converted-space\"><span>\u00a0<\/span><span>in the Ethiopian capital, Addis Ababa, and<span class=\"apple-converted-space\">\u00a0<\/span><\/span><\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2018\/07\/eritrea-appoints-ambassador-ethiopia-20-years-180721114224795.html\"><span>named an ambassador<\/span><\/a><span class=\"apple-converted-space\"><span>\u00a0<\/span><span>to represent it.<\/span><\/span><\/span><\/p>\n<p><span>The presidents of Eritrea and Somalia signed an agreement in July to restore their countries&#8217; relations after years of animosity.<\/span><\/p>\n<p><span>&#8220;Following the resolution of its border dispute with Ethiopia, and the state visits by the leaders of Somalia and South Sudan, Eritrea is now primed to be re-admitted into the regional organisation IGAD. The issue with Djibouti was one of the lingering major concerns that needed to be addressed,&#8221; Mahmood said.<\/span><\/p>\n<p>The UN has hailed the normalisation of relations between Djibouti, Eritrea, Ethiopia and <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/somalia.html\">Somalia<\/a>.<\/p>\n<p><span>&#8220;The agreement reached among the four ministers to work together to restore peace and stability in the region is a positive example for the Horn and beyond,&#8221; UN Secretary-General Antonio Guterres\u00a0said.<\/span><\/p>\n<p><span>Eritrea has asked the UN to lifts its sanctions, pointing to the region&#8217;s latest diplomatic shifts.<\/span><\/p>\n<p><span>Somali President <span>Mohamed Abdullahi Mohamed<\/span> has also <\/span>called for the lifting of sanctions on Eritrea, imposed over the country&#8217;s alleged support for the a<span>l-Qaeda-linked al-Shabab<\/span> armed group.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Eritrea and Djibouti signed a new peace agreement on September 6,\u00a0effectively ending a decade-long conflict between the two countries.
