{"id":14411,"date":"2018-09-09T03:27:42","date_gmt":"2018-09-09T03:27:42","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=14411"},"modified":"2018-09-09T03:27:42","modified_gmt":"2018-09-09T03:27:42","slug":"after-tehran-talks-syria-and-russia-forces-step-up-idlib-attacks","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=14411","title":{"rendered":"After Tehran talks, Syria and Russia forces step up Idlib attacks"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"183.466112266\">\n<p class=\"speakable\"><strong>Antakya, Turkey <\/strong>&#8211; Syrian government forces backed by their Russian allies have stepped up their bombardment of rebel-held territories in northwest <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/syria.html\">Syria<\/a>, killing at least six civilians, according to local activists.<\/p>\n<p class=\"speakable\">The air raids and shelling on Saturday came a day after <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/erdogan-calls-idlib-ceasefire-tehran-summit-180907122805420.html\">Russia rejected a Turkish call for a ceasefire<\/a> in Syria&#8217;s Idlib province, where a major government assault aimed at recapturing the last rebel stronghold in the country is seemingly imminent.<\/p>\n<p class=\"speakable\">The attacks targeted areas in southern Idlib province and in the north of neighbouring Hama province, i<span>n what is seen as the biggest escalation over the past week.<\/span><\/p>\n<p>One hospital in the village of Hass in southern Idlib was destroyed<span>\u00a0by a barrel bomb dropped from a helicopter.<\/span><\/p>\n<p>Local activists told Al Jazeera that six civilians died in the bombardment, including one child.<\/p>\n<p>According to Abd al-Kareem al-Rahmoun, a representative of the <a href=\"https:\/\/www.aljazeera.com\/programmes\/witness\/2016\/08\/syria-white-helmets-160812150421487.html\">White Helmets<\/a>, a volunteer rescue group operating in rebel-held parts of Syria, the town of Qalaat al-Madiq in northern Hama province was targeted with more than 150 shells.<\/p>\n<p>The shelling killed two men and wounded five others, including two children.<\/p>\n<p><span>At least 26 people in rebel-held areas have been killed since the beginning of the month, the White Helmets said.<\/span><\/p>\n<p>Rebel factions in northern Hama province responded to Saturday&#8217;s attacks with rocket fire and shelling of areas under government control, including the city of Salhab further west. According to the UK-based Syrian Observatory for Human Rights (SOHR), there were no reported casualties.\u00a0<\/p>\n<p>On Friday, rebel shelling killed 10 people, including five children in the Christian-majority town of Maharda in western Hama province, SOHR reported.\u00a0<\/p>\n<p>Mohamad Haj Ali, commander of the First Coastal Division, which is part of the moderate opposition formation al-Jabha al-Wataniya lil-Tahrir (NLF), told Al Jazeera that despite the escalation, the battle for Idlib has not started yet.\u00a0<\/p>\n<p>&#8220;[The offensive was delayed] because of Turkish pressure on the Russians. We still hope for a diplomatic solution,&#8221; he said, adding, however, that<span>\u00a0he expects the offensive to be launched in the coming weeks.<\/span><\/p>\n<p>If this happens, its first stage will target northern Latakia province and the area around the town of Jisr al-Shaghour in southern Idlib, he said.<\/p>\n<p>In a separate development, clashes erupted between Syrian troops and Kurdish security forces known as Asayesh in the Kurdish-majority city of Qamishli in northern Hasakah province.\u00a0<\/p>\n<p>At least 13 members of the government forces were killed and seven\u00a0Asayesh fighters, according to SOHR.\u00a0<\/p>\n<p>Although Qamishli is fully controlled by Kurdish forces, Damascus has retained control of a military base in its outskirts.<\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/6\/894820d2572f40b7a0f0febe1572ebcd_6.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody>\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2018\/9\/6\/894820d2572f40b7a0f0febe1572ebcd_6.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr>\n<td class=\"caption\">\u00a0<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<h2>What next after Tehran summit?<\/h2>\n<p>In a <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/erdogan-calls-idlib-ceasefire-tehran-summit-180907122805420.html\">summit<\/a><span>\u00a0<\/span>on Friday <span>in the Iranian capital<\/span>, Turkey &#8211; which backs certain rebel groups in Idlib &#8211; and Assad allies Russia and <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/iran.html\">Iran<\/a> failed to reach an agreement on the fate of the province, which is home to about three million people, half of whom are internally displaced.<\/p>\n<p>Turkish President Recep Tayyip Erdogan&#8217;s proposal for a cessation of hostilities was<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/erdogan-calls-idlib-ceasefire-tehran-summit-180907122805420.html\"> rejected<\/a>\u00a0by his Russian counterpart, Vladimir Putin.<\/p>\n<p>Naji Abu Hadhifa, a spokesperson for the NFL, told Al Jazeera that nothing has changed after the Tehran summit, which confirmed the armed opposition&#8217;s low expectations.<\/p>\n<p>According to <span>Hadhifa<\/span>, the intensified bombardment of southern Idlib and northern Hama provinces is aimed at frightening the civilian population.<\/p>\n<p>He added, though, that the armed opposition has stepped up preparations to deal with a large-scale government offensive, and even a <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/idlib-offensive-looms-residents-fear-chemical-attacks-180907131200825.html\">feared chemical attack<\/a>.<\/p>\n<p><span>Hadhifa\u00a0<\/span>also accused\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/country\/russia.html\">Russia<\/a>\u00a0<span>of trying to sow divisions within the opposition by\u00a0<\/span>&#8220;lying&#8221; that there are some factions who want reconciliation and are seeking to establish contact with the Syrian government or Moscow.<\/p>\n<p>Earlier on Saturday, Turkish Foreign Minister Mevlut Cavusoglu also downplayed the current escalation and said that <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/turkey.html\">Turkey<\/a> is currently working hard to de-escalate the situation.<\/p>\n<p>&#8220;The terrorist groups in Idlib were brought there by those who are now attacking them &#8211; from Aleppo, Homs, the south &#8211; through corridors.
