{"id":13963,"date":"2018-09-05T19:23:27","date_gmt":"2018-09-05T19:23:27","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=13963"},"modified":"2018-09-05T19:23:27","modified_gmt":"2018-09-05T19:23:27","slug":"un-envoy-positive-before-yemen-peace-talks-despite-no-rebels","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=13963","title":{"rendered":"UN envoy positive before Yemen peace talks &#8211; despite no rebels"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"124.253236501\">\n<p class=\"speakable\">The UN&#8217;s special envoy to <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/yemen.html\">Yemen<\/a> expressed confidence even though the\u00a0<a href=\"https:\/\/www.thenational.ae\/world\/mena\/un-envoy-to-yemen-announces-geneva-talks-in-september-1.756616\">first day of peace<\/a>\u00a0talks between rebels and the internationally recognised Yemeni government was pushed by a day, as\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/subjects\/houthis.html\">Houthis<\/a> failed to arrive in Switzerland.<\/p>\n<p class=\"speakable\">Speaking at a press conference in Geneva on Wednesday, Martin Griffiths said despite delays in the arrival of the Houthi delegation, he was confident representatives will attend Friday&#8217;s UN-sponsored discussions to help end the <a href=\"https:\/\/www.aljazeera.com\/news\/2017\/12\/yemen-civil-war-ali-abdullah-saleh-death-171204163618674.html\">three-year war<\/a> that has killed thousands.<\/p>\n<p class=\"speakable\"><span>Griffiths<\/span>\u00a0said he hoped to see both parties in the same room. Previous reports suggested there would not be face-to-face meetings with intermediaries used for communication.<\/p>\n<p>The meeting will be the first UN-led peace talks in two years, although chances of anything more than an agreement to further discussions are slim.\u00a0<\/p>\n<p><span>The rebels said they were stranded in Yemen&#8217;s capital, Sanaa, on the eve of the peace talks, <\/span>unable to &#8220;secure authorisation&#8221; from the Saudi-Emirati-led military coalition for a plane to transport its delegation and wounded fighters out of the country, according to the Houthi&#8217;s Al Masirah TV.\u00a0<\/p>\n<p>Houthi spokesman Mohammed Abdulsalam tweeted on Tuesday the UN &#8220;made promises on facilitating the transport of the wounded &#8230; abroad&#8221;, and accused the world body of stalling.\u00a0<\/p>\n<p>Griffiths said talks with the Yemeni government will start Wednesday night, and efforts were being made to ensure the Houthis&#8217; presence.<\/p>\n<p>&#8220;We are working at it. I think this issue will sort itself out. Yemen talks have always had a delay to begin. We are going to make it happen,&#8221; he said.<\/p>\n<h2><strong>Turning the page<\/strong><\/h2>\n<p><span>The UN envoy told reporters in Geneva there was no military solution to the Yemeni conflict.<\/span><\/p>\n<p>&#8220;It has been a process in Yemen. This is an opportunity for that page to be turned. We are talking about consultations &#8211; this is not a negotiation &#8211; this a process. We want to understand the issues of both parties,&#8221; Griffiths said.<\/p>\n<div data-embed-type=\"Brightcove\" data-embed-id=\"5827678128001\">\n<table class=\"in-article-item video\" border=\"0\">\n<tbody readability=\"1\">\n<tr>\n<td>\n<\/td>\n<\/tr>\n<tr readability=\"3\">\n<td readability=\"5\">\n<p><strong>WATCH:<\/strong> The UN&#8217;s Yemen report (1:17)<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p>&#8220;This is a Yemeni-Yemeni discussion, it&#8217;s not for other countries to determine.&#8221;<\/p>\n<p>Griffiths will act as the intermediary between government officials and Houthi representatives.<\/p>\n<p>While the Houthis control Sanaa and much of northern\u00a0Yemen, the Saudi-Emirati-led coalition controls its airspace.<\/p>\n<p>In 2014, the Houthis seized Sanaa and drove the government of <a href=\"https:\/\/www.aljazeera.com\/news\/middleeast\/2012\/02\/2012219133034774204.html\">Abd-Rabbu Mansour Hadi<\/a> into exile, marking a major turning point in\u00a0Yemen&#8217;s long-running conflict.\u00a0<\/p>\n<p>The following year, <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/saudi-arabia.html\">Saudi Arabia<\/a> and allies formed the regional military coalition to back Hadi&#8217;s government in its fight against the rebels.<\/p>\n<p>More than 10,000 people have been killed since 2015 &#8211; a death toll that has not been updated in years and is likely much higher.
