{"id":13743,"date":"2018-09-03T19:23:09","date_gmt":"2018-09-03T19:23:09","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=13743"},"modified":"2018-09-03T19:23:09","modified_gmt":"2018-09-03T19:23:09","slug":"argentinas-macri-raises-taxes-axes-ministries-after-peso-plunge","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=13743","title":{"rendered":"Argentina&#8217;s Macri raises taxes, axes ministries after peso plunge"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"186.659459459\">\n<p class=\"speakable\">Argentina&#8217;s President <a href=\"https:\/\/www.aljazeera.com\/topics\/people\/mauricio-macri.html\">Mauricio Macri<\/a> had announced emergency measures to control to slide of the country&#8217;s currency, including new taxes on exports and cutting government ministries by half.<\/p>\n<p class=\"speakable\">The 59-year-old, who was elected in December 2015 on a pro-business platform, also said on Monday that his government would reinstate export taxes on agricultural products, backtracking on a major campaign promise.<\/p>\n<p class=\"speakable\">The austerity move come\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/08\/imf-vows-full-support-argentina-economic-crisis-180831134003627.html\">three days<\/a> after Argentina&#8217;s Central Bank <a href=\"https:\/\/twitter.com\/BancoCentral_AR\/status\/1035160941355257856\">raised interest rates<\/a>\u00a0to 60 percent &#8211; the world&#8217;s highest.<\/p>\n<p>Speaking in a televised address, Macri acknowledged that the country&#8217;s <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/08\/argentinas-peso-hits-record-dollar-180830070737950.html\">economic crisis<\/a>\u00a0had become an &#8220;emergency&#8221; and that export taxes would be reintroduced to shore up the peso, which has lost more than half of its value this year.<\/p>\n<p>&#8220;To cover what&#8217;s missing during this transition &#8230; we&#8217;ll ask those who have more capacity to contribute,&#8221; he said.<\/p>\n<p>&#8220;I&#8217;m referring to those who export in <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/argentina.html\">Argentina<\/a>, that your contributions are greater.<\/p>\n<p>&#8220;In regard to our governing team, I&#8217;ve made the decision to reduce the number of ministries to less than half &#8230; I&#8217;ve decided to reduce my cabinet even more so we can give the upcoming agenda a more focused response.&#8221;<\/p>\n<p>Nicolas Saldias, a researcher at the Washington, DC-based Wilson Center focusing on Argentine politics and economics, described the announced measures as &#8220;necessary&#8221; and &#8220;the best of all the worst options&#8221;.<\/p>\n<p>&#8220;<span><span>The country has run out of access to international credit markets because of the high interest rates they have to pay,&#8221; he told Al Jazeera.<\/span><\/span><\/p>\n<p><span>Salidas noted that<\/span>\u00a0the highly controversial choice to bring back export taxes might have an adverse effect on the economy by lessening the willingness of businesses to sell abroad.<\/p>\n<p>He added, however, that Macri has few other potential sources of revenue and welcomed the government&#8217;s &#8220;<span>commitment to not reduce social spending&#8221; by focusing on\u00a0<span>competitive sectors of the economy that &#8220;can afford to pay more taxes for a limited period of time&#8221;.<\/span><\/span><\/p>\n<h2>IMF package<\/h2>\n<p>Argentina, the third-largest economy in <a href=\"https:\/\/www.aljazeera.com\/topics\/regions\/latin-america.html\">Latin America<\/a>, currently has an unemployment rate of\u00a0about nine percent.<\/p>\n<p>According to the World Bank, more than 28 percent of its some 43 million people\u00a0<a href=\"http:\/\/www.worldbank.org\/en\/country\/argentina\/overview\" target=\"_blank\">live<\/a>\u00a0in poverty.<\/p>\n<p>During his speech, Macri also pledged to increase food plans for struggling Argentinians.<\/p>\n<p>&#8220;These changes we&#8217;re making to our team and with the advances we&#8217;re making with the International Monetary Fund (<a href=\"https:\/\/www.aljazeera.com\/topics\/organisations\/imf.html\">IMF<\/a>), we will begin to overcome the crisis, while always, always taking care of those who need it the most,&#8221; he said.<\/p>\n<p>In June, the IMF <a href=\"https:\/\/www.aljazeera.com\/news\/americas\/2018\/06\/workers-paralyse-argentina-general-strike-180625160253760.html\">agreed to a three-year, $50bn relief package<\/a>\u00a0but on Monday Nicolas Dujovne, Argentina&#8217;s treasury minister, travelled to Washington, DC to negotiate with the body for the funds to be released quicker.<\/p>\n<p>However, many Argentines are wary of the IMF after its <a href=\"https:\/\/www.imf.org\/external\/np\/pdr\/lessons\/100803.pdf\" target=\"_blank\">perceived\u00a0role<\/a>\u00a0in the country&#8217;s worst ever financial crisis, during 2001-2002, which left one out of every five people unemployed and thrust millions into poverty.<\/p>\n<p><span>The agreement sparked\u00a0<\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2018\/07\/argentina-economy-protest-unpopular-imf-loan-180722110042951.html\">widespread protests<\/a><span>\u00a0across the country, with many blaming the IMF&#8217;s\u00a0free-market policies for contributing to the economy&#8217;s collapse 17 years ago.<\/span><\/p>\n<p>A May\u00a0<a href=\"https:\/\/www.dalessio.com.ar\/informes\/informe-el-75-cree-que-es-inadecuado-pedirle-ayuda-al-fmi\" target=\"_blank\">survey<\/a>\u00a0of more than 1,000 people by Argentinian pollsters D&#8217;Alessio Irol\/Berensztein\u00a0found that 75 percent of respondents felt seeking assistance from the IMF was problematic.<\/p>\n<h2>Struggling to make ends meet<\/h2>\n<p>Al Jazeera&#8217;s Teresa Bo, reporting from the capital, Buenos Aires, said the emergency loan may not be enough to reassure investors or the public.<\/p>\n<p>&#8220;The president said that these were the most difficult days in his life since he was kidnapped many years ago,&#8221; she said, referring to Macri&#8217;s <a href=\"https:\/\/www.reuters.com\/article\/us-argentina-election-candidates-factbox\/factbox-argentinas-presidential-candidates-and-their-policies-idUSKCN0TB06O20151122\" target=\"_blank\">abduction<\/a> in 1991.<\/p>\n<p>&#8220;For the government right now, the big priority is to give investors confidence that Argentina won&#8217;t default again but on the streets the situation is completely different,&#8221; added Bo, noting that more demonstrations were expected to take place.<\/p>\n<p>&#8220;The government had said that inflation was going to be between 15 and 20 percent [this year], but that figure is now expected to be between 30 and 35 percent, so there are lots of people who are worried,&#8221; she said.<\/p>\n<p>However, Salidas said the measures show the government is attempting to soften the economic blow felt by Argentines.\u00a0<\/p>\n<p>&#8220;In terms of the average person, this is a budget that promises not to touch social spending,&#8221;
