{"id":13717,"date":"2018-09-03T12:27:29","date_gmt":"2018-09-03T12:27:29","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=13717"},"modified":"2018-09-03T12:27:29","modified_gmt":"2018-09-03T12:27:29","slug":"pakistan-us-aid-cut-was-money-owed-not-assistance","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=13717","title":{"rendered":"Pakistan: US aid cut was money owed, not assistance"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"131.125259516\">\n<p class=\"speakable\"><strong><span>Islamabad, Pakistan &#8211;<\/span><\/strong>\u00a0The significance of United States <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/pentagon-cancel-300m-pakistan-aid-armed-groups-180902060147916.html\">cancelling $300m<\/a> in security assistance to the <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/09\/pentagon-cancel-300m-pakistan-aid-armed-groups-180902060147916.html\">Pakistan<\/a>\u00a0has been downplayed by the country&#8217;s foreign minister who said the amount was a reimbursement and not assistance.<\/p>\n<p class=\"speakable\">Relations between the US and Pakistan have been\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/01\/pakistan-ties-tested-killed-huge-aid-cut-180112115644743.html\">increasingly frayed<\/a>\u00a0since January, when US President Donald Trump suspended more than $1.1bn in security assistance to the country over allegations that it was not acting against armed groups such as the Afghan Taliban.<\/p>\n<p class=\"speakable\">Pakistan denies the charge, saying it has conducted indiscriminate military operations against all armed groups operating on its soil.<\/p>\n<p>On Sunday, Pentagon spokesperson Lt-Col Kone Faulkner confirmed that the US would be finally cancelling $300m in Coalition Support Funds (CSF), which was part of the $1.1bn suspended in January, reassigning the funds to other projects, &#8220;due to a lack of Pakistani decisive actions in support of the South Asia Strategy&#8221;.<\/p>\n<p>&#8220;This $300m was neither any aid nor assistance,&#8221; said Pakistan&#8217;s new Foreign Minister Shah Mahmood Qureshi on Sunday evening.<\/p>\n<p>&#8220;It is our share in CSF. This is the money which Pakistan has already spent through its own resources and [the US] was to reimburse it to us.&#8221;\u00a0<\/p>\n<p><a href=\"https:\/\/www.aljazeera.com\/topics\/country\/united-states.html\">US<\/a><span>\u00a0Secretary of State Mike Pompeo, <span>accompanied by US military chief General Joseph Dunford,<\/span>\u00a0is due for a visit to Islamabad on Wednesday.<\/span><\/p>\n<p>Qureshi said that ties between Pakistan and the US are currently &#8220;almost non-existent&#8221;, but he hoped this would change after Pompeo&#8217;s visit.<\/p>\n<p>&#8220;With the visit of the US Secretary of State we have an opening and a beginning can be made, and we will try to build a consensus in areas of mutual interest,&#8221; he said.<\/p>\n<p><span>&#8220;It is our shared objective to cleanse the region and the world of terrorism.<\/span><\/p>\n<p><span><span>&#8220;We will listen to their point of view, and we will present our position to them,&#8221; he said. &#8220;Our objective is that we move our relationship forward based on trust, respect and understanding.&#8221;<\/span><\/span><\/p>\n<h2><span><span>Pompeo visit<\/span><\/span><\/h2>\n<p>Pompeo and Dunford are expected to hold talks with the newly elected government, led by longtime opposition politician Imran Khan, and military chief General Qamar Javed Bajwa.<\/p>\n<p>For over a decade, Pakistan has received CSF assistance to reimburse its military for expenditures incurred in its war against armed groups, including the Pakistani Taliban.<\/p>\n<p><a href=\"https:\/\/www.aljazeera.com\/topics\/country\/afghanistan.html\">Afghanistan<\/a> and the US accuse the country of offering safe haven to leaders\u00a0 of the Afghan Taliban and Haqqani Network, which have been waging a 17-year war since the US invasion of Afghanistan in 2001.<\/p>\n<p><span>Pakistan denies that it has aided the Afghan Taliban and its allies. <\/span><\/p>\n<p>In 2016, Akhtar Mansour, then-chief of the Afghan Taliban, was <a href=\"https:\/\/www.aljazeera.com\/news\/2016\/05\/taliban-leader-killed-drone-strike-160521204020111.html\">killed<\/a> in a US drone strike on Pakistani territory, while travelling in the southwestern province of Balochistan using Pakistani identity papers.<\/p>\n<p><strong><em><span>Asad Hashim is Al Jazeera&#8217;s digital correspondent in Pakistan.
