{"id":13024,"date":"2018-08-28T12:26:19","date_gmt":"2018-08-28T12:26:19","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=13024"},"modified":"2018-08-28T12:26:19","modified_gmt":"2018-08-28T12:26:19","slug":"south-sudan-rebel-leader-machar-refused-to-sign-peace-deal","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=13024","title":{"rendered":"South Sudan rebel leader Machar &#8216;refused&#8217; to sign peace deal"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"98.9931972789\">\n<p class=\"speakable\">South Sudan rebel leader <a href=\"https:\/\/www.aljazeera.com\/indepth\/2013\/12\/profile-south-sudan-riek-machar-20131230201534595392.html\">Riek Machar<\/a>\u00a0along with other main opposition groups have refused to sign the latest draft of a peace deal with the government that would end a brutal civil war.<\/p>\n<p class=\"speakable\">The opposition leader and South Sudanese President\u00a0<a href=\"https:\/\/www.aljazeera.com\/indepth\/2013\/12\/profile-president-salva-kiir-2013122719322617909.html\">Salva Kiir<\/a>\u00a0signed a<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/08\/south-sudan-rival-leaders-sign-power-sharing-agreement-180805172347086.html\">\u00a0ceasefire and power-sharing agreement<\/a>\u00a0last month, one of a series of apparent breakthroughs in recent months.<\/p>\n<p class=\"speakable\">But Machar&#8217;s refusal to sign the latest draft could be a sign of how difficult it will be to implement a full agreement.<\/p>\n<p>&#8220;The main South Sudanese opposition groups, including the SPLM-IO (Machar faction), refused to sign the final document demanding that their reservations be guaranteed in it,&#8221; <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/sudan.html\">Sudan<\/a>&#8216;s Foreign Minister Al-Dierdiry Ahmed told reporters in Khartoum on Tuesday.<\/p>\n<p>Previous peace deals have held for only a matter of months before fighting resumed.\u00a0<\/p>\n<p><span>Kiir has blamed the collapse of previous peace agreements on foreign influence.<\/span><\/p>\n<p>The warring parties have held weeks of talks in Khartoum in search of a comprehensive peace deal to end the conflict that has killed tens of thousands of people and displaced millions.<\/p>\n<p>In June, an initial agreement was signed to end the fighting, but Machar rejected some proposals such as having three different capitals to distribute power.<\/p>\n<p>&#8220;In 2015, the government changed the number of states from 10 to 32,&#8221; said Al Jazeera&#8217;s Hiba Morgan.<\/p>\n<p>&#8220;Machar has opposed that vehemently and said he didn&#8217;t want 32 states. He wanted 10 so that he can have more control. This was one of the main sticking points between the two sides.<\/p>\n<p><a href=\"https:\/\/www.aljazeera.com\/topics\/country\/south-sudan.html\">South Sudan<\/a>&#8216;s civil war erupted in December 2013, less than two years after the country gained independence from Sudan.<\/p>\n<p>The war has uprooted a quarter of South Sudan&#8217;s population of 12 million, ruined the country&#8217;s agriculture sector and battered its economy.<\/p>\n<p>On Saturday, South Sudan resumed <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/08\/south-sudan-oil-revival-boost-economic-recovery-180828071729069.html\">drilling for oil<\/a> in some abandoned oilfields to boost the country&#8217;s economy.<\/p>\n<\/div>\n<div readability=\"32\">\n<p>\n            SOURCE: <span>Al Jazeera and news agencies<\/span><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>South Sudan rebel leader Riek Machar\u00a0along with other main opposition groups have refused to sign the latest draft of a peace deal with the government that would end a brutal civil war.
