{"id":11218,"date":"2018-08-12T01:37:09","date_gmt":"2018-08-12T01:37:09","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=11218"},"modified":"2018-08-12T01:37:09","modified_gmt":"2018-08-12T01:37:09","slug":"palestinian-hit-by-israeli-fire-succumbs-to-injuries","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=11218","title":{"rendered":"Palestinian hit by Israeli fire succumbs to injuries"},"content":{"rendered":"<div data-io-article-url=\"http:\/\/www.arabnews.com\/node\/1354876\/middle-east\" readability=\"62\">\n<p class=\"rtejustify\">\nUNITED NATIONS: UN experts say \u201cpredatory behavior\u201d by armed groups in Libya is posing a direct threat to forming a national government and ending lawlessness that has fueled Islamic militancy, human trafficking and instability in the wider region.<br \/>The experts also warned in the summary of a report to the UN Security Council obtained Friday by The Associated Press that \u201cthe use of violence to exert control over Libya\u2019s state institutions might result in a return of armed confrontations in Tripoli,\u201d the country\u2019s capital.<br \/>They said the Libyan Investment Authority, National Oil Corporation and Central Bank of Libya \u201cwere targets of threats and attacks, impacting on the performance of Libya\u2019s oil and financial sectors.\u201d<br \/>Libya slid into chaos after a 2011 NATO-backed uprising that toppled and killed ruler Muammar Qaddafi. It is now split between rival governments in the east and the west, each backed by an array of militias.<br \/>In May, Fayez Serraj, prime minister of the UN-backed government in Tripoli, and Field Marshal Khalifa Haftar, commander of the self-styled Libyan National Army (LNA) in the east, agreed on a roadmap aimed at restoring order in the country. It calls for parliamentary and presidential elections, scheduled for Dec. 10.<br \/>But the panel of experts said \u201cpredatory behavior of armed groups posed a direct threat to Libya\u2019s political transition.\u201d<br \/>\u201cArmed groups are responsible for targeted persecutions and serious human rights violations, which are deepening grievances among some categories of the population and ultimately threatening long-term peace and stability in Libya,\u201d the experts said.<br \/>Human trafficking and migrant smuggling \u201care substantially benefiting armed groups,\u201d they said, fueling instability and undermining the country\u2019s economy.<br \/>The experts said most armed groups involved are affiliated either with the Serraj government or Haftar\u2019s LNA.<br \/>Libya has emerged as a major transit point to Europe for people fleeing poverty and civil war elsewhere in Africa and human traffickers have exploited the chaos in the country.<br \/>The experts said \u201ccriminal networks\u201d organize convoys of migrants \u201cand use sexual exploitation to generate significant revenues.\u201d They expressed concern at impunity for those systematically violating human rights.<br \/>\u201cThe panel is particularly concerned that different armed groups attempt to gain legitimacy by ostensibly supporting efforts to combat irregular migration and thereby receiving technical and material assistance from foreign actors,\u201d the report said.<br \/>The experts said this has led to an increase in the use of vessels mounted with weapons in both eastern and western Libya.<br \/>The panel said it also noted a growing number of armored vehicles and pickup trucks fitted with heavy machine guns, recoilless rifles and rocket and mortar launchers in combat theaters particularly in the east, in apparent violation of the UN arms embargo.<br \/>In other violations of the embargo, the panel said weapons and related materiel both from the Qaddafi regime\u2019s stockpiles and transfers conducted after 2011 continue to fall into the hands of Libyan and foreign armed groups.<br \/>\u201cThe diversion of arms feeds into the increasing insecurity,\u201d the panel said, and \u201cconstitutes a continued threat to peace and security in Libya and neighboring countries.\u201d<br \/>\u201cForeign fighters and armed groups, moving in and out of Libya, exploit the proliferation of arms and related material in Libya resulting in regular violations of the arms embargo,\u201d the experts said.<br \/>As for other sanctions, the panel said that since August 2017 it documented six attempts by the Eastern National Oil Corporation in Benghazi \u201cto illicitly export crude oil.\u201d It added that illicit exports of refined petroleum products, both by land and sea, \u201ccontinue to be a prosperous activity.\u201d<br \/>The panel said an analysis of available data and information on assets of the Libyan Investment
