{"id":11126,"date":"2018-08-11T04:26:16","date_gmt":"2018-08-11T04:26:16","guid":{"rendered":"http:\/\/qatar-news.org\/qatarnewsEn\/?p=11126"},"modified":"2018-08-11T04:26:16","modified_gmt":"2018-08-11T04:26:16","slug":"iraq-manual-recount-shows-few-changes-to-may-election-results","status":"publish","type":"post","link":"https:\/\/qatar-news.org\/qatarnewsEn\/?p=11126","title":{"rendered":"Iraq: Manual recount shows few changes to May election results"},"content":{"rendered":"<div id=\"body-200771816342556199\" readability=\"157.118717307\">\n<p class=\"speakable\">A manual recount of Iraq&#8217;s May parliamentary vote has yielded similar results, with Shia leader\u00a0<a href=\"https:\/\/www.aljazeera.com\/indepth\/features\/muqtada-al-sadr-iraq-militia-leader-turned-champion-poor-180517053738881.html\">Muqtada al-Sadr<\/a>&#8216;s joint list retaining its lead with 54 seats.<\/p>\n<p class=\"speakable\"><a href=\"https:\/\/www.aljazeera.com\/topics\/country\/iraq.html\">Iraq<\/a>&#8216;s Independent High Elections Commission (IHEC) released the manual recount&#8217;s results on Friday, which it said corresponded to the initial results in 13 of Iraq&#8217;s 18 provinces.<\/p>\n<p class=\"speakable\">Parliament <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/06\/iraq-orders-recount-11-million-votes-12-election-180606163950024.html\">ordered<\/a> a recount of the results on June 6 amid allegations of fraud and after a storage site containing about half of the ballots in the capital, Baghdad,\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/06\/fire-breaks-ballot-warehouse-baghdad-180610144257131.html\">caught<\/a> fire.<\/p>\n<p>Friday&#8217;s announcement confirmed Sadr&#8217;s bloc, Sairoon, keeping its initial tally of 54 seats out of 329. The Iran-affiliated al-Fatih alliance, which is led by Hadi al-Amiri, won an additional seat, taking their presence in Iraq&#8217;s future parliament from 47 to 48.<\/p>\n<p>Prime Minister <a href=\"https:\/\/www.aljazeera.com\/topics\/people\/haider-al-abadi.html\">Haider al-Abadi<\/a>&#8216;s al-Nasr bloc for its part remained in third place with 42 seats. Other changes were confined to a handful of alterations to the standings of candidates within party lists.<\/p>\n<h2>Forming the next government<\/h2>\n<p>The winning parties are still embroiled in negotiations over forming the next governing coalition three months after the vote, with no sign of an imminent conclusion.<\/p>\n<p>The political <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/08\/shia-blocs-iraq-remain-divided-months-vote-180805155320349.html\">uncertainty<\/a> over the makeup of the new government has raised tensions at a time when public impatience is growing over poor basic services, <a href=\"https:\/\/www.aljazeera.com\/topics\/subjects\/unemployment.html\">unemployment<\/a> and the slow pace of rebuilding after a three-year war with the Islamic State of Iraq and the Levant (<a href=\"https:\/\/www.aljazeera.com\/indepth\/features\/2017\/06\/rise-fall-isil-explained-170607085701484.html\">ISIL<\/a>, also known as ISIS) armed group.<\/p>\n<p><span>Al-Abadi, who is seeking a second term in office, is heading a fragile caretaker government until a new one is formed.<\/span><\/p>\n<p>Meanwhile, al-Sadr has already signed a coalition agreement with al-Hikma, another <a href=\"https:\/\/www.aljazeera.com\/topics\/subjects\/shia.html\">Shia<\/a> bloc led by Ammar al-Hakim\u00a0which will stay on 19 seats after the recount, and the secular outgoing vice president, Iyad Allawi, whose list comprised largely\u00a0<a href=\"https:\/\/www.aljazeera.com\/topics\/subjects\/sunni.html\">Sunnis<\/a> and secured 21 seats.<\/p>\n<p><span>Al-Sadr threatened on Friday, however, to place his bloc in opposition, rather than form a government, if other parties refuse to back 40 demands that he has made &#8220;for the political process to move in the right direction&#8221;.<\/span><\/p>\n<p><span>These include rejecting sectarian quotas, refusing to hand government portfolios to previous office holders, denying posts to MPs with dual nationality and expelling corrupt officials.<\/span><\/p>\n<p>Anger is mounting in the country where frequent <a href=\"https:\/\/www.aljazeera.com\/topics\/subjects\/protests.html\">protests<\/a> have been taking place in recent weeks, particularly in the predominantly Shia southern provinces where Iraq&#8217;s top Shia leader Grand Ayatollah Ali al-Sistani has expressed sympathy for the demonstrators.\u00a0<\/p>\n<h2>Deterioration in electricity sector\u00a0<\/h2>\n<p>Regular power <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/07\/electricity-cuts-iraq-life-unbearable-summer-heat-180731111220743.html\">cuts<\/a> in the oil-rich nation mean there has been little respite from sweltering summer temperatures and with the national grid providing just a few hours of electricity each day, many Iraqis are forced to pay to use generators through the private sector.<\/p>\n<p><a href=\"https:\/\/www.aljazeera.com\/topics\/issues\/corruption.html\">Corruption<\/a> is also seen as a big problem in a country where citizens say they fail to benefit from the country&#8217;s enormous hydrocarbon riches.\u00a0<\/p>\n<p>Officially $40bn has been allocated to the power sector over the past 15 years, but a substantial slice has been siphoned off by corrupt politicians and businessmen who have fronted fake contracts.<\/p>\n<p>In an attempt to quell public anger after more than a month of demonstrations &#8211; and with protests still springing up in the south &#8211; al-Abadi sacked four directors in the electricity ministry on Tuesday and moved a number of others.<\/p>\n<p>The decision followed the dismissal last month of electricity minister Qassem al-Fahdawi &#8220;because of the deterioration in the electricity sector&#8221;, the prime minister&#8217;s office said at the time.<\/p>\n<p>The results announced on Friday can be contested by parties and still have to be ratified by Iraq&#8217;s Supreme Federal Court in order to become final.<\/p>\n<p>When the court ratifies the result, a 90-day timeline for the formation of government spelled out in the constitution kicks in.
